Fishbein
Used over a preemptive bid as a take-out double. It can only be bid in the "direct" position (immediately after the preempt) never in the re-opening position. The bid of the "cheapest" suit after the preempt is a take-out double. It asks partner to bid his longest suit (or Pass with length in the "cheapest" suit and a poor hand). When a partnership uses Fishbein, a double is reserved for penalties.
This convention is normally used against opponents who tend to preempt with a weak suit. The normal bidder tends to have a solid preempt which makes Fishbein useless. Against a normal preempt, a double would normally be for take-out and not for penalty.
