League Rules (2006)

 

1) STARTING LINEUPS

You may fill your roster with anyone you like, but each week you must be able to field a starting line up which consists of:

1 Quarterback
2 Running Backs
2 Wide Receivers
1 Tight End
1 Place Kicker
1 Team Defense

*Rule change prior to 2000 season permits starting 1 RB and 3 WR. NOT permitted is the starting of 3 RB and only 1 WR.

2) FEES

Annual dues paid to the league are $50.00, which is non-refundable. The commissioner’s fees are paid by the league.

3) PROTECTING PLAYERS

An annual draft will be held before the beginning of each season. Prior to the draft each owner must identify the players he is protecting that will not be available in the draft and submit his list to the commissioner. (Owners not submitting a list by the deadline stated in the annual flier announcing the date of the draft will be assumed to have protected all players.) A list of the protected players will be given to each owner about a week prior to the draft.

4) DRAFTING ORDER

The order of the draft will be determined by inverting the point standings from the previous year with the last six teams being placed in a weighted random lottery. The last place team will have 6 chances out of 21, the eleventh place team 5 chances in 21, the tenth place team 4 chances in 21 and so on thru sixth place. The lottery will be held as soon as practical after the season has ended and will be witnessed by a minimum of 3 league owners. The 7th thru 12th draft spots will be the reverse order of the 1st thru 6th highest scoring teams. All franchises will draft unless they have not dropped any players during the “drop” window of our season. Each franchise will begin drafting in round one and draft in as many rounds as they have dropped players (or open roster spots to a maximum of 14 spots-SEE RULE19 for rules regarding IR players). A franchise that dropped two players will draft in the first two rounds, etc.

5) FRANCHISE NAMES

Each owner is required to name his franchise. Name suitability may be vetoed by the commissioner. No suggestive, vulgar or profane names will be allowed.

6) ROSTER SIZE

Roster size is limited to 14 active players and one player who may be placed on the IR list (see Rule 19), but owners are not required to carry the maximum amount. They must be able to field a starting lineup each week, but are not required to carry any more players than a starting lineup.

7) LEAGUE SIZE

The league will consist of no more than 12 owners with 12 franchises. This may only be changed by a two-thirds majority vote of the owners. The league may operate with less than 12 owners and franchises.

8) FREE AGENT PLAYER ACQUISITIONS (AKA adds/drops)

An owner may replace one or more players each week. The cost to do so is $2.00 per acquisition paid to the league. All free agent fees will be collected at the end of the season. All moneys generated by these moves are returned to the league via payoffs at season end. Released players may not be acquired until the following week so that everyone has an opportunity to pick up the released players. In the case of two or more owners requesting the same free agent in the same week, the owner whose team has the lowest point total will have priority. In the case of a tie the first request will be honored. Only one player per round is permitted by any team thru the first round of any free agent additions. As many players as desired by a team is permitted starting with the 2nd round. After the completion of the draft and before the start of Week 1 NFL games, all free agent acquisitions will be subject to the $2 fee and will be handled on a first come first serve basis. E-Mails are preferable as they are time stamped.

NOTE: For any free agent request received by the Commish that is NOT a legal move, the Commish will notify the owner at the first available opportunity, BUT any players involved are still considered “available” by anyone else until the owner corrects his request. Be sure to be exact and unambiguous when requesting an add/drop or you may not get your selection. It is best to include first names, last teams, NFL team and position when requesting a player movement to avoid confusion for the Commish.

9) TRADES BETWEEN OWNERS*Amended prior to 2000 season

Trades between owners ARE ALLOWED from July 1st thru the completion of the Monday Nite game of Week 8*. Trading between owners is not allowed from the completion of Week 8 until July 1st of the following year. Trading of draft choices is permitted but will come under automatic review by the Commissioner if the draft choices are for more than 1 year in advance. All trade proposals will be submitted to the Commissioner for review before the trade is finalized. About the only reason a trade would be denied is if the Commissioner determined it to be detrimental to the league. The Commissioner will consult all owners for a vote if a trade appears to be grossly unfair to one party. A majority vote of the owners, not counting the owners involved in the trade, would determine if the trade is approved or not.

10) DEADLINES FOR FREE AGENT ACQUISITIONS

Owners are encouraged to turn their free agent requests and lineups in each week by 7PM Thursday (Wednesday at 7PM if there is a Thursday thru Saturday game.) Changes made to the FA deadline may be made at any time during the season by the Commissioner with advance notice to the league. However, lineups and player acquisitions will be accepted at anytime until the kickoff of the week’s first game, but it’s at your risk of catching the commissioner home (See Rule 13) and with one exception: The time of 7PM Thursday (except Thursday/Saturday game) will be used as the TECHNICAL DEADLINE/PRIORITIZED PORTION for free agent acquisitions. You may acquire up until game time if it does not conflict with a free agent acquisition made by another team PRIOR to the technical deadline.

Once a players team has started their game in a given week, no player may be allowed to be added or dropped until all games have been completed for that week and the normal priority order of selecting free agents begins for the following week. This rule prevents someone from getting a player after a game played prior to the normal Sunday games. This rule applies to players regardless of whether they played or not in their weekly game or whether or not they were even on a roster at that time.

11) PLAYOFFS AND HEAD TO HEAD PLAY

The 12 franchises will be split into 3 divisions (Tower, Pisgah, and Wolf) of 4 teams each. Each year a random draw is held to re-shuffle who is in each division. Over the first 13 weeks of the season we will play head to head twice against each division opponent and 1 game straight up against all other teams. One DH game per year is scheduled to allow a result against each team. Win/loss results determine 3 division champs (one of which will be deemed a winner of the conference and be seeded number 1 for the playoffs) and two wildcard teams. (The head to head play is in addition to the total points played for each team). The next 3 weeks of the regular season will be used to complete the playoffs. Playoffs end the 16th week of the season. Week 17 is not used for the playoffs but will be used as the final week for our points standings. We play for points standings thru Week 17 regardless if your team made the playoffs or not.

Week 14 - Wildcard Playoff
Week 15 - Wildcard winner plays the Conference Champ and the two division champs play off.
Week 16 - Two winners from previous week play in the Super Bowl

12) SCORING SYSTEM

- Touchdowns: 6 (if by pass, the thrower and receiver EACH receive 6 points)
- Field goals: 3 points for Field goals 39 yards or less
4 points for Field goals 40 to 49 yards
5 points for Field goals 50 to 59 yards, etc.
- Safeties: 2 points
- PATs: 2 points if run/passed or 1 point if kicked
- Defense/Special Team Scores:
6 points for touchdowns (includes Kick-off and punt returns)
1 point for each fumble recovery (fumble must be by opponent) 1 point for each sack
1 point for an interception
2 points for a safety
* - Defense Score Bonuses:
10 bonus points if opposition is shut out
8 bonus points if opposition scores 2-5 points
6 bonus points if opposition scores 6-10 points
4 bonus points if opposition scores 11-15 points
2 bonus points if opposition scores 16-20 points
No bonus points if opposition scores 21 or more

The points against your DEF count even though the points may have been scored when only the offense was on the field.

All SCORING PLAYS of 50 yards or greater receive a 2-point bonus in addition to those described above.

Yardage points - Each offensive player will accrue yardage during the game. It is scored as follows:

Passing - Total passing yardage divided by 25 equal points. (Ex. 235 yards is equal to 9 points) One point for each full 25 yards (no fractions).

For every INTERCEPTION your QB throws, 1 point will be deducted from the players total for the week.

Receiving/Rushing - TOTAL receiving and passing yards will be COMBINED and divided by 10 to determine points. Again, no fractions. 1 point for each full 10 yards.

*Defense: If a player is being played and returns a punt or kickoff for a TD, then the player AND the team that has that defense will BOTH receive six points for the TD plus any applicable bonus points. The yardage returns from kicks, interceptions, fumbles, etc. are NOT USED for additional points. The software stats provided by our league software is used as the final authority unless an obvious error can be shown by an owner.
NOTE: Any unusual scoring plays will be determined the Commish on a case by case basis. Generally, the Commish uses a rule of thumb which is “whatever a team started the play as, they end the play as.” Example: if you have the Ravens DEF and the Ravens offense throws an interception and then the DEF team fumbles during their return and the Ravens pick up the ball and return for a TD, then NO POINTS would be awarded to the Ravens DEF either for the fumble recovery or the TD since the Ravens started the play on offense and would remain so for the entire play. Any played Ravens offensive player who scores during such a scenario would get the credit for any TD points but no yardage points.

13) LINEUP NOTIFICATION

If a franchise fails to notify the commissioner of their weekly lineup, the previous week’s lineup will be played. No lineups will be accepted with contingencies attached. Every team must submit one, and one only lineup complete with starters at each position. Lineups submitted that state “start this guy unless he doesn’t start then start this guy” WILL NOT BE ACCEPTED. NO EXCEPTIONS.

14) DRAFT REPRESENTATIONS

Each franchise must draft for itself or send a representative to the draft. If due to unexpected circumstances a team has no representative present at the draft, then the league will evaluate the needs of that team and draft for them.

15) RULES CHANGES

Rules may be changed, added or deleted by a simple majority vote of the league owners.

16) RULES ENFORCEMENT

All questions regarding the rules shall be referred to the commissioner for a ruling. His ruling is final without a majority vote of the league.

17) OWNERS WHO LEAVE THE LEAGUE

If an owner leaves the league, a new owner will take over the existing team. Even in a league that is not full, the new owner would take over the existing franchise and not draft a new team for himself.

18) BYE WEEKS/WILD CARD PICKS

If you don’t have enough starting players due to a bye week vacancy, you will be allowed to select a free agent for the position or positions that are vacant, but ONLY FOR K, DEF or TE positions.. You will have rights to the players for that week only and only AFTER all drafts of free agents have taken place for the week. There is no charge for this. During the bye week period of the NFL schedule, which generally runs 7-8 weeks depending on NFL schedule makers, each team is entitled to TWO WILD CARDS picks PER SEASON. These wild card picks are generally used to fill in for a QB, RB or WR who is down for the week due to the bye week. These picks are good for just one week and are processed simultaneously with the weekly bye week picks and there is no charge for using the wild card picks. Although they are usually used on the QB, RB and WR positions, they may be used at any time during the bye weeks for any position as determined by each owner. If more than one franchise wants the same player for the bye week, it will be settled in favor of the team with the lowest point total at that time. If there is a tie, the first request will have priority. You are NOT expected to play a lineup which has players who are receiving only limited playing time under normal expectations for that week. The Commish will rule on any situations not specifically covered.

19) PLAYER ON INJURED RESERVE

At any point following the end of each yearly draft, an owner may designate any player to be placed on “Injured Reserve.” This injured reserve spot in effect gives us a 15th player on our rosters. The player on “IR” may be placed there for any reason and DOES NOT HAVE TO BE INJURED. The order of placing people on IR and having another player selected to be active, is done in an “extra round of drafting” in the same order as used in the draft for that year. Any owner no choosing to use the IR spot at the draft may then use it at any time during the season. This will allow a roster spot to be opened up for a star quality player who has suffered a season ending/temporary injury or for a rookie who may not play this year but would like to be retained by his team for the future without tieing up a roster spot for the entire season. A designated “Injured Reserve Players” is an “inactive player” and may not be played until the owner has legally removed them from the IR list and another player is designated or dropped to allow only “14 active” on a roster. The “injured reserve” player will remain the property of the team which placed him on reserve and may not be picked up or played by another owner. No charge is made for putting a player on IR, but a $2 charge is made each time a player is activated from IR. Following lineup submittal for Week 17, an owner shall inform the Commissioner which player will be dropped from the roster to allow for the “On Reserve” player to be returned to the roster during the off-season. A player may be played in Week 17 and then dropped immediately allowing for the return to the roster of the reserve player. There will be no charge for this portion. All off-season rosters will have 14 active players and NO IR players are permitted thru the off-season.

20) COMPLETE ROSTER AT ALL TIMES (1 EXCEPTION)

Every team MUST have a complete starting lineup on their roster at all times. The only exception to this will be the period from the time when drops are allowed prior to the draft and the actual end of the draft. Once the draft has been completed (does not count the extra IR round), every team must have a full starting roster at all times until the following year’s draft/drop is made. This means that a full complement of players at all positions (including defense, kicker and tight end) must be carried thru the off-season.
