R9.0    Starting Line-ups
Each week, all owners must e-mail, use the web site (preferred method) or call in their starting line-ups. An owner who does not give a line-up will be assumed to start the same line-up from the previous week. If a bye week substitution is required (see R9.3), the Commissioner will fill that slot for the absent owner.
R9.1

A starting line-up requires one team quarterback, team kicker, and team       defense. The other five starting "slots" are to be filled as an owner sees fit,    keeping in mind the maximum players rule (see R9.2).
R9.2

     The five slots may
never contain more than three running backs or two tight ends. A starting line-up may contain five wide receivers.
R9.3

Any owner whose quarterback, kicker, or defense is on a bye week in the NFL that does not call in a starting line-up, Will
NOT have that position filled by the Commissioner utilizing the other team quarterback, kicker, or defense on the franchise's roster if they have one. If both of these positions are on a bye week or the owner only has one player type of that position, then the owner will receive zero points for that position.
R9.4

The rule of "Probable, Questionable, or Doubtful"
will not be used in the OKFFL. It is owner's responsibility to keep a check on the status of their own players. Several sites are linked from the main page of the OKFFL Web Site so owners can check on the status of a player for an upcoming game. All owners will start injured players at their own risk.
R9.5

The rule concerning Injured Reserve players
will not be used in the OKFFL. If an owner has a player who is listed on IR for 2 weeks for a particular NFL team, the owner must drop that player or name him the Franchise player for the team (if it is a year when the owner can do so). The Commissioner will serve notice to the owner if the player in question is going to be on IR for the remainder of the OKFFL regular season (Week 13) (NOTE Rule R9.9).
NO EXCEPTIONS WILL BE MADE!
R9.6

Deadlines for starting line-ups will be before kickoff of any games that involve those players in question. This means that if a player is scheduled to play on Thursday or Saturday, then it is up to the owner to let the Commissioner know before kickoff whether that player will be part of the franchise's starting line-up.
All rosters have a deadline of kickoff Sunday (even for players who will play a Monday night game).
R9.7

It is up to the franchise owner to ensure that the Commissioner knows they are starting a player that plays in an early game (Thursday or Saturday) that was started from the previous week.
NO LONGER will it be assumed that a player will start a game. In the past, this practice has been used. This gives an unfair advantage in that an owner can see if a player scores and either start him if he scored or say they were not going to start him if he did not score.
R9.8

The owner may only start pure offensive playershe cannot start a Def Back on the chance that they may play as a WR.
Any starting line-up received after the noon kickoff will be considered null and void. This is why the best method is using the web site in that it tells the time something was sent and also sends to your opponent. This allows the Commissioner time to upload all the starting line-ups and send them out to the various franchises.
R9.9

Due to future draft considerations, an owner may wish to lose a game instead of winning it. This is legal in the OKFFL under certain conditions

R9.9.1.1

All players on the starting line-up are active (i.e. NOT retired, dead, arrested, on IR etc.)

R9.9.1.1.1

Owners that cannot field an active team must pick-up and drop players to make his starting line-up legal for these purposes.

R9.9.1.2

The team does not have a mathematical chance of making the playoffs

R9.9.1.3

may be 3rd or 4th string starters, however.

R9.9.2

The owner has sole responsibility in keeping within these rules

R9.9.3

An owner that breaks or bends these rules (with or without malice) will be penalized with one win when the next years draft order is drawn up. This penalty is for each week of infraction.
