In each Conference, there will be four Division champs and two wildcard teams. Each of these teams receives a Franchise fee reimbursement as per R11.0.
Determination of Divisional champ is decided by:

The top two Division champs have a bye for the first week of the playoffs (week 14). The best team will be considered Div#1, the next best Div#2, etc�
After the four Divisional champs are determined, the next two best teams (from the remaining ten) in each Conference make the playoffs as "Wildcards." The best team of the wildcards is considered WC#1, while the next best is considered WC#2. In week 14, Div#4 plays WC#1, while Div#3 plays WC#2. The lowest team that advances will play Div#1 with the remaining team playing Div#2.

Three or four way ties are common with wildcard determination. Team by team situations no longer applies. Unless one of the teams did not lose (or win) to all of the tied teams, head-to-head games no longer count.
Division champs are always determined before wildcards.
Wildcards will not be determined until after week 13 (the first team to qualify as a wildcard is not automatically WC#1).
