| Libertarian Party of Okanogan County Bylaws As approved in lawful convention 22 September, 2001 A.D. Article I: Name The name of this regional organization will be the Libertarian Party of Okanogan County, hereinafter referred to as �the Party.� Article II: Principles The Statement of Principles, within the state platform, affirms that philosophy upon which the Libertarian Party is founded, upon which it shall be sustained, and through which liberty shall prevail. Article III: Purposes The purpose of the Party is to proclaim and implement its Statement of Principles, by: A. Nominating and running candidates for office in the region, and; B. Entering into political information and educational activities, and; C. Recruiting new members. Article IV: Controlling Documents The controlling documents of the Party will be these Party Bylaws. Authority for all matters not specifically addressed by the Party Bylaws will be Robert�s Rules of Order. Article V: Officers 1. There will be four (4) Party officers, as follows: Regional Chair, Vice-Chair, Secretary and Treasurer. The powers and duties of the officers are specified herein. 2. The officers will be elected by a majority of the Party members present and registered at the annual Party convention. Officers will be elected individually, on separate ballots, in the order designated in Section 1 of this Article. Terms will commence immediately upon adjournment of the annual convention, will run for a period of one year, and only members of the Party will be eligible to serve as officers. There shall be no term limits, and officers shall be eligible for immediate re-election. 3.. The duties of each officer shall be as follows: a) The Regional Chair shall preside at all Party meetings, and act as CEO of the Party. The Chair may appoint non-officer positions such as Office Manager, Database Manager, Archives Manager, or Committee Chairs for such functions as Membership, Campaigns, Fundraising, Convention, etc. In the event of a vacancy in an officer or non-officer position, including positions newly created by the Regional Chair, the Regional Chair shall appoint someone to fill said vacancy Pro Tem. The Regional Chair shall be a signing officer for Party documents. b) The Vice-Chair shall preside at Party meetings in the absence of the Regional Chair. If the office of Regional Chair becomes vacant, the Vice-Chair shall automatically become Regional Chair. The Vice-Chair shall also be responsible for keeping abreast of, and fulfilling, current requirements to maintain certification by the State Party � as defined in LPWS Constitution and Bylaws. c) The Secretary shall record and maintain Minutes of party meetings and conventions, and be a signing officer for Party documents. d) The Treasurer shall maintain the Party�s bank accounts, deposit all revenues, and pay all bills. A formal Treasurer�s Report shall be presented at least once per calendar quarter. The Treasurer shall maintain the party�s financial records in accordance with the law and accepted accounting principles. Article VI: Representative, State Executive Committee 1. The Regional Chair shall serve as the Party�s voting Representative on the State Executive Committee. If the Regional Chair chooses not to serve in this capacity, the representative shall be appointed by the Regional Chair. Article VII: Annual Conventions 1. The Party shall hold a Convention each year, by no later than the end of June, for the purpose of electing officers, amending bylaws, endorsing candidates, and amending the Party�s program and platform. The Regional Chair shall be responsible for setting the date, time, and place of the annual convention and/or may appoint a Convention Chair to coordinate the event. 2. All Party members shall be notified of the annual convention date and location, at least 30 days in advance. Minimal notification shall consist of a �Calendar� notice in the state newsletter. 3. Voting delegates shall have been members of the Party for at least 60 days prior to the Convention date. Article VIII. Amendments These bylaws may be amended by simple majority vote, at any Party convention. Article IX. Meetings 1. � of the officers shall constitute a quorum for the transaction of normal business. 2. All measures shall be carried by a simple majority vote. Meetings shall be held at such time and place as the officers may by act decide. Article X. Membership 1. All Party members shall be members of the State and National Libertarian Parties. 2. Dues and other payments to the Party shall be determined by vote of the Party members. 3. Any member has the right to contact the general membership of the Party; the Regional Chair shall establish procedures for so contacting the membership.
