CONSTITUTION AND RULES

 

The objective of organizing a tournament for the Muslim community is to promote friendship between the different people coming from different countries.  Please enjoy the game and have fun with your brothers.

 

MEMBERSHIP

·         Each team is allowed to register 11 players.

·         Each team pays $100.

·         Teams will not be able to participate until they pay the entry fees in full.

·         A team can replace a player before the start of the tournament.

·         Any team playing an unregistered player or a player who is under suspension, shall forfeit the game that the ineligible player competed in.

·         No player is allowed to play with more than one team in the same division.

 

STANDINGS

·         At the end of the 1st round, the top 2 teams in each division will play for the playoffs (see Table below).

·         In all games: (3) points will be awarded for a win and (1) point for a tie, (0) point for a loss.

·         If 2 or more teams are tied in points at the end of the 1st round, the championship will go to the team who has 1) better goal difference, 2) team having scored most goals. If it is still tied, both teams will play one game to decide the champion.

·         In quarterfinal, semi-final and final games, tied teams will play 5min sudden death.   If teams are still tied, they will kick penalty shots.

·         Any team forfeiting a game will lose the game (3-0).

 

TEAM OFFICIALS

·         Each team must submit a Master player's sheet to the organizers before the start of the tournament.

·         The coach/captain is responsible for the conduct of his team.

·         The team and its coach/captain are responsible for the conduct of their fans.

·         To avoid any confusion, it is advisable for teams to bring 2 sets of uniform.

 

EQUIPMENT

·         All players on the same team should wear the same colour. The goal keeper should wear a shirt of different colour from his team's and opponent's colour

·         Players list must be available at all times and presented when required by the opposing team.

·         If a coach elects to check opponent list, he should do so before game start.

·         Teams are encouraged to have their own first aid kit.

·         Shin guards should be worn by all players throughout the game.

 

REFEREES

·         Referees shall be appointed for all games from the participating teams.

·         Each team must provide the name of a player who will be asked to referee.

·         Referees shall enforce FIFA rules and regulations of the tournament.

·         The referee must give the final score, scorers, cautions, ejections to the organizers.

 

UNPLAYED GAMES

·         Any team failing to field the minimum number of players (4 players) within 5 min. of the scheduled time shall lose the game 3-0.

 

DURATION OF GAMES

·         First round games will be 25 min straight.  After the first round, games will always be 15 minutes each half.

 

PROTESTS

·         The organizers shall hear all protests pertaining to any game within the tournament.

·         The organizers will have the final ruling in any protest.

 

DISCIPLINE COMMITTEE

·         The organizers shall deal with infractions occurring at games under the tournament regulations.

·         Any team, as a whole, gets involved in a fighting match with another team will be ejected from the tournament.

·         Any ejected player (red card) is suspended for two games. Moreover, depends on the severity of his action, the organizers might impose further action.

·         A yellow card is a 2 minutes penalty.

·         A player given 3 yellow cards in one game will be ejected from that game only and he joins his team for the next game.

 

ADDITIONAL RULES

·         If during the course of the tournament, a situation arises that is not covered by these rules, the organizers' decision will apply.

GAME RULES

 

1)      The game shall be played by two teams, each consisting of not more than 7 players, one of whom shall be the goalkeeper. A game shall not commence or continue if either team has less than four players.

2)      All FIFA rules apply.

3)      For the essence of time, each game must start on schedule.

4)      Teams are allowed 3-min. grace period.

5)      Free kicks may be direct or indirect.

6)      In case the ball goes out of bound a throw in shall be taken by the opposing team at a point near where the ball came out

7)      The referee shall inform teams about the penalty area.

8)      The keeper shall not be allowed to handle a deliberate pass from one of his teammates that includes a pass from a throw in.

9)      Unlimited substitution shall be allowed at any time during the game.

10)   A player taking a free kick within his own penalty area shall kick the ball into play beyond the penalty area. The ball shall be in play when it has passed outside the penalty area. All opponents shall be outside the penalty area and not less than 4 yards from the ball until it is in play.

11)   A player who does not retire the required distance, or who dances about, or gesticulates in any manner calculated to distract on opponent, or delay the taking of the free kick shall be cautioned for unsporting conduct

12)   A goal may not be scored from a throw in.

13)   At a kick off, the ball may be kicked in any direction from the centre mark. The ball is in play once it moves forward.

14)   A goal may be scored from a Goal Kick.

15)   A goal may be scored from a Kick-Off.
