Monroeville Tournament Conduct Code


This conduct code was created by Don Cherry in 1983 and implemented in 1999.


We certainly hope that all putters shall endeavor to exhibit proper, gentlemanly, and sporting behavior at all times. However, central to maintaining a sportsmanlike atmosphere is a written conduct code which presents the categories of putter infractions or unsportsmanlike conduct as well as the prescribed disciplinary responses associated with each. This code serves several important functions. First, it is through this code that all Par & Under [division] tournament players come to learn which types of player behavior are unacceptable and to understand the consequences of these acts. Second, this pairing of infractions and disciplinary responses also serves as a point of reference for policy making. And finally, it is through the careful development of these categories of misconduct and their appropriate pairing with a range of sound disciplinary responses and options that the Conduct Committee, representing the membership of the Tournament Members, attempts to insure that its disciplinary procedures will be consistent, reasonable, fair, and equitable to all tournament members.

ALL rules will be in effect on entire course property, before, during, and after all Tournaments.

LEVEL 1

Examples of Violations

1. Speaking obscenities or using language that may be considered offensive to fellow putters or bystanders.
2. Slow Play: examples--leaving one's assigned playing group while play is in progress for nonemergency reason; standing around watching other's putt when you should be putting yourself.
3. Leaving the clubhouse or patio area while other putters are still playing and distracting them while they try to putt.
4. Pounding or banging on clubhouse property.

DISCIPLINARY RESPONSES:
Reprimand (first offense) and/or probation (length to be determined for each offense by committee)

LEVEL 2

Examples of Violations

1. Any additional Level 1 violation(s) while on probation.
2. Shouting while other putters are on the course; slapping or offensive disturbances to fellow putters or bystanders.
3. Throwing objects such as balls, putters, leader boards, clothing, etc., before, during, and after all tournaments.
4. Refusing to agree to a reasonable request by other putters to aid their efforts while putting. Examples: standing clear, removing shadows, ceasing conversation.
5. Deliberately pounding or banging objects (example- putters) into tee-mats, carpets, rails, or concrete.
6. Attempting to deflect or disturb the equipment or person of another player.
7. Playing while under the influence of alcohol or nonprescription narcotic drugs.

DISCIPLINARY RESPONSES:
Reprimand and/or Fine (up to $10) and/or Suspension (up to 3 tournaments). There will also be a period of probation.

LEVEL 3

Examples of Violations
1. Any additional Level 2 violations while on probation.
2. Any act of cheating.
3. Marking or defacing, in any manner, any bumpboard, carpet, or tee-mat.

DISCIPLINARY RESPONSES:
Suspension (with period of probation following the player's return) or Expulsion.


Procedure for Dealing with Violations

1. If a player is reported as having broken one or more rules of conduct by another player, he/she shall appear before the Conduct Committee.
2. This Committee shall consist of three players: The Chairperson of the Conduct Committee, one Tournament Committee member, and one player of their choice. Two alternates shall also be chosen.
3. The Committee shall hear all facts of the incident and then determine:
a. If the accused player is guilty of the violation.
b. The appropriate punishment for that player.
4. If a player is found guilty of a violation, the Committee may then take one or more of the following actions against said player:
a. Reprimand: A warning to said player, which may or may not include a period of probation.
b. Fine: Payable to the Tournament Committee Treasurer, Ken Hastings, not to exceed $10. (A player can not play in any future tournament until the fine is paid.)
c. Suspension: A ruling by which said player is prohibited from playing in at least one and not more than three tournaments.
d. Expulsion: Said player will not be permitted to compete in any tournaments for the rest of the calendar year.
5. Any player not satisfied with the judgement of the Conduct Committee may make an appeal to the owner of the Monroeville Putt-Putt, Terry Grady, or his designated representative. The ruling handed down will be final.
6. If a member of the Conduct Committee is involved in a complaint, either as the player filing the complaint or the player named in the complaint, that member of the Conduct Committee shall yield to the first alternate.
7. If a complaint against a player is found to be invalid, the player filing the complaint may be subject to reprimand at the discretion of the Conduct Committee.
8. Members of the Conduct Committee may be removed by majority vote of Tournament Committee members.
