DAMAGE
ASSESSMENT AND
NEEDS ANALYSIS
PURPOSE
To provide participants with the
knowledge and skills needed to make
an initial assessment on site of
damage in the areas of health, life
lines, housing and productive
infrastructure, and to perform a
needs analysis and propose priority
actions.
TARGET GROUP
This Course is intended for professionals
and technical personnel with
leadership qualities who, because of
their position and work, must be able
to:
� perform an initial damage
assessment;
� analyze needs;
� propose priority actions.
These people will be part of:
� local emergency groups;
� community organizations;
� agencies that are responsible for
the affected areas;
� institutions that have the
capacity to convene people.
IMPORTANT REQUIREMENTS
FOR INTENDED PARTICIPANTS
TO THE COURSE
� work in disaster or related topics;
� work in groups;
� work on site.
PERFORMANCE OBJECTIVE
Given a simulated disaster situation
and using the work material supplied,
participants in work groups made up
of 4 to 8 members, in no less than 5
hours should:
� perform a damage assessment;
� carry out an analysis of needs;
� propose priority actions.
TRAINING OBJECTIVES OF
THE DANA COURSE
Upon completion of the course the
participant will be able to:
1. Describe the characteristics of
the seven most frequent types of
natural disasters.
2. Apply the correct procedure for
gathering data.
3. Use criteria and tables to
interpret data obtained from the
estimate of damages and needs.
4. Determine priority needs and
propose actions in accordance
with established criteria.
5. Present a damage assessment
and needs analysis report using
the proposed formats.
METHODOLOGY
The DANA course uses the
interactive teaching method, based
on well defined objectives that
participants must fulfill. It is
enriched with contributions and
experiences through active
participation guided by a facilitator.
Techniques such as brainstorming,
the "bin", videos, forming of work
teams, and group work will be used.
Training materials consist of working
manuals for classroom and field work,
reference material, and audio visual
aids intented to achieve a permanent
learning environment.
The training staff is made up of
professionals with expertise in the
topics of emergency and disaster
management and, in particular, with
damage assessment and needs
analysis. |

DAMAGE ASSESSMENT AND NEEDS ANALYSIS COURSE
SUMMARY OF CONTENTS
1. INTRODUCTION
Rapport and information on participants, course, instructors and support
personnel. Presents the purpose, performance objective and training
objectives. Describes the methodology used. Defines damage assessment
and describes briefly its use.
2. DANA � AND THE NDO RESPONSE STRUCTURE
The activities of DANA and the NDO within the National Programme; Where
DANA fits; damage assessment process; roles and responsibilities.
3. TEAMWORK AND DANA
Group and team concepts; differences. Different ways of organizing an
assessment. Advantages and disadvantages of each one. Preparing of
teams for assessment.
4. ASSESSMENT ORGANIZATION AND LOGISTICS
Description of assessment types and their scope. Necessary material
resources. Conditions for an effective assessment.
5. DATA GATHERING
Concept of data and information, differences. Forms used in Assessment.
Components to include in the pre-impact information. Most common post-event
data-gathering techniques. Practice exercises.
6. ANALYZING AND INTERPRETING NEEDS
Interpretating maps. Use of the three basic elements: orientation,
symbols and scales. Categories of needs as defined internationally.
Identifying immediate response needs
7. MEASUREMENT OF THE IMPACT OF AN EVENT
Concept of impact. Criteria for assessment by levels. Other elements
of analysis.
8. ESTABLISHING PRIORITIES
Concept of crisis. Procedure for decision making. Team problem-solving
Establishing needs and priorities, justifications and criteria. Grouping of
priorities.
9. GENERAL REVIEW
Supplements information given during course, reinforces concepts, clarifies
doubts and answers participants' questions. Refer to contents of Field Guide and
Reference Guide
10. HOW TO IMPLEMENT DANA IN RESPONSE TO AN EVENT
THAT GENERATES ADVERSE EFFECTS
This Unit is presented after the Final Exercise has been completed.
It describes the integration of the DANA team; recommendations to the
team coordinator; aspects to inform members of a team who have not
previously been informed of the DANA methodology; possible problems
and solutions in carrying out the activities of damage assessment and
needs analysis.
Optional Unit A � DISASTER CYCLE
Description of the Disaster Cycle phases; definition of disaster management; descriptions of
hazard, vulnerability and risk.
Optional Unit B � CHARACTERISTICS OF EVENTS THAT GENERATE ADVERSE
EFFECTS
Classification of events based on hazards and according to their onset speed. Definition of
natural hazards that frequently set off events. Their effects on people, services, goods and
the environment. |
