Leo has always been the sisters' whitelighter, guardian angels for good witches, but they were unaware of Leo's watchful gaze until they received their powers a few years ago. Before he became a whitelighter, Leo lived in San Francisco and was studying to become a doctor. When he enlisted in the army during World War II, he became a medic. He died in the battle of Guadalcanal while he was bandaging a soldier's head wound. Since meeting the sisters, Leo increasingly became more a part of their lives: first as a guide and guardian, then as a friend, and then as a husband and brother-in-law. Now that he has killed a fellow Elder, Leo denounced his position. Will he rejoin his family or will punishment from the other Elders prevent him?

whitelighters to fall in love, Leo fell in love with Piper. Leo left soon after they started dating because of his other whitelighter assignments and he realized that not being involved with Piper was probably for the best. He came back to try and tell Piper that they could not be together, and he was surprised how well she accepted it, telling him that he was geographically undesirable.

When Leo was shot by a darklighter's poisonous arrow, Piper traded powers with him to heal him and save his life, which she could only do after she admitted that she loved him. They had an on again, off again relationship for a while, but they broke it off when Piper grew interested in Dan. When Piper almost died from a deadly disease, Leo brought her back to life, which was against the rules, and as punishment for breaking the rules, Leo became mortal for a while. Leo could not stand to just sit by and not help the sisters protect people so he asked the Elders for his powers back.

Piper finally chose Leo over Dan and they started dating again. When they learned that the Elders were unwilling to allow them to have a relationship, Leo proposed marriage so that they could be together. At their wedding, however, the Elders took Leo away after being made aware of Piper and Leo's plans by Cole. After Piper admitted that she was willing to give up Leo in order to continue saving innocents, the Elders sent Leo back on probation in order for Piper and Leo to prove that their relationship would not interfere in their supernatural duties. Eventually after months of probation, the Elders granted them permission to get married.

Recently Leo and Piper began trying to have a child but found difficulties - because of all of the demonhunting Piper's doctor said that it would difficult if not impossible for Piper to have children. However, a surprise visit from an Angel of Destiny revealed that destiny had a child in store for Piper and Leo after all.

When many of the Elders were killed in an attack, Leo found himself forced to take the lead and act on the Elders' behalf. He was surprised to discover that his ability to lead in the time of crisis had elevated him to become an Elder. Piper was consumed with anger when she learned that Leo might have to leave her and Wyatt to assume his new position, but eventually Leo managed to convince her that he needed to act for the sake of the greater good, even if it meant giving up his family.

Leo was sent by Chris to Valhalla, an island inhabited by Valkyries, beings that scour battlefiends for the souls of dying warriors, and the warriors they were training to fight in the final world battle. As an Elder, the Valkyries used Leo to train their warriors and fighting for his life caused Leo to change. When the sisters rescued him, Piper confronted him about why she could not remember Leo leaving her and he admitted that he used his powers to take away her pain and help her forget him so that she could move on. He apologized for taking away her feelings and though she eventually admitted that she knows he only did so to help her, she told him that since he was still an Elder she needed time away from him if she was to move on with her life. Leo had trouble staying away from Piper for missing his son, so Piper told him that he could visit Wyatt as much as he wanted when she was not around.

When Piper and Leo became stranded in the ghostly plane with Leo shot by a darklighter's arrow and no one around to heal him, their defenses finally came down. When Leo told Piper that he still loved her, they ended up spending the night together. Because his presence at the manor had put his son at risk to the darklighter, Leo finally realized that he needed to take his place as an Elder. When Piper was attacked by a Spider Demon and kidnapped, Phoebe and Paige called Leo for help and Phoebe told him about Chris being his son and Piper's pregnancy. Surprised by the news, Leo was even more surprised by the anger Chris felt for him. When he confronted Chris, he admitted that while Leo had been there for everyone�Piper, Wyatt, half of the world�Leo had never been there for Chris. Though upset by his son's attitude toward him, Leo tries to remain hopeful that he can change his and Chris' future, and he decided that his family needed him on earth rather than Up There. When Leo discovered that Gideon was trying to kill his son, he declared he was no longer an Elder. And with the birth of their second son, Chris, perhaps Piper and Leo will take further steps to reforming their relationship and becoming a family again.
