| The Neighbourhood Zone Group |
| Why a Neighbourhood Zone System ? Following a catastrophic earthquake or other major disaster, we can expect to be without most utility services such as hydro, gas and telephone for at least 72 hours. A system is needed to determine what help is needed, where it is needed and who needs it. The Neighbourhood Zone Group (NZG), as part of the Oak Bay Emergency Program, provides a system that allows residents in need of emergency aid to seek help from municipal, city and even Provincial resources. |
| How is the System Organized ? The system is based on neighbours helping neighbours and has a simple structure. Oak Bay has been divided into 43 Zones, each with approximately 10 Blocks.� Each Zone and Block has an individual identified as a Responder and scattered throughout the Municipality are a number of CB and HAM radio operators. In a major disaster, Block Responders (BR's) will check on residents in their block and report urgent requirements for help to their Zone Responder (ZR). In turn, those messages are relayed to the Emergency Operations Centre (EOC) by HAM and CB radio links so that the necessary coordination with other agencies can take place. Similarly, information on transport arrangements and the location of Reception Centres will be relayed back to Residents. |
