LEAGUE CONSTITUTION
1.0 THE LEAGUE
.1 Shall be known as the Long Island Baseball League. Founded in 1982, it will
henceforth be known as LIBL.
.2 Shall have one sole purpose-to have fun. No prize money or awards will be
given, other than the Tony Mequia Trophy.
.3 Starting with the 2007 Season, LIBL will become a Commissioner's League, where all games including playoff games will be simmed by the Commissioner.
2.0 COMMISSIONER
.1 Shall have the power to oversee the league, and resolve any disputes that may
arise among team owners. The commissioner will coordinate the Annual Draft
(rookies and players not on LIBL rosters). Commissioner of the LIBL is Tony Troia
.2 Shall appoint an assistant commissioner. Duties of this officer will be to
act as an arbitrator in the event the commissioner, acting as a team owner, is
involved in a dispute between another team owner. Should both the commissioner
and the assistant commissioner, acting as team owners, be involved in a dispute,
it will be resolved by a league vote or mutual league determination. Assistant
Commissioner of the LIBL is Mike Crowley. Chuck Guarria will serve as the League
Historian.
3.0 RULES COMMITTEE
.1 The Rules Committee consists of three original members of the LIBL. The three
members are: Mike Crowley, Nick Mackron, Tony Troia.
.2 The Rules Committee has the power of making any rule changes necessary for the
good of the league.
.3 The Rules Committee will involve the general membership in as many rule changes
and decisions as possible.
.4 Membership to the Rules Committee can be attained through a vote of the existing
committee members. Decisions on adding a member to the Rules Committee will be
based upon time in the league, standing in the league, and character of the member.
4.0 LEAGUE ORGANIZATION
.1 LIBL will have four divisions consisting of five teams for the 2005 season.
.2 The four divisions will be divided into two leagues.
5.0 REQUIREMENTS
.1 The latest version of the APBA Baseball for Windows, as well as the current
season data disk, must be used.
.2 Members must also be in good standing at the conclusion of each LIBL season,
in regard to dues (if any) owed. As well as being timely with weekly files.
6.0 DUTIES
.1 Games are played through BBW's League Manager
.2 Submitting franchise files to the commissioner is also required. Each team will
designate a micromanager at the beginning of each season
7.0 ROSTERS
.1 Each Team will consist of 40 players. Of those 40 players 27 will be
designated as eligible to play before the beginning of each series.
.2 During the offseason there is no limit on the size of rosters. Rosters will be cut down
to 40 before the beginning of the regular season at a time set by the commissioner.
8.0 PLAYER LIMITATIONS
.1 Beginning with the 2004 Season, Full AIM with injuries will be used.
.2 Members are asked not to find loopholes in order to use players unrealistically
9.0 ANNUAL DRAFT
.1 Will be a draft of any player currently not on a LIBL roster, provided they
receive a computer card for the current season.
.2 Shall be conducted at an announced time normally before the beginning of
Spring Training.
.3 Shall be conducted via telephone, online, face to face.
.4 If it is not possible for you to attend, you may send a list of desired
players to any manager in the league.
.5 Picks in every round will be determined by the descending order of finish in
previous season, based on winning percentage. In a case of a tie, the commish will flip a coin.
.6 Shall consist of a predetermined amount of rounds established by the rules
committee. 9 rounds starting with the 2005 draft.
.7 Trading of draft picks during the draft is permitted, provided that they are
reported immediately to the commissioner.
10.0 OWNERSHIP OF PLAYERS
.1 Shall be on a continual basis, meaning you do not lose a player unless you
trade or release such player from your roster.
11.0 TRADING
.1 No trading is permissible during “current” seasons.
.2 Trading will begin at the end of the post season. The Commish will announce starting date.
12.0 REGULAR SEASON
.1 Shall consist of a unbalanced (if possible), 162-game schedule.
.2 Seasons will be played from April through October
13.0 POST-SEASON
.1 The post season will consist of each division winner and one wild card from each
league. The wild card teams will be the teams with the next best record in each league.
If there is a tie between two teams, a one game playoff with take place. The teams
with the two best records in each league will receive a bye in the first round. The
first two rounds will be seven game series, the Mequia Series will be nine games.
.2 Post season player usage is as follows:
-teams must use a four man rotation in the postseason
-positions players may only start in the post season if had at least 300 mlb plate
appearances for the season we are playing. (any loopholes will be decided by the rules committee.)
-Pitchers may start one game per series in the playoffs if they have at least 15 starts in MLB. Pitchers who have 20 or more starts have no restrictions on them.
14.0 ADDITIONAL RULES
.1 The designated hitter is allowed, and all major league designated hitter
rules apply.
.2 Players are eligible for any position that they are given a fielding rating
for on the Baseball for Windows disc. This rule is meant to maintain a sense of
realism to the season. We ask all managers to follow the spirit of the rule, in that
realistic player usage be followed. To this end…the following guidelines will be
used: Position players who have started 15 or more games at a position in MLB will
have no limits placed upon them other than AIM at that position. If a position player
played less than 15 games, they can only start whatever number that is at that position
in LIBL. Relief pitchers who are dual rated may only start the number of games they
started in MLB. The commissioner will settle any disputes.
.3 You may not remove a player from the game if you do not have a backup
available for his defensive position. Pitchers do not hit.
.4 Ballpark effects will not be used
.5 Intentional walk with bases loaded will not be used.
15.0 CHANGES TO LEAGUE CONSTITUTION
.1 As voted on by the rules committee, any rule change to the LIBL constitution
must be voted on and approved by the Rules Committee.
.2 Any manager shall be eligible to submit any rule change proposals, in which
the rules committee will vote on whether or not to approve of such proposal.
There will be a specified 30-day period immediately following the conclusion of
each regular season, in which to submit a proposal. This will be the only time
in which to do so, unless deemed absolutely necessary by the commissioner.
16.0 LEAGUE DUES
.1 Are not currently anticipated for the upcoming season. All league dues will
be posted on a website to be announced.
.2 Should a situation arise where there is a need for league costs, all team
owners will be assessed a small amount equally, to be determined by the
commissioner.
.3 All owners are asked to buy the current season disk.
