GENERAL RULES
Rule GR.1 A $100.00 entry fee and a $20.00 administrative fee will be collected from each franchise owner on draftnight. The administrative fee  is collected to cover the CBSSportsline fee  as well as league expenses such as pizza on draftnight.
Rule GR.2 $120.00  is due on draftnight in cash. If you come to draft without your cash, you will not be allowed to play. NO EXCEPTIONS TO THIS RULE PERIOD.
Rule GR.3 Rentry into the NWOFHL will also be considered on a case by case basis, along with prepayment of all dues and fees including monies owed from previous seasons. . A league vote with a simple majority is needed to allow a former member back into the league.
Rule GR.4 The  NWOFHL is a internet website based league at www.nwofhl.hockey.sportsline.com, therefore, all franchise owners must have internet access along with a cbssportsline id. It is each owner's responsiblity to post any changes to your honepages of any email address change, address or telephone number.
Rule GR.5 All rules as described at our website must be followed in addition to these constitutuional rules.
ROSTER RULES
Rule RR.1 Each franchise will have 25 roster slots to fill on their team. 18 slots will be drafted. The remaining  slots may be filled the day after the NWOFHL draft has occured.
Rule RR.2 Each franchise may carry a maximum of three team goaltenders  in order to prevent hoarding of these limited available positions. 
STARTING LINEUP RULES
Rule SL.1 For each game your franchise plays, start one goaltender, and any combination of positions you wish that conform to the Commisioneer setup rules established at cdbsports. 
Rule SL.2 Illegal lineups score zero points  
TRANSACTION RULES
Rule TR.1   all transactions must comply with rules setup at our cbssports website.
Rule TR.2   NWOFHL trade deadline is 2.28.07 at 11.59 pm. as outlined at cbssports..
Rule TR.3   The NWOFHL Commisioneer reserves th right to deny any transction if, in his opinion, the transaction works to the exclusive benefit of one team and the detriment of the other team.  This is prevent collusion between franchises.
DRAFT PICK TRANSACTION RULES
Rule DPTR.1 Any trade which includes a draft pick MUST use the following charts based on the number of NHL points the player has accumulated up to the day he is traded. These limitations apply only to forwards and defencemen. All otherr positions are traded for fair market value. Fair market value is defined as "Whatever you can get for the player". 
Rule DPTR.2 Rule DPTR.1 shall commence on January 1 of each season. any trades completed prior to January first will be considerd a "Fair market values situation as defined in Rule DPTR.1

WAIVER PROCESS RULES
Rule WPR.1 All waivers process are subject to the rules at cbssports.
Rule WPR.2 The initial waiver priority order will be the reverse of the Schedule team draft order as determined on draftnight.
TIEBREAKER RULES
Rule TB.1 All ties will be broken by rules set forth at cbssportsline.
NWOFHL COMMISIONEER RULES
Rule CR.1   The NWOFHL Commisioneer's office exists to promote league harmony, as well as keep the peace at times. The NWOFHL Commisioneer has FINAL SAY PERTAINING TO ALL MATTERS REGARDING OUR LEAGUE. The Commisioneer is responsible for rulings on trades, finanicial matters, investigating any rules violations including potential collusion, and handles any other matter pertaining to the league. The Commisioneer also has the power to delegate these responsiblitys to another franchise owners as he sees fit. The purpose of this power is to insure that the integrity of our league is maintained.
Rule CR.2   In the event that a franchise disagrees or disputes a decision made by the NWOFHL Commisioneer, the franchise has seven days from date of ruling to request a vote decided by simple majority of all other franchises not involved. Request must be posted on our website or emailed to NWOFHL Commisioneer to start the process. League body can overide a NWOFHL Commisioneer decision if majority vote occurs in favor of plaintif, however, NWOFHL Commisioneer RESERVES THE RIGHT TO VETO ANY DECISION.
Rule CR.3   Every attempt has been made to prepare the rulebook to address every possible  problem or situation that may arise, however, something is bound to happen that a franchise will not agree with. I only ask that when this occurs, keep in mind that we are all friends here, we play for fun, never lose sight of the fact that this is a game. Keep in mind that if you are playing only to win money, then maybe you should find another form of entertainment.
