Area Executive
Responsibilities:
1.
Upon election as Area Exec—Choose one Area Publicity Chairperson.
2.
Upon election as Area Exec—Choose three Publicity judges and one alternate
judge.
3.
Upon election as Area Exec—Forward the listing of 4 judges to the Area
Publicity Chairperson and the National Publicity Chairperson.
4.
By October 1—Insure your Area Publicity Chairperson has collected & confirmed
the names and addresses of each State Publicity Chairperson in your area.
5.
By October 1 —Review the list of newsletter editors and judges compiled by the Area
Chairperson to assess the possibility of conflict of interest at the time of
judging. If the possibility of a
conflict exists, notify the National Publicity Chair that an additional
alternate judge may be required. If the
Area Alternate Publicity judge is from the same state as the Area Publicity
Chairperson a 2nd Alternate Judge may be necessary.
6.
Upon receipt of the Publicity Packet from the National Publicity
Chairperson—Each Area Executive shall receive a complete Publicity packet. This will contain a copy of all the
materials sent to the Area Publicity Chairperson, the Area Judges, the
Alternate Judge, and each State Publicity Chairperson. Read the contents of the Publicity packet to
ensure your understanding of the rules and processes of the various contests.

Exhibit B
Area Publicity Chairperson
Responsibilities:
1.
Upon appointment by your Area Exec—Submit your name, state
affiliation, address, email address, telephone and fax numbers to your Area
Executive.
2.
Upon appointment by your Area Exec—Your Area Exec will submit
you a listing of Area Publicity Judges & the Alternate Judge, and a listing
of the State Publicity Chairpersons.
3.
By October 1— Compile & verify a listing of State Publicity Chairpersons/Editors
for your Area. Distribute the listing
to the National Publicity Chairperson, your Area Chairperson, and the State
Publicity Chairpersons in your area by October 1.
4.
By October 1—Verify with each state in your area whether or not they will be
competing in the Publicity contest.
Submit a listing of competing states to your Area Exec, the Area
Publicity Judges, and the Alternate Area Judge by October 1.
5.
By October 1—Compile & verify a listing of competing state websites & webmasters. Distribute the listing to your Area Exec,
the Area Judges, and the Alternate Judge by October 1.
6.
Upon appointment by your Area Exec—Review the editors and
judges in your area to assess the possibility of conflict of interest. Notify the Area Executive as to the need for
an additional alternate judge.
7.
Upon receipt of the Publicity Packet from the National Publicity
Chairperson—Read the contents of the Publicity packet to ensure your understanding
of the rules and processes of the various contests.
8.
Upon receipt of the Publicity Packet from the National Publicity
Chairperson—Distribute to the 3 Area Judges and Alternate Judge(s) Exhibit C, Score
sheets D & E, and the listing of competing websites for the area. Notify the Area Judges and Alternate Judge
of the need to monitor the websites for updates and changes throughout the
contest year.
9.
Upon receipt of the Publicity Packet
from the National Publicity Chairperson—Distribute to the State
Chairpersons in your area Exhibit D and Score sheets A – D.
10.
By January 14 – Contact State Publicity chairs to remind them to submit newsletters
for competition to the Area Judges and the Alternate Judge by January 21.
11.
By February 1 – Contact the 3 Area Judges and the Alternate Judge to remind them to
submit the Publicity contest score sheets to you no later than February 11 of
the contest year.

By February 11 – Collect the score sheets from the 3 Area Judges and the Alternate
Judge no later than February 11 of the contest year.
13.
By February 25 – Compile the scores from the judges in the area using Score sheets F
& G and determine the Area winners.
Use the Alternate Judge’s score sheets only when a conflict of interest
exists. Winners shall be determined for
6 categories: Best Newsletter,
Honorable Mention Newsletter, Best Single Issue, Best Feature Story-Humor, Best
Feature Story-Human Interest, and Best Website. In the event of a tie contact the National Publicity Chair and
your Area Exec.
14.
Immediately following determination of winners – Notify the National Publicity
Chair & Area Exec of the 6 Area winners no later than February 25 of the
contest year. Submit Score sheets F
& G to the National Publicity Chairperson, retaining a copy for your own
records.
15.
Immediately following National approval of winners – Notify Area contestants of
contest results. Notify winners to
immediately forward copies of their winning entries to the National Judges
& Alternate National Judges no later than February 25 of the contest year.
16.
Immediately following notification to Area winners – Notify non-competing
states in your area and other area Publicity chairpersons of your Area
Publicity contest winners.

Exhibit C
Responsibilities:
·
In judging the “Best Newsletter,” judges should look at all
newsletters from each state. In
considering issues, record the points awarded for each state. DO NOT record points for each issue. Example: 5-average; anything below 5 is progressively
farther below average and anything above 5 is progressively farther above
average. Use Score sheet E.
·
In judging “Best Single
Issue” and “Best Feature Story” (both Humorous and Human Interest), the
score sheets are self-explanatory. If
you have questions, please direct them to your Area Publicity Chairperson. Score sheets A – C should be attached as
applicable.
·
In judging “Best Website,” there is an explanation
sheet included with the packet. Please examine it prior to judging. Use Score sheet D.

8. Alternate Area Judges – Retain the newsletters you receive from your Area. You will be the National Judge for any Area Publicity categories won by the state of your Area Publicity Chairperson. If you are also from this state, contact your Area Exec to have a 2nd alternate National judge appointed.
9. Scores – A state’s Publicity Chairperson and/or Newsletter Editor and/or Webmaster may request a copy of their own scores from the Area Publicity Chairperson after judging has been completed and winners have been announced and notified.

Exhibit D
State Publicity Chairperson
1.
By October 1 – Submit your name, state affiliation, address, email address,
telephone and fax numbers to your Area Publicity Chairperson and your Area
Executive.
2.
Eligibility – Each entrant (Editor, Author, Webmaster) must be a NASCOE member.
3.
Upon receipt of the Publicity Packet from the Area Publicity
Chairperson – Examine the contents of the Publicity packet you receive from the
Area Publicity Chairperson. You should
receive Exhibit D and Score sheets A – D.
If you are NOT your state’s Newsletter Editor and/or Webmaster, copy and
forward the copy of the packet to the Editor and/or Webmaster. If you have not received your packet by
October 1 contact your Area Exec.
4.
By October 1 – Ensure your Area Publicity Chairperson and your Area Executive has
your state’s website address early in the year for viewing throughout the
contest year. Website entries must be
in existence on January 1 of the contest year.
5.
By January 21 – Send copies of your entries to the 3 Area Judges and the Alternate
Judge.
6.
By February 25 – Upon notification by the Area Publicity Chairperson of a winning
entry in your Area, immediately forward copies of the entry to the National
Judges and the Alternate Judges. The
National Judges and Alternate Judges must receive your entries no later than
March 4 of the contest year.
7.
Upon notification by the National and/or Area Publicity Chairperson of
a national winning entry –Instruct the appropriate winner (Editor, Webmaster,
Author) to be photographed. (NASCOE
will pay for the photograph, up to $30.)
This photograph shall then be forwarded to the National Publicity
Chairperson for display at the National NASCOE Convention.
8.
A
state’s Publicity Chairperson and/or Newsletter Editor and/or Webmaster may
request a copy of their own scores from the Area Publicity Chairperson after judging has been
completed and winners have been announced and notified.

RULES AND
REGULATIONS
1. Contest year is January 1 through December 31.
2. Website entries must be in existence on January 1 of the contest year. State Affiliate
should inform National Publicity Chairperson, Area Publicity Chairperson and Judges
of the web addresses as early in the contest year as possible.
3. The State Affiliate must publish at least four (4) issues of their newsletter during the
contest year for eligibility in the Best Newsletter category. Best Single Issue, Best
Feature Story – Humor and Best Feature Story – Human Interest participants are
NOT subject to this requirement. Articles published on websites are eligible to
compete. Since websites may change prior to the date of judging, website articles
must be submitted in printed form to judges for consideration.
4. Area Judges must receive contest entries by January 21.
5. Contest participants must be serving, or have served, under the permanent appointment in
a county office and must be members, either regular or associate, in good standing, in
NASCOE. Employees serving under a temporary appointment are eligible to
participate in the contests providing they meet the membership requirements.
7.Feature articles must show identification of author (name and county) and position held in
the county office.
8. Contest categories for awards are: Best Newsletter; Best Newsletter –Honorable Mention;
Best Website; Best Single Issue; Best Feature Story – Humor; and Best Feature
Story – Human Interest.
SELECTION OF JUDGES
1. Area Publicity Chairpersons shall serve as judges for the NASCOE Newsletter Contest.
An alternate judge shall be
appointed by the NASCOE Executive Committee.
2. Area Executive Committeepersons shall appoint from three to five judges and an alternate
judge from their respective areas. These judges will be responsible for judging the
newsletters, feature stories and websites in their respective areas.
3. Contest judges will not judge the newsletter, feature articles or website of their own state
affiliate. Alternate judges shall score these items.
RESPONSIBILITIES OF JUDGES
1. Judging for Best Website, Best Newsletter, Best Single Issue, Best Feature Story – Humor,
and Best Feature Story – Human Interest will be on a point system (NASCOE Contest
Score Sheets). All judges’ score sheets will be submitted to the respective Area

Publicity Chairperson for tallying. The newsletter receiving the second highest score
in the Best Newsletter category will receive the Honorable Mention Award.
2. Area winners will be notified by the Area Publicity Chairperson. The winner will be
responsible for timely submitting the newsletters and feature articles to the National
judges for National judging. National judges will use the same methods and score
sheets. Entries receiving the most points will be declared the National Winner in each
category.
3. Area Publicity Chairperson shall notify the National Judging Team of the Area Winners.

SCHEDULE OF EVENTS
January 1 –December 31 Contest Year
January 21 State Newsletter to Area Publicity Judges
February 11 Area judges send score sheets to Area Publicity Chairpersons
February 25 Area Chairperson notifies Area winners. Area winners
immediately send newsletters to National judges (these are the
Area Publicity Chairs).
March 18 National judges complete judging and send score sheets to the
National Publicity Chairperson.
March 31 Notification
to National Winners.
