ON-LINE ENTRY PROCESS 1.User must logon to www.freestatelotto.com and register. User must provide accurate name (first and last), mailing address (street address, city, state, and zip code), and e-mail address. It is the user's responsibility to ensure that this information is accurate and current. 2. Once logged on, in order to register a entry, user must click on one of the banner ads or answer a question about their preferences, as shown on the play page. 3. User must wait for their entry to be confirmed on the confirmation window in order to be eligible for a chance to win. 4. FSL will use reasonable efforts to assign a number for the next drawing. Entries must be made by 2:00 PM eastern time on the date of the designated state lottery drawing to be considered eligible. FSL reserves the right to cut-off new entries at any time and under any circumstance. FSL's records of confirmation will be the sole records utilized to determine who has been assigned an entry number. 5. Prior to the drawing, FSL will use its reasonable efforts to make available to each participant his/her assigned number(s) for that drawing by posting his/her assigned number(s) on the FSL web site. Each participant may view his/her assigned number by logging on to the FSL web site and viewing his/her "My Account" page at a date and time determined by FSL. FSL will communicate through email the said date and time to each participant after his/her first entry for the given drawing is confirmed. FSL's internal records of number assignments will be the sole records utilized to determine who has been assigned a number. The assignment of a number to a user means that the user has been allotted an entry in the FSL free Internet lottery. 6. Users found to have multiple accounts will void all winnings including winnings originating from their first account. 7. Users found to be under the age of 18 will forfeit any winnings. 8. Users do not need to pay for Internet access to play. Examples of free Internet service providers are: www.netzero.com,www.freeinet.com and www.worldspy.com. 9. Users do not need to pay for an e-mail account to play. Examples of free e-mail providers are: www.yahoo.com, www.netscape.com and www.mail.com. WINNER NOTIFICATION 1. Winners will be notified by e-mail. Users with winnings totaling $599 or less will receive a check made payable to the registered name at the registered address of the winning participant from FSL within three of the drawing that they won. Winners of more than $599 will be notified by both e-mail and registered U.S. mail at the address registered with FSL. Winners must respond to either the e-mail or U.S. mail notification within seven (7) days of receipt or forfeit their prize. Users found to reside at a residence other than the current residence as listed in the registration information will forfeit their winnings. 2. Winners of greater than $599 must complete and return a notarized Affidavit of Eligibility and Liability/Publicity Release within seven (7) days of receipt. Winners of greater than $599 must provide FSL with picture proof of identification such as, a driver's license, passport, greencard, etc. and any tax documentation required by law to satisfy these requirements. Failure to do so within the seven (7) day timeframe will result in forfeiture of winnings. 3. Winnings of less than $1 will be retained by FSL until winnings for that user totals more than $1. If a participant does not play within a three (3) month period and his winnings do not exceed $1.00, FSL may retain such winnings. The Big Game: ODDS OF WINNING Odds of the FreeStateLotto game:
Users will collect their winnings as delineated in the e-mail with their assigned number. In the case of over-allotment of a ticket (greater than 100% has been assigned by FSL), the winnings will be divided proportionally among all users assigned the winning number. Unclaimed winnings or forfeited winnings will be retained by FSL. All winnings paid to by FSL will be net of all taxes required to be paid by or withheld from FSL on prizes. FreeStateLotto offers a
minimum jackpot of $1,000,000 payable in a single installament. Jackpots
in excess of $1,000,000 will be paid out in a 40 year annuity of
periodic increasing installments. The FreeStateLotto jackpot will be
divided evenly amongst multiple qualified winners. Canadian residents
who win the jackpot must answer a time-limited mathematical skill
testing question as a condition of claiming the jackpot. ELIGIBILITY 1. Employees, agents,
successors, and assignees of Sponsor, its advertising agencies and
promotional companies involved in this promotion, as well as family and
household members of same, shall be ineligible to participate in the
promotion and shall be ineligible for any prize covered herein. The
parties acknowledge that SCA Promotions, Inc. is not liable for
reimbursement of any prizes otherwise payable to Promotion contestants
who are in violation of this provision. RIGHTS FSL shall have the right but
not the obligation to display, promote, and publish all winners' full
name, likeness, and image in all media, including but not limited to
FSL's Web site, advertising, and promotional activities unless
prohibited by state law. All jackpot winners may be required to fly (at
FSL's expense) to any location, to claim their prize in person, within
the fifty United States within seven days of response to the initial
confirmation of winnings or risk forfeiture of the prize. Winners whose
likeness or image are utilized will not receive any additional
compensation. LIMITATIONS ON LIABILITY FSL is not responsible for
lost, interrupted, or unavailable network servers or other connections,
miscommunications, failed telephone, or computer or telephone line
transmissions or receptions, computer or network hardware or software
failures or errors, or technical, mechanical, electronic or digital
failure of any kind, or jumbled, garbled, scrambled, lost,
unintelligible, delayed, misrouted or misdirected transmissions, Web
site, Internet, Internet Service Provider or phone line access or
unavailability or other errors of any kind, whether human, mechanical or
electronic. FSL and Sponsors are not responsible for any incorrect
and/or inaccurate information, whether caused by Web site users and/or
by any of the equipment and/or programming associated with and/or
utilized in the Contest or by any technical or human error which may
occur in the processing of submissions in FSL. FSL and sponsors assume
no responsibility for any error, omission, interruption, deletion,
defect, delay in operation or transmission, communications-line failure,
theft and/or destruction and/or unauthorized access to, and/or
alteration of, entries. In the event of such an event all entry numbers
will be applied to the subsequent drawing. If a number assigned to a
participant is erroneous due to a data entry mistake or some other error,
and the erroneous number is a winning number, FSL will not be liable to
pay any winnings to participants on the erroneous number. CONDUCT FSL, in its sole reserves the
right to disqualify any person tampering with the entry process, the
operation of the Web Site or is otherwise in violation of the rules, it
further reserves the right to cancel, terminate or modify any process
not capable of completion as planned, including infection by computer
virus, bugs, tampering, unauthorized intervention or technical failures
