Weak Ki Moves
Proton Missile: A missile-esque barage of protons is fired, bombarding the molecular composition for some good old fashioned pain.
Magnetic Force: Sirius is able to bring out metal atoms/ions from any compound that contains metal, and then control it for some use, temporarily. Or to the more painful part, he could even rip out braces. It can also be used to force metal at an opponent.
Fission-Fusion: Using both skills in one fowl swoop, he concentrates his own molecular structure to dematerialize into it's base composition, and then rematerialized, using fusion, at a different location. It's a much more scientific version of the teleportation technique.
Renzoku Atomos Dan: A Variation of the Renzoku Energy Dan, a constant barrage of pure energy. He replaces the use of pure energy with his atomic energy though.
Radiation: A powerful poison that causes a person to cripple in their abilities. The Radiation causes immense pain, and possible diseases that could kill any weak person.
Medium Ki Moves
Plasma Sword: A technique in which Sirius creates plasma, star-esque energy, by creating multiple fusion reactions. Sirius uses a handle to impose the blade on, and make it stable.
Plasma Bomb: Sirius controls the radioactive properties in elements to create a high intensity, fusion reaction, which leads to extremely intense Plasma.
Fission: Particles expand and demolecularize from their compounds, causing a lack of air around people. When used on non-organic substances, it will demolecularize to any compound.
Fusion: Atoms are combined to such a degree that the area surrounding the opponent almost crushes them, giving them a good set of weight on their shoulders.
Finishers
Chou Fission: A wave of energy is thrown forward to completely de-molecularize its target into its base elements. So basically, if it hits a human, they will burst into carbon, oxygen, hydrogen, etc. atoms. A very dangerous attack, and one that would be wise to dodge.
Isotope Charge: The most powerful technique that Sirius has. In the form of a Kamehameha wave, the Isotope charge bombards his opponent with an extreme amount of radiation, and isotopic atoms. A great way to incinerate someone to utter ashes.

Not much is known about him while he is off the battlefield. Anyone who comes into contact with him, will know him to be cool and collected. When on the job he will remain absolutely quiet, until he is alone with his soon-to-be victim. At that time, all he will say is his mission statement, and give him regards for the Next Dimension.
Origin Of Character:
Not much is truly known about Sirius, unfortunately. No matter what someone tries, trying to discover anything about Sirius, they will find nothing. A past that is completely shredded. One that is unknown, maybe even to himself. As for the codename of Protos, that is a different story.
Before becoming a bounty hunter, Protos was an undercover secret operative for the planet of Mijin. He was basically your CIA for the United Nations. Although before his work in the "United Nations," nothing is known. During that time span, he committed several political assassinations. Mostly under the guise of keeping democracy safe. Communism and fascism was his main objective to destroy.
As time spanned on, roughly 3 years ago, Protos had dissappeared from the government agencyon Mijin. He later re-surfaced six months later, under a strange new type of armor. Supposedly he had decided to become a free agent bounty hunter. The reason as to why is still unknown though. Protos, quite simply, does his job very well. He shows no remorse, and no records show anything of a family, home, or even friends, mainly because outside the job, as far as anyone is concerned, Protos doesn't exist.
The majority of missions undertaken have been found to dismantle nuclear waste, and sometimes completely destroy cities. Unfortunately, the government of Mijin, doesn't want anything to do with him or his tasks anymore, so they deny any information leading to his real identity. And so we come to now...
Earth, a new destination, and a new life. Sirius, or Protos, has come for unknown reasons. Most likely to go on a bit of a hunt. Do yourself a favor, if you see him, run like hell.
