Article IV - Fiscal Affairs

Section 1 - Purpose

1.1 The general purpose of this Department shall be to:

     1.1.1 Assist the SGA Treasurer in carrying out his/her duties.

     1.1.2 Working with the Financial Aid Department of Northwestern State University
     in seeing that the SGA Scholarships are provided for during the Fall, Spring, and
     Summer semesters. The Scholarships are outlined in Article IV Section 4.

      1.1.3 To perform any other pertinent services not mentioned herein.

Section 2 - Membership

2.1 The Department of Fiscal Affairs will consist of six members. All members, excluding the Commissioner, shall be appointed by the SGA President with Senate approval. The Commissioner shall then designate which of those five Senators will be Chairmen.

     2.1.1 The SGA Treasurer who shall be Commissioner.

     2.1.2 The Chairperson of the Club Sports Committee

     2.1.3 The Chairperson of the Organizational Grants Committee

     2.1.4 The Chairperson of the Student Association Fee Review Committee

     2.1.5 Two other Senators appointed by the SGA President with Senate approval.

2.2 All Six (6) Fiscal Affairs members shall constitutes a quorum.

Section 3 - Committees

3.1 The Standing Committees under the Department of Fiscal Affairs shall be the Club Sports Committee, the Organizational Grants Committee, and the Student Association Fee Review Committee.

     3.1.1 The Club Sports Committee shall serve to offer new Club Sports and perform
     any other pertinent services not mentioned herein..

     3.1.2 The Organizational Grant Committee shall be outlined in Article VII of the
     By-laws.

     3.1.3 The Student Association Fee Review Committee shall review the budgets and
     maintain accurate records of organizations which receive Student Association Fees
     and perform any other pertinent services not mentioned herein.
 
          3.1.3.1 This record shall contain the renewal dates for the fees, and the
          Department of Fiscal Affairs in conjunction with this Committee shall
          insure that the Senate is made aware of the renewal dates.

          3.1.3.2 All recommendations from this Committee must first be approved by
          the Department of Fiscal Affairs and then the Senate.

          3.1.3.3 An organization that fails to meet any requests by the Fee
          Review Committee, and subsequently the Fiscal Affairs Department, will be
          subject to corrective measures recommended by the Fiscal Affairs Department
          and approved by a simple Senate majority of fifty percent plus one and that
          organization will be presented to the Committee on Organizations for action.

Section 4 - Scholarships

4.1 The Scholarships of the SGA shall be as follows:

     4.1.1 The President of the SGA shall receive a full-time scholarship. (A full-time
     scholarship provides a stipend equivalent to the cost of the infirmary fee,
     19A meal plan, rental of a dormitory room, registration fee, and any other fees
     charged at registration.)

     4.1.2 The Vice-President shall receive a scholarship equivalent to three-fourths
     that of a full-time scholarship.

     4.1.3 The Treasurer shall receive a scholarship equivalent to one-half that of a
     full-time scholarship.

     4.1.4 The Speaker of the Senate (Senate Chair) shall receive a scholarship
     equivalent to tuition (tuition waiver).

4.2 Changes in scholarship amount, which require a two-thirds vote of the Senate, may not be activated until the next fiscal year.

4.3 The Student Government Association will use its four tuition exemptions from the Board of Supervisors for these scholarships.

4.4 Fees in excess of the four exemptions shall be provided for within SGA's budget.

4.5 If a tuition waiver is not used by an executive position, a senatorial scholarship committee established and headed by the SGA president will decide guidelines for the applicants, and suggest a recipient of this award.

     4.5.1 This award will be voted on by the Senators, needing a 2/3 vote of active
     membership to be awarded to the applicant chosen.
