I Certamen Rethoricae Lucius Annaeus Seneca

PROEMIUM

The province of Hispania of Nova Roma summons all interested to the
First Lucius Annaeus Seneca Rethorics Contest.

The topics on which the contest will be about are directly or indirectly related to Ancient Rome. Consequently, the more knowledge participants might have on the topic the easier will it be argued; nevertheless this is not essential to obtain victory.

The
aedilis certaminis or editor, named to that end by the Hispanic Curia, will be the maximum authority for the interpretation of the regulae as well as to settle any event that may arise during the course of the contest.

This Lucius Annaeus Seneca Rethoricae Contest first edition is of experimental nature but has at a time a clear intention of continuity, aiming at becoming celebrated annually, as well as to award the winner with a cash prize in future; its English replica would be the Rhetoricae Marcus Tulius Cicero Contest.

REGULAE

1. Requirements.
1.1. Any Nova Roma citizen who is registered in Hispania’s provincial list a minimum of 15 days prior to the beginning of the contest is entitled to take part.
1.2. Entries to the contest could be submitted to the editor by e-mail, with clear indication of the participant’s novoroman name, up to the day before the date of the contest’s beginning.
1.3. A minimum number of six participants is established as a condition to celebrate the contest.
1.4. The language in which the debates will be developed will be Spanish.

2. Schedule.
2.1. The contest’s schedule will be as follows:
- A.d. VII Kal. Iul. (June 24th ): presentation of the text object of the previous phase as well as the guidelines to be debated.
- A.d. VI Kal. Iul.- a.d. III Kal. Iul. (25th to 28th of June): development of the previous phase in the provincial list.
- A.d. II Kal. Iul.- pridie Kal. Iul. (29th to 30th of June): votings.
- Kal. Iul. (July 1): Communication of qualified for the second phase, presentation of the topic for the second phase y split up into two factiones
- Postridie Kal. Iul.- a.d.II Non. Iul. (2nd to 5th of July) development of second phase in the provincial list.
- Pridie Non.- Non Iul.-. Iul. (6th & 7th of July): votings.
- Postridie Non. Iul. (July 8th ): communication of qualified to the semi-final, presentation of both topics and allotment of positions.
- A.d. VI Id. Iul.- a.d. V Id. Iul. (9th & 10th of July): development of the semi-finals in the provincial list.
- A.d. IV Id. Iul.- a.d. III Id. Iul. (11th & 12th of July): votings.
- A.d. II Id. Iul. (July 13th ): communication of qualified to the final.
- Pridie Id. Iul. (July 14th ): celebration of the final.
- Id. Iul.-postridie Id. Iul. (15th & 16th of July): votings.
- A.d. XV Kal. Aug. (July 17th ): proclamation of the winner.
2.2. In the course of the contest, and should the circumstances may deem it necessary, the editor will be able to effect small modifications in the schedule

3. First Phase (Previous Phase).
3.1. It will be developed in the provincial list, through e-mail messages clearly indicating that they concern the Contest.
3.2. It will entail the analysis and debate of a maximum of 3 pages text or extract presented in Word format, that the editor will suggest in the provincial list. Likewise the editor will attach a series of guidelines to be followed in their interventions by participants who may wish to, although these are not compulsory.
3.3. The half of the registered participants who obtain higher punctuation in the votings will qualify for the second phase. Should this figure be odd or not whole, it will be moved back to the immediate lower number which is even. But the number of qualified shall not be lower than 6; therefore, should this be the number of total participants, this phase would not be considered as qualifying round and the punctuation obtained would be simply be accumulated for the following phase.
3.4. The number of interventions will be limited to1 per person and day, and every intervention to 600 words.

4. Second Phase.
4.1. It will be developed in the provincial list, through e.mail messages clearly indicating that they concern the Contest.
4.2. It will entail the defense of an specific position toward a debate that the editor will raise. To such a purpose and before the debate, the editor will split the qualified into two factiones and impose a stance to be defended by each factio.
4.3. The 4 participants who obtain a bigger punctuation in the votings will qualify for the semi-finals.
4.4. The number of interventions will be limited to 2 per person and day, and every intervention to 600 words.

5. Third Phase (Semi-finals).
5.1. It will be developed in the provincial list, through e.mail messages clearly indicating that they concern the Contest
5.2. It will entail the defense of an specific position toward a debate that the editor will raise. To such a purpose and before the debates, the editor will allocate to each participant a stance to be defended on the first day of the semi-final and within one of the two debates. On the second day the positions will be interchanged and every semifinalist will have to defend the position opposite to that of the first day.
5.3. The 2 participants who obtain the higest punctuation in the votings will qualify for the final.
5.4. The number of interventions will be limited to 3 per person and day, and every intervention to 600 words.

6.  Final.
6.1. It will be developed in the provincial chat.
6.2. It will entail the defense of a specific position, within a debate that the editor will raise in the moment where the final begins. Forthwith the finalist who has added a higher punctuation in the previous phases will choose the stance he will want to defend whereas the other finalist will obligatorily have to defend the converse. 
6.3. In the final,  the editor will act as moderator, trying to maintain order for the sake of the debate’s good pace, but limiting to the maximum his interventions.
6.4. The debate will begin with an intervention of the finalist with higher punctuation in the previous phases, and will continue with an intervention of the other finalist. In this moment the debate shall start, and will have a length of 5 minutes of effective time.
6.5. Any member of the provincial list will be able to follow the debate, but will not be able to intervene in it. Nevertheless, the editor will effect a transcription of the debate in the provincial list as soon as it is concluded.

7. Votings.
7.1. Common procedures for all the votings:
- Any Nova Roman citizen who is registered with the Hispania’s provincial list with a minimum of 15 days prior to the beginning of the contest is entitled to vote, including the contestants themselves.
- Votings shall be effected by e.mail to editor’s electronic address.
- The main evaluation element will be the capacity of persuasion. Other factors to be considered will be the clarity, the synthesis and the concepts’ expression beauty, as well as all the subjective elements that the voter may appreciate.  Furthermore, in the Semi-finals, the originality of the arguments brought to the second day of debate with regard to those handled in the first one will also be evaluated.
- Only one vote per person will be admitted.
- All votes will clearly show the voter’ novoroman name.
- The editor will not be authorized to take part in the votings.
7.2. Votings in the Previous Phase, 2 ª phase and Semi-finals:
Every vote will grant a punctuation of 5, 3, 2 and 1 points respectively to all four participants considered to have performed the best interventions.
Voting for one himself is not permitted.
7.3. Votings in the final:
Votes will show one of the finalists’ name.
The finalists will not be able to take part in the voting.

8. Reward.
8.1 The prize awarded to the winner will be the mortarium lignei, which symbolizes that he has crushed his opponents
