I think that the degree of probability with which racial genetic differences can be stated is not adequate as a basis for policies to deal with racial issues.

The scientific theory that there are genetically conditioned mental or behavioral differences between races cannot be called racist. It would be just as illogical to condemn the recognition of physical differences between races as racist.
