The proton canon in theory is not a new idea, however due to it's limited use in the original design it became obsolete once the proton packs were fulled developed.

Since we projected to be having new trainees over the next few years we felt it would be wise to start them off with a lower level, lower risk piece of equipment.

Not only that but if an employee would be unfortunate to have to investigate a case on their own, they could carry the proton canon with a trap(s), PKE, goggles, and another otehr equipment that was felt necessary. Although the limited charge is still an issue the lightweight design and easy recharge capability makes this a piece of equipment to consider when you have to carry a heavy load.
