The One Hundred Fiftieth Annual Northern Maine Fair opens to the public at 3:00 p.m. on Friday, July 30, 2004.
THE MANAGEMENT WILL CONSIDER IT A KINDNESS IF THE MISTREATMENT OR EXTORTION, PRACTICED BY ANY EMPLOYEE OF THE FAIR OR CONCESSIONIST, IS REPORTED AT ONCE. DO NOT WAIT UNTIL THE FAIR IS OVER TO MAKE A COMPLAINT. REPORT COMMPLAINT IMMEDIATELY TO THE FAIR OFFICE, LOCATED IN THE NORTHERN MAINE FORUM.

Rules Governing Entires, Exhibits and Awards -
1. Rules established by Superintendents of Departments mist be fully complied with. The decision of these Superintendents and their respective committee members will be final.
2. Disregard of any rule by an exhibitor or concessionaire forfeits all premuims, rights and privileges without recourse.
3. The secretary and Superintendents will be in their places on Friday, July 30, 2004 at 9:00 a.m. to take charge of entries.
4. Exhibitors may advertise and distribute from their places of exhibit only. The distribution and advertising matter that conflicts with concession sold by management is prohibited.
5. Articles for exhibition sent by Express or otherwise without someone to take care of them will be returned unopened.
6. A firm, to be entitled to exhibit as such, must have been organized for a time not less that sixty days preceding the closing of the entry.
7. A firm will be regarded as one exhibitor.
8. No exhibitor shall compete against himself, either directly or indirectly, and any person entering borrowed animals, articles, vegetables, or other products, or making fraudulent representation in reference to any exhibit, will forfeit all premiums which may have been awarded. The Association also reserves the right to accept or reject any entry made for any premium offered, and no premium will be paid unless all requirements have been fulfilled.
9. Exhibitors will have the right to sell their exhibitsm but same must not be removed during the Fair.  Violation of this rule will be sufficient grounds for withholding any premium the display may have earned.
10. Police will be on duty day andnight, but the Association assumes no responsibility in case of loss or damage to stock, or other exhibits from any cause, and on this condition only are exhibits accepted.

Entries

1. Entry blanks may be obtained from the Secretary, Carol McPherson, 764-5247.
2. Applications for entries in all departments will be made on the printed form provided by the secretary for that purpose and must be in full complliance with the printed instructions on same. Forms will be available June 2004.
3. No Premiums are to be awarded unless the article in question, in the opinion of the judges, is meritorious.
4. Incomplete entrues will be returned for correction when there is time to do so. Exhibitors are urged to enter early and to use great care in filling out entry blanks. This will save work and annoyance for both exhibitors and management.
5. Entries for the Harness races will be made to Northern Maine Fair Association, Race Secretary, P.O. Box 804, Presque Isle, Maine 04769.
6. Collections and displays must be made up of specimens other than those entered in single classes.
7. ALL SPECIAL PRIZES MUST BE SPECIAL ENTRIES.
8. Entries in the agricultural department must be true name.
9. All entries in the Exhibition Hall must be in during the period of 9 a.m. to 6 p.m. Tuesday, July 27, 2004. Flower entries must be in by 6 p.m. Thursday, July 29, 2004.
      This may not apply to 4-H Club entries, which may close earlier - consult your extension agent
      for closing time and date.

Awards
1. articles classified as children's work, pictures, oil paintings and photographs, senior citizen's work, household articles and neddlework that have been awarded first prize at any previous fair cannot be entered singly or collectively.
2. Awards will be made by the single judge system.
3. No unworthy exhibit will be awarded a premium.
4. The following colors will be used to designate awards; First - blue; Second - Red; Third - White.
5. Premiums in all departments will be paid as soon as possible.

Judging

1. Judges awards as given in the award book will stand as correct under any circumstances.
2. No premiums are to be awarded unless the article in question, in the opinion of the judges, is meritous.
3.
Decisions of all Judges, in all departments, are final.

Releases

1. Harness Horses are automatically released when their racing engagements are concluded.
2. No article may be removed from the hall before 9:00 a.m., Sunday, August 7, 2004, without forfeiting all claims to the premiums.
3. See individual departments concerning release time of animals.

Protests and Appeals

Any exhibitor lodging a protest must make it in writing and deliver it to the Northern Maine Fair Association Secretary within twelve hours agter the award complaint is made. It must state plainly the cause of the complaint or appeal and must be accompanied by a deposit of $5.00, which summ shall be forfeited if said protest is not sustained by the trustees or person delegated by them to deal with same, whose decision shall be final and no further appeal shall be considered.

Concessions and Privileges

1. Anyone wishing to rent Concession Space or Privileges will apply to the Superintendent of Building and Grounds Rentals.
2. Concessions are liable to strict supervision by the management who reserve the right to enforce whatever rules appear necessary for the regulation of concessions.
3. The abuse of any privilege granted, by extortion, impure food, sale of dishonest goods, unclean booths, or acts or practices objectionable to the management, will forfeit all rights and privileges, and be asked to leave the Fair Grounds.
4. No dealer shall be allowed to sell horses, ponies, cattle or other livestock on grounds during the fair, unless authorized by the Fair Board of Trustees.
5. All concessionaires will be required to keep the space assigned to them in a clean and oderly condition, by removing therefrom filth and litter PRIOR TO 9:00 A.M. EACH MORNING. This rule will be strictly enforced by the Chairman of the Grounds Committee and the President.

Parking - General

1. STRICT PARKING REGULATIONS will be in effect on the Fair Grounds. PARKING WILL NOT BE ALLOWED IN THE FOLLOWING AREAS:  Fire lanes, roadways, footpaths, posted no parking areas. ALL VEHICLES PARKED IN THESE AREAS WILL BE TOWED AWAY! NO PARKING AROUND THE TRACK OR PADDOCK AREA.
2. Parking regulations are for the benefit of all, and to be a benefit for all, THEY WILL BE STRICTLY ENFORCED.

Parking of Camping/Recreational Type Vehicles on Fair Grounds

1. All rental fees are to be paid at the time of arrival. Parking of these vehicles by Concessionaires, and Midway Personnel, must be approved by the Grounds Committee or President. No one else is authorized to permit camper parking over night, on the fair grounds, and no campers are authorized to park over night in fair designated parking lots. Prices negotiable.
2. The Superintendent of Livestock will assign and control all camping spaces assigned to that department for its use. due to space limitations in the Agricultural Area, these spaces will be on a first-come basis, with those living at great distance from Presque Isle, Maine given preference over those living in surrounding towns. This rule must be strictly enforced. All cattle exhibitors, with living quarter type vehicles will be required to pay for the  Fair week. Prices negotiable.
3. Racehorse caretakers requiring a camper space will contact the racehorse barn manager. The fee for these individuals will be negotiable.
4. Any camping unit found in other than an Authorized Parking Area, will be towed away. Authorized Parking Stickers will be affixed to each vehicle when space is assigned.
5. Horse Show exhibitors will be assigned spaces to park their vehicles by Horse Show Management Personel. All living quarter type vehicles will be required to pay space rental. Prices negotiable.

General Information

All Consessionaires: Livestock Exhibitors: (including sheep & goats): Draft Horse Owners: Show Horse Owners: Must have a 2003 Certificate of General Liability Insurance, covering their Concession(s) and Livestock, (This includes all 4-H anbd FFA animals. See Your Superintendent.
