RULE 1     APPLICATION

 

These rules shall apply to all maatches in all events scheduled, sponsored, or sanctioned by the NCDA.

 

RULE 2     DEFINITIONS

 

A.  Whenever the initials ">NCDA" or the word "Association" is/are used, they shall mean the Northern Colorado Darts Association.

 

B.  Whenever the word "Leaggue" is used, it shall mean Masters, AA, A, B, Novice, etc.

 

C.  Whenever the word "Diviision" is used, it shall mean a portion of a league (i.e., Wednesday A, Thursday A1, Thursday A2, etc.).

 

D.  Whenever the word "Boarrd" is used, it shall mean the officers described in the Bylaws, Article VI.

 

E.  Whenever the term "Seniior Board Member" is used, it shall mean the most senior Board member in terms of continuous service and present at a meeting.

 

F.  Whenever the word "Neuttral" is used, it shall mean a person not involved with the team, location, league, or division under discussion.

 

G.  Whenever the word "dayss" is used, it shall mean calendar days.

 

H.  Whenever the words "he,, his or him" are used, they are meant in the general sense and imply "he/she, his/hers, or him/her" as appropriate.

 

I.  Whenever Articles are referred to, they shall mean the articles in the NCDA Bylaws (Edition 4.6).

 

RULE 3     MEMBERSHIP

 

A.  Only individual members of the association in good standing or approved guests may participate in NCDA activities.

 

B.  Sponsors delinquent in sponsor (team) fees for one or more teams will not receive any awards that any of that sponsor's teams may have earned.  In addition, a delinquent sponsor will not be allowed to participate in any NCDA event or sponsor any teams in future seasons until all fees plus penalties have been paid (Bylaws, Article IV).

 

C.  Individuals whose individual (mmembership) fees are delinquent shall not be permitted to participate in any NCDA event during the season the fee became and remains unpaid, notwithstanding the payment of the current season individual (membership) fee being paid (Bylaws, Article IV).

 

D.  Mitigating circumstances may bee appealed to the Board.  The Board must meet on the matter within ten (10) days of receipt of written appeal by the president or vice‑president.  The Board's decision may be appealed according to the procedure described in the Bylaws, Article V, Section 3.  No further appeals will be possible.

 

E.  It is the responsibility of thee member to maintain with the NCDA statistician a current and valid address, including city, state, zip code and phone number.

 

F.  Persons other than sponsors shaall not use a sponsoring establishment address or a general delivery address as their home address.  Mailings will not be sent to members using such addresses.

 

G.  Board members (Bylaws, Article VI) must maintain a current membership, including paying dues, during their entire term of office to remain eligible for the Board.  However, membership fees for Board members may be waived for their term of service as approved by a two-thirds (2/3) majority vote by those league members in attendance at the general meeting following the spring season, or by those team captains, co-captains or team members designated by the captain at a captains meeting.

 

RULE 4     ORGANIZATION

 

A.    The NCDA divides itself innto Leagues with teams of the highest caliber in the "Masters" League, those of the next highest caliber in the "AA" League, and so on.  Leagues are further divided into Divisions which consist of a grouping of teams by league based on night

B.     B.  The Board shall be the final auuthority in the assignment of teams to leagues and divisions and the assignment of individuals to a team.

 

C.  The top team in any division, ddetermined by point standings at the end of each season, will be moved to the next highest league during the next season if a higher league exists.  The last place team in a division will move to the next lower league during the next season if a lower league exists. This can be appealed

 

RULE 5     SCHEDULES

 

Schedules shall be arranged so thhat each team plays approximately half of its matches at its sponsoring location and approximately one half away.  This may be altered in case of overcrowding in some locations or caused by an imbalance of teams in a league and/or division during a season.

 

RULE 6     EQUIPMENT

 

A.  A bristle dart board acceptablee to the NCDA must be secured to the wall so that the distance from the center of the dart board to the floor measures 5' 8", plus or minus 1/8".

 

B.  The scoring wedge indicated by the 20 shall be the darker of the two wedge colors and must be the top center wedge.  (Black and white shall be the preferred wedge colors.  Red and green shall be the preferred colors for triples, doubles and bull's-eyes.)

 

C.  No markings, other than the mannufacturer's advertising and such markings as are necessary to the play of the game, shall be permitted on the bristle/front surface of the dart board.

 

D.  Lights must be affixed in such a way as to brightly illuminate the dart board, reduce to a minimum the shadows cast by the darts, and not physically impede the flight of the dart.  In addition, the lights must not in any way constitute a distraction to the dart throwers to the best of the establishments ability.

 

E.  A toe‑line shall be markeed on the floor so that the throwing distance shall be 7' 9 1/4" from the front surface of the dart board, plus or minus 1/8" (i.e., 115 3/8" diagonally from the heart of the bull’s-eye to the floor, plus or minus 1/8").  In locations where the toe‑line is marked on the floor by tape or paint, the marked line edge nearest the board must be at the 7' 9 1/4" mark.  In locations using a raised toe‑line, the marked line edge furthest from the board must be at the 7' 9 1/4" mark and the raised toe‑line shall be a minimum of 1/2" plus or minus 1/8".  In either case, the toe‑line shall be a minimum of 2' long and parallel to the face of the dart board.

 

F.  A lateral distance of 2' at thee 7' 9 1/4" line measured from a perpendicular line from the outer diameter of the dart board (the numbers 6 and 11) and running from the wall on which the dart board is hung to 10' from the wall shall be clear of any encumbrances such as walls, shelves, tables, posts, etc.

 

G.  A scoreboard must be mounted wiithin 4' laterally from the dart board and at not more than a 45 degree angle to the dart board.  Chalk boards shall not be used.  Cleanable scoreboards using grease pencils or markers are suggested.  No association play or functions shall be held at establishments utilizing chalkboards.

 

H.  Each sponsoring establishment sshall make available a wall area for the posting of association dart news and information.  This board area must be large enough to post three (3) 11" x 17" notices without overlapping.

 

I.  Any disapproved conditions noteed during Board inspections or reported to the Board during a season shall be reported to the president and shall be referred to a committee comprised of three (3) neutral captains.  The decision of this committee shall be final.  New establishments entering the association must be informed of what is expected of them in terms of dart area setup and when an inspection will be performed for association entry.

 

J.  Substandard equipment and/or laayout of the playing area that is not fixed to the satisfaction of the committee of three (3) neutral captains will result in a change in venue.

 

K.  Any given facility shall be subbject to approval of league officers before admission to, and while part of, the association.  Sponsoring establishments wanting to enter the league should contact the association president or vice‑president.

 

L.  Darts used in any association eevent will conform to International Steel Tip Standards.  In addition, all darts must be thrown manually in all association events.

 

RULE 7     THE TEAM

 

A.  A team will consist of four (4)) to nine (9) players all of whom are eligible for membership in the NCDA (Rule 3).

 

B.  Each individual will be classiffied as Masters, AA, A, B, or Novice class according to their skill level.  Skill level will be determined in the following manner based on the end of regular season individual scores:

 

            1.  Initial class will be the same as the league for which the individual first plays in the NCDA (i.e., if when a player first becomes a member of the NCDA he joins an A league team, he will be designated an "A class" player).

 

            2.  When a player participating in a league equal to his class scores enough individual points to be the Top Player (or Top Players in the case of a tie), that individual's class will be raised by one.

 

            3.  When a player participating in a league above his class scores enough individual points to be in the top 50% of that league, that individual's class will be raised by one.

 

            4.  When a plaayer participates in 50% or more of the matches and has less than 50% winning percentage in a league equal to his class, and scores few enough individual points to be in the bottom 10% of that league, that individual's class will be lowered by one.

 

            5.  When a plaayer participates in 50% or more of the matches and has less than 50% winning percentage in a league below his class, that individual's class will be lowered by one.

 

            6.  If a playeer sits out three (3) consecutive seasons, he may re-enter the association one class lower than his previous class.

 

            7.  A player may not have a class higher than Masters or lower than Novice level.  If the player qualifies to be moved in one of these two situations, the players class will remain the same.

 

C.  When a team moves to the next hhigher league, the class of each member of the team will be determined as follows:

 

            1.  Players in the top 50% of the team’s previous league will have their class raised to that of the new league.

 

            2.  Players in the bottom 50% of the team’s previous league will have their class set to that of the previous league.

 

D.  When a team moves to the next llower league, the class of each member of the team will be determined as follows:

 

            1.  Players in the top 50% of the team’s previous league will have their class set to that of the previous league.

 

            2.  Players in the bottom 50% of the team’s previous league will have their class lowered to that of the new league.

 

E.  A team may have, without penaltty, only one player on their team participating in a match that is of the next higher class than the league in which the team is shooting (i.e., a B league team may only have one "A class" player without penalty [Rule 7, Section G]). A team may not have more than 2 players on their team that are of the next higher class than the league in which the team is shooting.  The board may waive this limitation if, for scheduling reasons,  a team was asked to play in a league other than the league that they chose when signing up. Singles and/or doubles matches in which ineligible players participate will be considered a forfeit.

 

F.  A team may not have any playerss designated two or more classes higher than the league in which the team currently participates (i.e., an A league team may not have an individual from the "Masters Class").

 

G.  Handicap Points.  The haandicap system described below will be used each season whenever there is an inequity between teams competing in the same league, due to either team composition or scheduling that combines teams from different leagues.  Whenever two teams compete in a match, the team with more than one individual ranked in a class higher than the league (or, in the case of a Masters League, the team with at least two more Masters players than the opposing team) will be subject to handicap points being awarded to the opposing team, according to the following schedule:

 

            Novice, B, or A Leaguue, 2 individuals ‑ 3 penalty points

            AA or Masters League,, 2 Individuals – 4 penalty points

            Novice, B, A, or AA LLeague, 3 or more individuals – Not Allowed

            Masters League, 3 or more individuals, 1 additional point per individual

 

The board may modify these penaltties if, for scheduling reasons,  a team was asked to play in a league other than the league that they chose when signing up

H.     Since there is no plan to have a League higher than Masters, the Masters Class and League are the highest attainable in the NCDA.  Any rule written to raise the class or league of a Masters Class individual or Masters team will be disregarded.

I.        New teams joining the NCDA will nnot be given a rank until mid-season. This will give the board time to assess their playing abilities. The assessment will coincide with the last week to add new players. EXAMPLE. If a team joins the NCDA as a “B” team but is put into an “A” league, and it is determined at mid-season that they should be ranked as a “B” team, handicapped points will be awarded from the start of the season.

RULE 8     TIME FACTORS

 

A.  Matches are scheduled to begin at 7:30 p.m. for all seasons on the date and place scheduled by the association.

 

B.  Deadline for starting a match iis 15 minutes after the scheduled starting time.

 

C.  No more than 10 minutes may elaapse between games.  If more than 10 minutes does elapse, the non‑defaulting player may call for a forfeit.

 

D.  Both team captains may agree att a time prior to the scheduled time to waive the three previous rules for a minimal amount of time.

 

E.  A team may play with as few as one (1) and as many as nine (9) player(s) in a single night.  If a team does not have any players at the established or agreed to time to start the match, including the 15 minute deadline (Rule 8, Section B), they shall immediately forfeit the match.

 

RULE 9     THE MATCH

 

A.  The match for Novice, B and A lleagues will be played with a maximum of seventeen points to the winner.  The match for AA and Masters leagues will be played with a maximum of twenty-onethree (213) points to the winner.  Points won in only the Team Game (Rule 9, Section B) and Single Games (Rule 9, Section K) of the match shall count towards individual member standings for the season.  All points won in all events shall count towards team standings for the season.

 

B.  Team Games.  The Team Gaames event is worth five (5) points to the winning team with a maximum of four (4) points going to the losing team.  All games played in the Team Games will be 501 Straight Start, 301 Double-In/Double-Out, ADO Cricket or Call Cricket.  (Exception:  301 Double‑In/Double‑Out may not be played in Novice League.)

 

C.  To play the Team Games, as in aall matches, the scoresheet is to be folded to prevent an opposing team from knowing the other teams order of play until after both teams have completed entering all of their players.  Infractions of this rule shall result in the non‑offending team having the option of reshuffling their players if the offended captain desires to do so.

 

D.  Upon request, the home team capptain must tell the visiting captain how many home team players will be participating in the Team Games.  If for any reason the number stated is not what is written down on the home teams side of the scoresheet, the visiting captain may change the order of his players if he so desires.

 

E.  Each team captain fills in his team’s column of the scoresheet in the Team Games section with the names of four (4) to six (6) players starting with the home team and listing only members who are present.  A team with fewer than four (4) members present will list a "FORFEIT" entry for each missing individual (not an individuals name) so that the total of the present members and "FORFEIT" entries is equal to four (4).  The present individual(s) name may be placed on any of the four lines (i.e.: if a team has only one member present they may list 1) FORFEIT, 2) FORFEIT, 3) John Doe, 4) FORFEIT).  Each time a player from the opposing team is scheduled to shoot a "FORFEIT" entry, that player and his team shall receive a point.  This rule also applies if both teams have fewer than four (4) members present.  If a "FORFEIT" entry of one team is on the same row as a "FORFEIT" entry of the opposing team during any rotation, neither team shall receive a point for that occurrence.  No late entries of home team members is allowed after the scoresheet has been filled out for the Team Games and given to the opposing captain or by the opposing team captain once he has filled out his side and the sheet has been unfolded.

 

F.  When both teams have an equal nnumber of players listed in the Team Games, including "FORFEIT" entries, the team in the visitor column on the scoresheet will rotate (i.e., if both teams have four (4) members listed in the Team Games, the order of play is: 1‑1, 2‑2, 3‑3, 4‑4, 1‑2, 2‑3, 3‑4, 4‑1, 1‑3, etc.).  When the teams do not have an equal number of players listed, including "FORFEIT" entries, rotation is not used.

 

G.  Each player listed then plays aa single game against an opposing team's player.

 

H.  The number of games won at the end of the Team Games is determined by the order of play as established by the scoresheet, and not by a subsequent match that happens to finish more quickly than the deciding game.

 

I.  Play continues until one team hhas accumulated five (5) wins.  The losing team retains up to four (4) points earned in the Team Games event.

 

J.  Doubles Games.  The Doubbles Games will be 701 Straight Start, 401 Double-In/Double-Out, ADO Cricket or Call Cricket, the best two (2) out of three (3) in Novice, B and A leagues, the best three (3) out of five (5) in AA and Masters league.  (Exception: 401 Double‑In/Double‑Out may not be played in the Novice League.)  In 401 Double-In/Double-Out, each individual of a pair must double‑in before that pair can win.  An individual may double‑in and double‑out on the same throw.  In two out of three matches, tThe winning pair gets two points and the losing pair gets zero or one points.  In three out of five matches, the winning pair gets three points and the losing pair gets zero, one or two points.  Rule 9, Section C applies equally to the Doubles Games event.

 

K.  Each team captain fills in his column of the Doubles Games section of the scoresheet with two teams of two players each starting with the home team and listing only members who are present (using "FORFEIT" entries as necessary).  Members of a team who were not present at the time the Team Games event began, but have since arrived, or members who were present but did not play in the Team Games event, may become part of their team and be listed as part of the team in the Doubles Games so long as they arrive prior to the home team captain making the "FORFEIT" entry on the scoresheet and handing the scoresheet to the opposing teams captain or by the opposing team captain once he has made the "FORFEIT" entry and the sheet has been unfolded.  Two points in Novice, B or A leage or 3 points in AA or Masters league are automatically awarded the team for a doubles match contest where the "FORFEIT" entry is placed.  If a "FORFEIT" entry appears in the pair for both teams, neither team shall receive Doubles Games points.

 

L.  Singles Games for Novice, B and A Leagues.  The Singles Games shall be 501 Straight Start, 301 Double-In/Double-Out, ADO Cricket and Call Cricket.  (Exception:  301 Double-In/Double-Out may not be played in the Novice League.)  The match will be best two (2) out of three (3).  Two (2) points are awarded to the winner of each Singles Games contest with either one (1) or zero (0) for the loser.  Rule 9, Section C applies equally to the Singles Games event.

 

M.  Singles Games for AA and Massters Leagues.  The Singles Games shall be 501 Straight Start, 301 Double‑In/Double Out, ADO Cricket and Call Cricket.  The match will be best three (3) out of five (5).  For the first three (3) games of the match, the winner of the cork must choose one of the games from the four listed above that has not yet been played in this specific match.  For example, if the first game played in this match was Call Cricket and the second game was 301, then the winner of the cork must choose either 501 or ADO Cricket for the third game.  Three (3) points are awarded to the winner of each Singles Games contest with either one (1), zero (0), or two (2) for the loser.  Rule 9, Section C applies equally to the Singles Games event.

 

N.  In all leagues each team captaiin fills in his column of the scoresheet in the Singles Games column with four (4) players using "FORFEIT" entries as needed in any of the rows.  Members of a team who were not present at the time the Doubles Games event began, but have since arrived, or members who were present but did not play in the Team Games event or Doubles Games event, may be listed as part of the team in the Singles Games so long as they arrive prior to the home team captain making the "FORFEIT" entry on the scoresheet and handing the scoresheet to the opposing teams captain or by the opposing team captain once he has made the "FORFEIT" entry and the sheet has been unfolded.  A player who matches up with a "FORFEIT" entry shall automatically receive two (2) points in Novice, B, and A League and three (3) points in AA and Masters League.  If a "FORFEIT" entry of one team is on the same row as a "FORFEIT" entry of the opposing team, neither team shall receive Singles Games points for that occurrence.

 

RULE 10   BEGINNING A GAME

 

A.  Only players scheduled to play in that game may throw for the Core (Bull's-eye).

 

B.  A coin flip determines which pllayer shoots at the Core (Bull's-eye) first with the decision being that of the player who wins the coin toss.  The winner of the core shot shall call the game to be played and shall shoot first to start the game.  (Exception: (Rule 10, Section H) During the Doubles Games event, either team member may shoot at the core and either team member may shoot first for the team.)  The second thrower at the core, if he wishes to acknowledge the first player's throw as an inner or outer bull's-eye, may ask for that dart to be removed prior to his throw.

 

C.  A re‑throw shall be calleed by the scorekeeper if both darts are anywhere in the inner bull's-eye or both darts are anywhere in the outer bull's-eye.

 

D.  In all cases, a dart is considerred thrown when the individual whose turn it is to play has a dart leave his throwing hand and be over the toe line (i.e., once a dart leaves a players throwing hand and is over the toe line, it is considered thrown and may not be thrown again that turn.)

 

E.  Darts must not be touched by annyone (including the scorekeeper) prior to the decision of the scorekeeper as to which is closer to the bull's-eye.  A re‑throw shall be called by the scorekeeper if he cannot determine which is closer to the bull's-eye.

 

F.  The dart must remain in the boaard (the tip is touching the board) in order to count.  Additional throws may be made (only when "throwing the core"), until such time as both player's darts remain in the dart board (or have been acknowledged as a bull's-eye).  Should the second thrower dislodge the dart of the first thrower, a re‑throw will be made by both players with the second thrower going first.

 

G.  Should the scorekeeper call forr a re‑throw at the core, the second thrower in the previous throw for cork shall throw first with additional re‑throws being made on an alternating basis.

 

H.  When a leg consists of a best ttwo (2) out of three (3) (Doubles Games event and Singles Games event) the loser of the first game will have the choice of who cores first in the second game.  Loser of the second game will have the choice of who will core first for the third game, if required.  In the case of the Doubles Games event, the choice shall only consist of which pair will core first, not which individual (i.e., the choosing player can not designate which of the two team members will throw the core for the opposing team).

 

I.  The order of player's throw shaall be left to their Captain or participation partners.  (Example:  It is permissible for the player who threw last in the previous leg to throw for the core and/or take his team's first throw in the current leg.  The core shooter need not be the one who throws first in any one leg.)

 

RULE 11    SCORING AND MARKING

 

A.  The scorekeeper for each game wwill be a person acceptable to both captains.  Should the choice of a scorekeeper cause dissension, it shall be the responsibility of the home team to provide a mutually accepted scorekeeper or the individuals competing may elect to score their match themselves.

 

B.  The "Scorekeepers Ten Commmandments" will be followed by the scorekeeper.  They are:

 

            1.  THOU SHALL NOT talk or drink while keeping score!  (Rule 11, Section C).

 

            2.  THOU SHALL NOT move about or smoke-- stand still!  (Rule 11, Section C).

 

            3.  THOU SHALL NOT look at the shooter-‑ stand facing the board!

 

            4.  THOU SHALL NOT call out a score of one dart or all three‑- unless asked!

 

            5.  THOU SHALL NOT tell a shooter what to shoot!

 

            6.  THOU SHALL NOT tell a shooter what combination to shoot for an out!

 

            7.  THOU SHALL NOT change a score once a player is shooting at a double out!

 

            8.  THOU SHALL NOT lean out to see where a dart is or follow the darts with body or head movement!

 

            9.  THOU SHALL NOT show any signs of disgust or excitement while scoring!

 

            10.  THOU SHALL NOT change the sides of the scoreboard of the players, in best of three or best of five matches.  If you start a team or an individual on the left, leave them on the left, regardless of who shoots first!

 

C.  The scorekeeper may drink and/oor smoke while scoring as long as all of the individuals involved in the games he is scoring allow.  The prior decision may be changed at any time during a game if an individual involved in the game so requests.

 

D.  Any thrower may request removall of a scorekeeper provided the replacement is agreed upon by both captains or the individuals competing may elect to score the match themselves.

 

E.  Bust Rule:  A player "bustts" during 701, 501, 401 or 301 when his three (3) darts or less score equal to or more points than remain in the leg for his team unless the last dart thrown was a double.  A player also "busts" when with 3 darts or less he leaves a remaining score of one (1).  When these occur, the score remains the same as it was prior to his first dart thrown.  The next opposing player then takes his regular turn.

 

F.  Fast finishes such as 3 in a beed, 222, 111, Shanghai, etc., do not apply to association matches.

 

G.  In order to score, the point off the dart must be touching the bristle portion of the dart board.

 

H.  For a dart to score, it must reemain in the dart board until the third dart has been thrown, scored and is then touched by the thrower.  No darts may be touched until all 3 darts have been thrown or a player has given up the right to throw his/her remaining darts.  In addition, the thrower may not touch a thrown dart prior to the decision of the scorekeeper.

 

I.  No dart may be touched by the tthrower (Rule 11, Section H), another player, scorekeeper, captain or spectator prior to the decision of the scorekeeper.  A dart removed from the board before the scorekeeper has made his decision will not be counted.

 

J.  A dart's score shall be determiined from the side of the wire at which the point of the dart enters the board.  In the case where the Double or Triple rings are bounded by bands instead of wires, a dart lodging between the bands where they overlap shall be scored as the double or triple or in the case of a bull’s-eye, be scored as a single bull’s-eye if the dart is in the band between the single number and the single bull’s-eye or a double bull’s-eye if the dart is in the band between the double and single bull’s-eyes.  The scorekeeper decides.  Should the player who shot disagree, the two team captains and scorekeeper shall decide and the scorekeeper shall announce the decision.

 

K.  It is the responsibility of thee player to verify his written score before touching and/or removing his darts from the dart board.  The score remains as written if one or more darts have been removed from the dart board unless mutually agreed upon by all participants prior to that player's/team's next turn.

 

L.  The scorekeeper may inform the thrower what he has scored and/or what he has left.  The scorekeeper may not inform the thrower what he has left in terms of number combinations or what to throw at next.  It is permissible for the captain, fellow team member, partner or spectator to advise the thrower during the course of a game so long as they are not the scorekeeper.

 

M.  Errors in arithmetic must standd as written unless corrected prior to the beginning of that team's next throw.

 

RULE 12   REPORTING RESULTS

 

A.  Scoresheets must be postmarked nno later than the day after the match is played.  Scoresheets must be received no later than 10 days after the match.

 

B.  The home team is responsible foor mailing the scoresheet.

 

C.  Scoresheets not received by thee statistician by Saturday at 8:00 pm cannot be reported on the next week's stat sheet.  They shall be reported the following week if received.

 

D.  Sheets not postmarked by the foollowing day after play will incur a penalty for the home team involved.  The penalty will be assessed as: home team shall lose four (4) points from their total score.  This may be appealed at the next Board meeting, with prior written notice to the president or vice‑president.  The decision of the Board will be based on the scoresheet in question and will be final with no further appeal allowed.

 

E.  Both teams are responsible to ccheck the correct posting of their scores on each week’s stats sheet.  Errors will be reported by the team captain to the statistician immediately.

 

F.  The home team is responsible foor ensuring that the entire top portion of the scoresheet is filled out including the names of both teams, the date, and the location of the match.  Failure to complete this portion will result in a penalty of one (1) point from the home team's total score.  This may be appealed at the next Board meeting, with prior written notice to the president or vice‑president.  The decision of the Board will be based on the scoresheet in question and will be final with no further appeal allowed.

 

G.  The first time a player shoots in a match, his full name shall be entered on the scoresheet.  Failure to do so may, at the discretion of the statistician, cause any points won by the player in question (or in the case of the Doubles Games event, the player and his partner) to be lost.  This may be appealed at the next Board meeting, with prior written notice to the president or vice‑president.  The decision of the Board will be based on the scoresheet in question and will be final with no further appeal allowed.

 

H.  For the purpose of determining relative positions in a position round, or in the last week of regular season play,  if a scoresheet is missing by the last day before the determination, the home team responsible for mailing the missing scoresheet will receive a temporary 17 points and the visiting team will receive a temporary  9 points.  In AA and Masters leagues, the temporary points shall be 213 (home team) and 11 (visiting team). The statistician will make every attempt to get the proper points prior to issuing temporary points.

 

RULE 13   RESULTS

 

All errors must be brought to thee immediate attention of the statistician.  If this is not resolved in a manner satisfactory to the team captain, then the matter must be protested in writing to the association president or vice president within 10 days of the posting of the stats in question.  Should the captain fail to do so, then the results as posted will be final.

 

RULE 14   REGULAR SEASON DIVISION STANDINGS AND POSSIBILITIES OF TIE PLAYOFFS

 

A.  The team with the highest numbeer of points at the end of a season is that division's champion (second highest = second place, etc.).

 

B.     The winner of each division will be moved to the next highest league during the next regular season.  The last place team in each division will move to down to the next lower division. This can be appealed.

 

C.  The statistician shall immediattely contact the association president should a tie occur in the top four (4) teams in any division.

 

D.  In the event of a season point tie, the winner will be determined by the total results of all head to head competition between the two point-tied teams during the regular season.  If the teams did not meet during the regular season, or if they tied during the season, the team that lost the fewest points throughout the season will be declared the winner.  If both teams lost the same number of points during the regular season, there will be a playoff.  All playoff matches will be a complete regular season match as detailed in Rule 9 and shall comply with all rules.

 

E.  Should a season playoff be requuired, the following will apply:

 

            1.  No postponements or extensions of the timeframes that are established below will be allowed.

 

            2.  All season division playoffs resulting from ties between two teams will be held at a neutral location, which is used by the respective division of the two teams involved, and will be designated by the association president who will notify the team captains and establishment so designated.  (Exception:  If two teams tie in a division and both are based in the same establishment, that establishment shall host that division playoff match.)

 

            3.  The home team shall be determined by a coin flip.

 

            4.  Ties occurring during the playoffs shall be played off immediately.  The playoff tie‑breaker match shall begin within 30 minutes after the end of the regular season playoff match which resulted in the tie.  Each team shall choose four (4) shooters from their team, each member of which participated in the preceding match.  If a team cannot field four (4) players, one (1) or more players may be omitted.  Omitted players will not have a turn in the lineup (other team will shoot more than one player consecutively).  There will be one game of 1001 Straight Start/Double-Out, with the winner of that game declared the winner of the match.  Should one team elect not to engage in the tie‑breaker game of 1001 Straight Start/Double-Out, they shall forfeit and the remaining team shall be declared the winner of the match.

 

            5.  The team standings number designations used in this paragraph shall be determined by the association president who will notify the team captains and establishments within four (4) days following the last regular scheduled match in their division.  If:

 

                        a.>  Two teams tie, they will play within seven (7) days of the last regularly scheduled match in their division.  The total points accumulated by each team shall determine the division ranking for the season.

 

                        b.>  Three teams tie, 1 will host 2, 2 will host 3 and 3 will host 1 on consecutive nights (designated by the league president) within 11 days following the last regularly scheduled match in their division.  The total points accumulated by each team during all of these matches combined shall determine the division ranking for the season.  Should a tie result it will be broken as outlined in Rule 14, paragraph D.4.

 

                        c.>  Four teams tie, 1 will host 2, and 3 will host 4 within seven (7) days following the last regularly scheduled match in their division.  The winners and the losers of these matches shall meet within eleven (11) days following the last regularly scheduled match in their division.  Each involved team will be assigned a number designation (1, 2, 3, 4) by the association president using random selection and will be used to determine the host team, the smallest number being the host team (i.e., winner 1 will host winner 2 and loser 3 will host loser 4).  The total points accumulated by each team shall determine the division ranking for the season.  Should a tie result it will be broken as outlined in Rule 14, paragraph D.4.

 

 

RULE 15   AFTER SEASON PLAYOFFS

 

A.                The after season playoff shall sttart the week following the end of the regular season and shall be held on the same night as league play, except in the case of a holiday or other special exception as designated by the President or Statistician. 

 

B.                 The number of teams from each leaague that qualify for after season playoffs shall be determined by a vote of each league’s captains, at the captains meeting before each season.

 

C.                Any team which qualifies for the playoffs, but is unable to play, must give the statistician at least one week notice of this situation.  Failure to do so may, at the board’s discretion result in loss of all awards, plaques, etc. earned by the team during the regular season.

 

D.                Should a team that has qualified for the playoffs be unable to play, the board may choose to select the next best team from that league to compete in their place.

 

E.                 The after season playoffs for eacch division shall be by a bracket where the qualified team with the highest final regular season standings shall play the qualified team with the lowest final regular season standings.  The qualified team with the 2nd highest standing and the qualified team with next to lowest regular season standing will play and so on (i.e. 1 vs. 8, 2 vs.7, 3 vs. 6, 4 vs. 5).

 

F.                 In the event of an odd number of teams, the team(s) with highest regular season standing shall be awarded first round bye(s).

 

G.                The after season playoff divisionn winners shall play for the League championship, in leagues with multiple divisions, otherwise the League champion shall be the division winner of leagues with only one division.

 

H.                In the event of an odd number of division winners, the team(s) with highest regular season point totals shall be awarded first round bye(s).

 

I.                   After season playoff match locatiions between teams shall be determined by the final regular season standings of the teams scheduled to play each other.  The location of the match shall be the home location of the team with the highest standing.

 

J.                  In the event of more matches scheeduled at a location than the location can support, a neutral site for any matches may be selected at the discretion of the President or Statistician.

 

K.                Handicap points, as described in rule 7-G, will be in effect during the playoffs.

 

L.                 Ties occurring during playoffs shhall be played off immediately (the playoff tie‑breaker match shall begin within 30 minutes after the regular match which resulted in the tie).  Each tying team shall choose four (4) shooters, each member of which participated in the preceding match for their team.  There will be one game of 1001 Straight Start/Double-Out, with the winner of that game declared the winner of the match.  If a team cannot field four (4) players, one (1) or more players may be omitted.  Omitted players will not have a turn in the lineup (other team will shoot more than one player consecutively).

 

M.               One team for each two (2) divisioons in each league involved in the playoffs will be moved to the next highest league during the next regular season (i.e., if there are 1 or 2 divisions, one (1) team will move up; if there are 3 or 4 Divisions, two (2) teams will move up; etc.).

 

RULE 16   AWARDS

 

Trophies and awards shall be deteermined by the Board on a season to season basis at least 8 weeks prior to the end of the season, and reported in the next newsletter (Bull Sheet.)

 

 

RULE 17   PRIOR SHOOTS AND POSTPONEMENTS

 

A.  If both captains so agree, and inform the association president or vice‑president, they may play their regular season match prior to the night on which it is scheduled.

 

B.  No postponements are allowed inn the last two (2) matches of any season.

 

C.  A match may be postponed by muttual agreement between captains and with the knowledge and consent of the association president or vice‑president only prior to the day the match is scheduled.  (Exceptions to the aforementioned shall be "Acts of God" and Rule 17, Section B.)

 

D.  It will be the responsibility oof the captain requesting and receiving the postponement to notify the statistician and association president.

 

E.  All postponed matches must be played within 6 days of the scheduled date at a date, time and location mutually agreed to by both team captains and approved by the association president.

 

F.  Should a postponed match not bee played within the allotted 6 days, the Board will meet within seven (7) days to determine a course of action.

 

G.  Should one or both teams continnue to delay, the matter will be placed on the agenda of the next Board meeting with a maximum penalty of zero (0) points to each team for that match.

 

RULE 18   FORFEITS AND BYES

 

A.  Should a team fail to show up ffor a match (no players present within the 15 minute time limit after the normal starting time or agreed to starting time in the case of a prearranged postponement as outlined in Rule 17), it has forfeited and shall receive zero (0) points for the match.

 

B.  Point awards on behalf of the aattending team shall be seventeen (17) for Novice, B and A league teams and twenty-onethree (213) for AA and Masters league teams.

 

C.  Teams receiving a forfeit must turn in a scoresheet completed on their side showing players and points in each event.  The forfeiting team's name shall be filled in and the word "FORFEIT" printed across that team's area.

 

D.  Novice, B and A teams receivingg a "bye" as designated on the schedule will receive nine (9) points for that week.  AA and Masters teams receiving a "bye" as designated on the schedule will receive eleven (11) points for that week.  A scoresheet should not be turned in for a team receiving a bye.

 

E.  If, at the discretion of the board, playing darts in foul weather conditions or some other "act of God" would risk life or injury, the board may require a forfeited match to be rescheduled.  Should it not be possible or reasonable to reschedule, the total possible points available in the match will be divided evenly, rounding down if necessary, between the two teams.  Standard forfeit protest procedures, as described in rule 20, must be performed by the forfeiting team(s) for the board to exercise this discretion.  Forfeiting with three or more players present will not be cause for the board to exercise this discretion.  This rule can supercede rules 17b, 17c, and 17e.  Points awarded will be spread as evenly as possible across all players on the team, with 3 points allocated to doubles matches. 

 

RULE 19   TEAMS WITHDRAWING

 

A.  A team shall be considered to haave withdrawn from the league as of the date of receipt of written notice by the secretary.  No membership fees for the current season will be refunded.

 

B.  A team shall be automatically wwithdrawn from the league if it forfeits as described in Rule 18 in two consecutive weeks during a season.

 

C.  All previous matches, other thaan position rounds, played against a withdrawing team shall be considered null and void and all teams scheduled to oppose the withdrawing team during the entire season shall receive zero (0) points.  Position rounds against a withdrawing team will be treated as a bye.  The Statistician shall remove all team, doubles and individual points from those teams (and team members) which have engaged the withdrawing team prior to its withdrawal.

 

RULE 20   PROTEST PROCEDURE

 

A.  Only captains or co‑captaains may file a protest by notifying the association president or vice‑president.

 

B.  Protests may be initiated by teelephone.

 

C.  Details must be submitted in wrriting to the association president or vice‑president and received within ten (10) days after the alleged infraction took place or the protest will be considered invalid.

 

D.  The Officer receiving the compllaint shall immediately advise the senior Board member and assist him in setting up the special meeting.

 

E.  The Board of Governors shall ruule on all protests.  A special Board meeting will be called which will not interfere with league play or business, but within ten (10) days of receipt of the written protest. Both sides of an issue of protest may be present.  A ruling of the Board shall be considered final.

 

RULE 21   ADDING NEW PLAYERS

 

A.  A team captain may add a new pllayer to the team roster after the start of the season provided that the player supplies his full name, address, telephone number, pays dues in full and plays in the first half of the season.  The new player must pay dues before or on the first night he plays.  The new player's full name, address and telephone number will be printed legibly on the weekly scoresheet (or supplied form as applicable.)  A check for the dues will be included in the scoresheet.  (see also Rule 22, Section B)

 

B.  If a player does not pay dues aas outlined in Article IV, Section 6, his name will be replaced with a "FORFEIT" entry everywhere it appears on the scoresheet(s) and treated as described in Rule 9.  The player will be considered to have not thrown for that team.

 

C.  New players may not be added iff the team already has the maximum number of players, which is nine (9).

 

D.  New players may not be added duuring the last half of a season.  Extenuating circumstances may be presented to the association Board for resolution at least 24 hours prior to adding the player.  Decision from the Rules Committee is considered final.

 

E.  New players may not be added duuring the playoffs.

 

F.  Penalties for violating any porrtion of Rule 21 are covered in Rule 21, Section B.

 

G.  Refunds will not be given underr any circumstances.

 

H.  Each team will be allowed to have one substitute player.  A team must have at least four fully paid regular players before a substitute player may be added.  A substitute player pays $5 per week in dues, for the first three weeks that he/she plays.  The fourth week that a substitute plays, he/she will pay the remainder of the full regular season dues and will become a regular player.  Substitute players will not be allowed to play in playoffs.  Substitute players are still subject to rule 21D, and must play before the midway point in the season, but may graduate to regular players at any time before playoffs by paying the remainder of the full regular season dues.

 

RULE 22   PLAYER‑TEAM STATUS

 

A.  A player may register for any tteam he wishes; however, he does not officially become a member of any team until the first night he pays membership dues (must be in the first half of the regular season.)

 

B.  The first team a player pays meembership dues for is the team he shall belong to for the remainder of the season.  Once he is listed on a submitted scoresheet, he shall be considered "locked‑in" to that team for that season.  A player may be added in the first half of the season with the time line extended to the maximum.  (Example:  In a nine-week season, a player may be added up to and including the fifth game.  In a ten-week season, a player may be added up to and including the fifth game.  After the completion of these matches, a player cannot be added.)

 

C.  Once having paid membership duees for a team, a player may change teams during the season only if that team withdraws from the league and the following conditions are met:

 

            1.  The president has received written notice of the team's intention to withdraw as of a particular date.  The president shall notify all other teams in the division and the statistician of the withdrawing team.

 

            2.  There are at least half of the matches left in the season.

 

            3.  The team the player joins does not play in the same division as the withdrawing team.  (Exception:  If only one division of the League the player was in exists within the association, the player may then join a team in the same division.

 

D.  The penalty for violating Rule 22, Section C.3 will be:

 

            1.  Offending team:  The loss and forfeiture of all points won in games in which the offending player or players participated.

 

            2.  Opposing team:  Receives a maximum of one (1) point for each and every Singles, Doubles and/or Team game lost in which the offending player participated.

 

E.  Mitigating circumstances may bee appealed to the Board.

 

RULE 23   GAMBLING

 

Gambling is neither sanctioned noor authorized at NCDA sponsored events.

 

RULE 24   DUTIES OF THE CAPTAIN

 

A.  A captain is responsible for thee conduct of his team, accuracy of the scoresheet, attending all Captains Meetings and all General Meetings, properly registering new members of his team, and insuring that his home location maintains proper standards of equipment.

 

B.  When required to attend Captainns Meetings, General Meetings, or Protest Hearings, he shall insure the co‑captain or designated team member attends when circumstances prevent the captains attendance.

 

C.  If a captain disregards his dutiies to the point where he creates disharmony and/or impedes/interferes with the efficiency of established procedure, the Board shall have the authority to require his team to provide a replacement.

 

D.  It is the responsibility of eacch captain to obtain from the league a supply of scoresheets for his home location with the correct current NCDA address.  Should there be no scoresheets, it will be his responsibility to construct an acceptable substitute or his team will be subjected to a penalty of four (4) points whether his was the winning team or not.

 

E.  Captains failing to attend Capttains Meetings, General Meetings, and/or Special Hearings, as well as failing to provide for the Co‑Captain or a team member designated by the captain to appear on his behalf, will subject their team to a penalty of three (3) points for each failure.

 

F.  Each team must have a Co‑;captain as well as a Captain.  Addresses and phone numbers must be submitted for both and maintained in a current status.

 

RULE 25   SPORTSMANSHIP

 

A.  Good sportsmanship should be thhe prevailing attitude during all NCDA competition.

 

B.  Attempts to distract an opponennt while he is shooting will not be tolerated.  Complaints may result in the Board taking disciplinary action in accordance with the provisions set forth in Article V, Section 3.

 

C.  All competitors and spectators must align themselves out of the line of vision and/or behind the position from which a person is throwing.

 

RULE 26   RULE CHANGES

 

These rules may be revised under the provisions set forth in Article XI, Section 1 of the Bylaws.
