3. Drafting Rules
3.1 Initial Draft:
A) Draft will be held on
B) Draft order will go from first name pulled from a hat to the last name pulled from the hat, then last to first to ensure fairness of the initial draft.
C) Each manager will draft 23 players. The first 20 may be any player with an NHL contract. This includes rookies and international players regardless of whether they have played an NHL game or not.
D) The final 3 draft picks must be rookies. These players may be any draft eligible or already drafted player that is currently eligible for NHL rookie status. It is not necessary for these players to have an NHL contract.
E) After the draft, the manager will have until opening day to select the 20 players to fill the roster.
3.2 Annual Draft / Free Agent Frenzy
This will be a time when managers can make changes to their roster to accommodate for increasing salaries, poor performance, etc.
A) One week before the draft date, managers must submit a list of who they will be dropping from their roster. Dropped players become free agents and go back into the pool of available players.
B) Managers will take turns selecting replacements and will continue to do so until their roster is refilled.
C) Managers can not draft more players than they initially dropped.
D) The draft order will go from the last place team from the previous season to the first place team, reversing every round. Ex) 10-1, 1-10, 10-1.
3.3 Rookie Draft:
Before the Annual draft, a rookie draft will be held to fill the farm team and develop young talent.
A) Each manager will draft 3 rookies.
B) These rookies will likely go on the farm team but may be used on the professional roster for immediate impact.
C) Draft order will be last to First each round. Ex) 10-1, 10-1, 10-1.
D) Players must have been already drafted by an NHL team, or be playing for an NHL affiliate to be eligible for our rookie draft.
3.4 Expansion Draft:
When 75% of the current managers agree to allow a new manager, the new manager will partake in an expansion draft.
A) Maximum of two expansion teams will be permitted to enter
the NO MA’AM hockey League per year.
B) When one expansion team enters the league, all current
GM’s must leave four players unprotected.
When two expansion teams enter the league, all current GM’s must leave
six players unprotected.
C) Farm players are not required to be protected. They are ineligible in the expansion
draft. Only current roster players may
be taken.
D) Expansion picks may not be traded under any
circumstances.
E) Expansion team gets first overall picks in both rookie
and FA draft. If two
expansion teams, names are drawn from a hat. First name out gets first pick, second team
gets second pick.
4. Contracts
4.1 If a player signs a new contract mid season, it will not come into effect until the season ends.
4.2 If an eligible player is holding out, or has not signed a contract before our draft, that player is not eligible in our draft.
4.3 If a player currently on a roster holds out, they will remain in the organization, but will be sent to the farm team. Once the player re-signs, the manager will have the choice to call him up, or release him into the free agent pool where he will become eligible at the next draft. If the player is dropped, the manager will not get to select another player from the pool, but must continue to use the designated replacement.
4.4 Defenseman salaries count as 75% against cap. Ex) a $1,000,000 defenseman will cost GM’s $750,000 against the cap. This rule is to maintain value of high priced defencemen.
5. Farm Teams
5.1 Only rookies may be drafted to the farm team.
5.2 Maximum of fourteen players on any Farm Team.
5.3 Farm Teams may only consist of players below $1,000,000
to start the season.
5.4 After opening day, any player is eligible
to be a Farm player.
5.5 Farm team players may be called up to replace an injured player at any point. Only 1 player may be called up per injury. Following the return of the injured player, the manager will have the choice to send the call up back to the minors or keep the farm team player on the professional roster and send the injured player to the minors.
6. Trades
6.1 Unlimited trades amongst managers are permitted.
6.2 Cash and/or salaries are non-tradable assets. Salaries will be paid on a monthly basis. Each team will pay for their current roster on the first of each month.
6.3 Draft picks are tradable. Not Expansion picks
6.4 Minor leaguers are tradable.
6.4 Mid season moves are tradable.
6.6 All trades must be approved by either 75% of the league managers or an acting commissioner.
6.7 If 2 players are traded for 1, the team receiving 2 players must choose any player on their professional roster to be sent to the minors. The team receiving 1 player may call up 1 player from his farm team to fill his roster.
6.8 Players may not be traded for non league assets (ex. Players for beer, chairs, shotgun, etc).
6.9 In the event of a mid season trade, contracts will be broken down by month, so managers will only be responsible for the remainder of the contract.
6.10 Trade deadline will be that of the NHL trade deadline.
7. Mid Season Acquisitions
7.1 Each manager may make 2 mid season acquisitions.
7.2 They may drop any player on their team and pick up any eligible player that fits in to their salary range.
7.3 Each team will have one free internal move.
An internal move is considered calling someone up from a farm team, not
involving an injury.
7.4 After the
free internal move, unlimited internal moves are allowed. However, the player being sent down must
clear waivers.
A) Once
dropped, a player must be placed on waivers.
In this scenario, each team will have the option of picking up this
player free of charge. The team in last
place gets the first chance on the waivered
player. If they decline, second last
gets the next opportunity and so on.
B) The
player picked off waivers, must play.
Also, the player being replaced by the waiver pick up must then also
clear waivers.
7.5 Internal moves are non-tradable.
8. Discipline
8.1 A violation
of league rules, determined by other GM’s, will result in:
A) A $10.00 fine will be charged to a cheater, doubling for
each infraction. The doubling of fines
will carry over into future seasons.
B) The illegal move will be reversed.
C) The GM’s
entire team will be benched on the next Saturday night.
D) Maximum of three fines per year. After three infractions, the GM will be
expelled from the league.
9. Finances
9.1 The cost to enter is $60.00 a team.
9.2 League
Fees will increase by $10.00 per year.
This increase will continue until the Fees reach a maximum of $100.00
per season. Next season, it will cost
$60.00 to enter the NO MA’AM hockey league.
9.3 League
fees must be paid by the rookie draft.
If fees are not paid by rookie draft, team’s picks are discarded. If fees are not paid by FA draft, team will
forfeit season.
9.4 $25.00 fee added
for finishing last place. (Shame Tax)
9.5 All bonus
fees (shame tax, league fines, etc.) will go to administration costs (trophy,
engraving, better web site than yahoo, etc.).
How these funds are spent will be decided on by league vote.
9.6 The second
place team will win the cost of entering the pool. The first place team will win all remaining
money.
- An annual summit will be held to discuss any rule changes that need to be made, or methods of improving the pool
