After analyzing the city’s current fiscal climate, city Comptroller William Thompson Jr. announced on Monday that the budget could be facing some serious gaps, thanks in no small part to the rise in use of

debt assistance plans, which are expected to rise more than seven percent each year for the next four years. Thompson appeared, along with Mayor Michael Bloomberg, burns on face and hormones before the New York State’s Financial Control Board on Monday morning. He issued a comprehensive statement about the nature of the city’s finances, saying some changes needed to be made if the city has any hope of staying in the black during what are likely to be tough financial times. “In the face of dwindling revenues, the city removed pay-as-you-go capital spending to free up resources for other purposes and has eliminated it from each year of the financial plan,” Thompson told the board. “Since the benefits of this program to the city’s overall debt and the long-term capital program are cumulative, pay-as-you-go should be reinstituted as soon as possible.” Ultimately, Thompson’s advice runs parallel to statements made recently by Paterson — that the people of New York, and its government, need to learn to live within their means. Paterson made a statement Tuesday afternoon, announcing his decision to possibly cut down the state workforce and calling the state legislature into an emergency session in mid-August. “The time to act is now,” Paterson said. “We cannot waste any further opportunities. We can’t wait and hope that this problem will resolve itself.” When the budget passed more than a week late in April, some state officials, including state Senate Minority Leader Malcolm Smith, said it was likely that the state’s north face sleeping bags budget would have to be adjusted long before the end new face division of the fiscal year, and now it’s face symbols starting to look like that adjustment will come sooner, rather than later.
