Dear Mayor,

We all take pride in our great City and in the wonderful leadership you have provided during your tenure.  It was interesting to be at City Hall, although I didn�t get to stay for the BARC representatives to speak.   If I were going to say something, I would have brought up the following points for consideration:

      1)  There seems to be an ongoing problem with how the City cares for the many animals who have
            no voice.

      2)  Houston�s Animal Control Agency lags behind Dallas, San Antonio and Austin in funding per capita. 

      3)  Houston needs to provide low cost spay and neuter programs as well as medical treatment for
            families who cannot afford to take care of their pets.  This would decrease the number of homeless
            pets and the number of bite cases.

      4)  Lastly, perhaps a new, more geographically desirable facility should be considered.

I would highly recommend that the City engage Nathan Winograd, an independent consultant, who could provide answers and solutions to the current policies, staffing, procedures, and records so that BARC could work towards ultimately becoming a �No-Kill� shelter and improving the public approval of how it addresses Houston�s animal population.

I hope this may help with setting BARC on the right track.  We need to take action before more animals die, and we can�t do it without your support and wisdom.
