Neighbourhood Action and Preservation Association: No Big Lake!

To all residents of the City of San Bernardino, especially of the North Lake Project Area:

The "San Bernardino Water Resources Authority" JPA has convened this meeting to try to convince you that taking your homes and your water is a good thing: do you agree with them? We have been asking this JPA questions, that they have never satisfactorily answered, for more than five years. Now may be your last chance to question this JPA before they vote to approve this project, so please consider the following questions:

1) How do you propose to pay us "fair market value" for our homes when this project depresses the market? How is "fair market value" determined? What is included? What is excluded? What about renters?

2) In 1991, the City of San Bernardino did a comprehensive survey of historical homes; a decade later, CRM Tech (a previous consulting firm) did another survey in which many homes which were included in the 1991 survey were excluded. Was your home one of them? If so, how did it lose its historical value?

3) This JPA claims that this project is needed to lower "dangerously high" groundwater in order to reduce the risk of liquefaction (amplification of earthquake waves by groundwater). Where is the study that shows that removal of groundwater has reduced the risk of liquefaction? (We've been looking for years, including in the documents cited in the draft EIR and we haven't found it!) What happens to the capacity of the Bunker Hill Aquifer (the one underneath us) to store water, and to the quality of that water, when removal of groundwater causes subsidence (which we have found is significant even without this project) as it has in Pisa (the Leaning Tower), Mexico City (the Leaning Cathedral, on the Zocalo) and other places?

We've asked these questions for five years, and this JPA hasn't answered us yet: now, it's your turn! Speak up for yourselves! Ask! Demand answers! This may be your last chance before this project is voted upon!
