IMO STATE: UDENWA WANTS OWERRI AIRPORT UPGRADED:

  • ABUJA-TO boost trade activities in the eastern part of the country as well as increase opportunity for foreign investors, Governor Achike Udenwa of Imo State has called on the federal government to upgrade the Owerri Airport to international standards.

    Udenwa said this in Abuja while explaining problems militating against the use of Imo local airport to the Minister of Aviation, Mallam Isa Yuguda.

    "The airport was originally built by the Imo people as an international airport, but for various technical reasons, the people could not realize their dreams before handing over the property to the federal government," the governor said. "If upgraded, the airport stands to benefit Imo, Abia and Anambra indigenes who, in the past weeks, have bemoaned the transport network, particularly the roads linking the east with other parts of the country''.

    Calling on the Aviation Ministry to rise to the occasion, Udenwa stated that poor lighting, especially along the airport runway, was one of the problems that should be tackled as a matter of urgency.

    Responding, the minister promised to visit the airport with a view to looking into the complaints. He, however, maintained that the realisation of this dream was subject to availability of funds.

    Yuguda also pointed out that the vision of the present administration was to put all the airports in the country in proper shape since the country expects to host important international events including the All-African Games and to attract tourists.

    In the same vein, Yuguda called on airline operators to co-operate with the government in its commitment towards providing a conducive environment for stimulating the positive growth of the aviation industry. He said: "This will be necessary to give any meaning to any investment we put to renovating the airports.

    While commenting on the crisis bedevilling domestic operators, the Minister insisted that members of the Airline Operators of Nigeria (AON), rather than government, were to blame for the AON's inability to contribute to the nation's Gross Domestic Product (GDP).     STAKE- HOLDERS in Nigeria�s education sector have been advised to embrace dialogue, at all times, in solving problems "as industrial actions have since become obsolete." Minister of Education, Professor Fabian N.C. Osuji, gave the advice in Owerri, Imo State capital while addressing members of the Governing Council, management and staff of Federal University of Technology, Owerri. "Strikes have become obsolete. We must begin to talk instead of fighting among ourselves. Recurring strikes do no good to our collective image. It makes nonsense of our education and educational system," the Minister said.

    Osuji said: "Our schools, especially our tertiary institutions, should remain open while all the stakeholders engage themselves in meaningful dialogue." According to the Minister, the government and people involved in the education sector owe it as a duty to give good education to our children adding, "I do not claim to have a magic wand to solve all the problems facing our educational system. However, we owe it as a duty to give good and functional education to our children."

    He said that he was committed to the restoration of academics in the country, adding that "if we cannot do this, we have failed as a nation." Continuing, the Minister promised that he "will get the Federal Government to commit funds as appropriate, to run schools in the country." While arguing that the provision of funds "is not all there is to ensuring a good and functional education in Nigeria," he stressed that there must be commitment from teachers, parents and the students.

    "We must show honesty and commitment in all we do. It is sad to note that parents even go out of their way to purchase question papers and hire mercenaries to do examinations for their children," Osuji lamented. He reassured FUTO community and other institutions across the country that he would do his best "at all times and in all circumstances."

    Speaking also, Imo State
    Governor, Chief Achike Udenwa, who was represented by the state Commissioner for Education, Dr. (Mrs) Gloria Chukwukere, expressed hope that the Federal Government would take over Alvan Ikoku College of Education (AICE), Owerri soon. "We sincerely hope that the Federal Government would make a definite and pleasant announcement on the take over of AICE soon. We have asked for this favour for a very long time," Udenwa pleaded.

    Earlier in his welcome address, the Vice Chancellor of FUTO, Professor Jude Ejikeme Njoku, drew the Minister�s attention to what he called "the enormous task in the Federal Ministry of Education," but quickly added that "with the calibre of Professor Osuji, I have no doubt that he would make a success of it." The Vice Chancellor reminded the Minister that "any life support you give to FUTO, would transform a lot of things and persons.

  • UMUAKA:HEADS are to roll soon in Imo State civil and public service, following what government described as "the startling revelation which the current salary payment procedures brought to the fore". The Commissioner for Information and Culture, Chief Chris Okewulonu, told newsmen in Owerri that government had ordered "indept investigation into all areas" of irregularities.

    "Based on solid facts available to government, the State Executive Council has decid face immediate suspension from the service. Government believes that "we cannot deliver on our mandate if the management of our finances are not properly monitored and areas of leakage blocked", Okewulonu said. He disclosed that the State Executive Council had approved that cash payment to individual workers would continue for the next two months, adding that after this exercise, the payroll departments of all ministries and parastatals, would be computerized.

    "The era of moving huge piles of files would soon be a thing of the past in the state. This is to check the usual doctoring of data", Okewulonu said.

    The Commissioner disclosed that the white paper on the recent administrative panel set up by the state government to probe Imo Broadcasting Corporation (IBC), has been released but did not give out any part of the content.

    "The gazetting of the white paper would be done immediately. Government would carry out all the recommendations of the panel. The Government Press has been instructed to pick up the document from the Office of Secretary to State Government (SSG)", the Commissioner said.

    He denied that government was behind the several illegal motor parks in Owerri municipal and warned that the task force on the decongestion of roads would continue the battle unhindered.

    IMO STATE: TOLL-FREE CYBER CAFE FOR ACCREDITED JOURNALISTS:

  • OWERRI- Imo State Government has pledged to assist journalists in the state by establising a toll-free cyber cafe in the area to facilitate prompt and effective information dissemination.

    The State Commissioner for Information and Culture,Barrister Chris Okewulonu, stated this while briefing journalists on the plans by his ministry to harmonise government/media relations in the state.

    He said while the information super high way facility would be toll-free for the accredited journalists in the state, the facility would also be used by the ministry to generate income from tolls paid by other members of the public wishing to use the facility.

    The commissioner stated that as part of the state governments re-orientation programme,efforts would be geared towards reorganisation of the Government owned Imo State Newspapers to ensure regular publication.

    He promised to initiate a forum where journalists would be briefed on decisions reached by the state government on weekly basis, particularly after every exco meeting.

    Okewulonu emphasised that the era of secrecy particularly with regards to government activities was over, adding the state government initially was open to all.

    While promising to run a pro-active information management system,the commissioner urged journalists to cooperate fully with his ministry in ensuring the success of the tripod policy of the state government.

    The commissioner added that the main thrust of his administration was to effectively showcase government achievement over the last four years as well as ahead.

    ET to clear the streets of Imo of mentally deranged people, the state government has begun the evacuation of major streets and roads of Owerri metropolis and adjoining cities of lunatics who defecate in conspicuous areas.

    The newly appointed Commissioner for Women Affairs and Social Welfare, Mrs. Gertrude Oduka, who personally monitored the exercise disclosed this at the weekend after the exercise, saying the present government is disturbed by the upsurge of lunatics in major cities of the state.

    Oduka said her ministry would do everything possible to ensure that the exercise is completed within a recorded time.

    Her words: "The state government is poised to remove all lunatics from the streets of the cities in the state. They deface the state. This is part of the efforts in embracing the sanitation exercise embarked upon by the government," she said.

    The commissioner also noted that so far, the team undertaking the evacuation exercise had raided the Okigwe, Douglas, Wetheral, Tetlow, Assumpta, Ikenegbu roads, adding that Arugo, Timber shed, Relief Market and Egbu roads have been raided and lunatics in the areas removed.

    She noted that other remote areas where suspected lunatics are residing would be identified and adequately disposed of accordingly.

    Oduka said the state government would not take it kindly with any person frustrating the environmental beautification efforts it has embarked upon.

    Chief Fidel Chidi Anujuo, Chairman, Imo State Water Corporation, Industrialist, PDP chieftain and a member of the Obasanjo / Atiku Campaign Organization spoke with THISDAY on Igbo Politics, the operation of Water Corporation in Imo State and the investment climate in Nigeria. , Owerri

    The water supply in Imo State was in a terrible situation especially in the state capital before your appointment as Chairman of Imo Water Corporation. Why was this so?

    I feel highly pleased to hear that at least water has started flowing more in Imo from my assumption of office as Chairman of Imo Water Corporation. What contributed to the improvement of water supply in the State today is that I worked on the morale of the staff which was low at the point I took off, due to backlog of unpaid salaries up to four months.

    As a professional manager, I realized the place of the human resource element in the making of an organization. You neglect the workforce at your peril. We realized this early enough and quickly tackled the problem. This was the clincher if you like call it magic and it worked for us.

    The first thing we did was to source money with the active co-operation of Governor Achike Udenwa who compelled some of the parastatals and agencies owing the corporation to pay their bills. This assisted us in offsetting the salary arrears.

    With that done, the workers resolved to be more responsive to their obligation, repairing machines that broke down and supply lines that were burst. It was not long therefore for the people in Owerri Town to heave a sigh of relief. We are looking beyond Owerri and the urban areas. Before long, by the time the Achike Udenwa's Government policy on Water is matured, the whole of Imo State would have access to potable water powered from the Water Corporation's service lines. This dream is realizable and we are working round the clock to ensure that it comes into effect within the life of this administration.

    What other problem areas did you identify that needed to be addressed to give Imo people potable water?

    Apart from the human resource element, the corporation has had to contend with the effect of vandalization of NEPA lines which we depend on to power our water schemes.

    Another problem is the issue of burst pipes which occur almost on daily basis because some of the supply lines are old and need replacement. That, we are working on.

    The Owerri/Otammiri water scheme was built to cater for a limited area but now, it is highly overstretched, so to assist, we are working on building a second phase.

    From this you can see that both the State and Federal Government is not resting on their oars in addressing the water problem.

    My appeal to the consumers is to assist the corporation by paying their rates as at when due to enable us continue to give them quality and reliable services. Whenever there are burst pipes reports should be made to the corporation to avoid waste.

    The Corporation is going into a pre-metering scheme. This would operate on Pay-As-You Drink basis to avoid wastage. We are talking with some bodies to evolve this on the Build, Operate and Transfer basis (BOT) at no cost to the State. We equally appeal to the residents on supply areas to report to the Corporation whenever they notice burst pipes or other major problems instead of engaging the services of quack plumbers some of whom have done more damage than repairs.

    East of the Niger, Owerri has the purest water and we do not intend to compromise standard. Before long, we would adopt new technologies to enhance service delivery and volume of the water scheme to lessen the pressure on existing ones. While linking up all other areas, we intend to back up with motorized booster stations. These when completed will ease problem of access to potable water not only in the urban areas but also within communities close to the urban areas that are already linked to our supply scheme.

    I must commend the Government of Chief Achike Udenwa for mapping out elaborate strategies to solve water problems in the state by sinking boreholes and linking new pipelines. The State government in conjunction with the Federal Government is rehabilitating the Okigwe Water Scheme which for financial constraints would have been completed. Also on stream is the Orlu Regional Water Scheme. This scheme which is going to be located between Orlu and Ideato - at the point of Urashi River, is expected to supply water to all the twelve LGAS in Orlu Zone.

    The Orlu Peoples Assembly (OPA), which you lead, was at the forefront of the re-election campaign of Chief Achike Udenwa. It looks like the group fizzled out soon after that objective was realised.

    OPA was formed to champion the interest of Orlu region. At that point in time, the re-election of our son was considered an Orlu agenda and we made it our first assignment .We are grateful to other stakeholders in Imo who saw wisdom in supporting us to achieve this objective. But beyond parochial interest, Chief Achike Udenwa impressed us with his programs we could as well have rejected him if we saw him as a bad ambassador of Orlu zone. So primarily, he earned our support.

    OPA is very much alive and we are still meeting. As long as there is an Orlu interest to be projected or protected, OPA would continue to be active. Before long, OPA would make public its next agenda which must include a political content on who takes over from Achike Udenwa in 2007. Orlu agenda must be pursued vigorously by OPA and we would never rest on our oars. If we have been found wanting, the active Orlu people known for their outspokenness would have wrestled us down.

    You were in the national campaign team of PDP, people have accused PDP of rigging.

    In a simple sentence PDP had a lot of advantages which could be itemised as the largest party

    _Having sitting government within the advantages incumbency offers.

    _Campaigned more than other political parties in Nigeria and finally had programs that were effectively marketed to the real voters not people that do politics on the pages of newspapers, airwaves and urban areas.

    PDP has the reach and the largest campaign organization. These features we turned into an advantage.

    I can make bold to say that having been part of the Obasanjo/Atiku campaign train that toured the country to solicit the peoples' votes I couldn't have expected a lesser result than what we got.

    What is your opinion of political funding in the light of the godfather syndrome?

    Godfathers are products of poor political education and lack of economic empowerment of the people. Godfatherism would only thrive in the midst of poverty of the mind and of the pocket. I believe that when the program of the Federal Government which is hinged on growing the economy and empowering the people is put in place, poverty which leads to accepting cash and carry politics would disappear. People can now judge candidates on merit and not ability to pay. It is only then that godfathers would be put out of business. Added to the above, the godfatherism would be over but the mercantile type is unacceptable. There should be legislation on how much one can raise or deploy in funding politics.

    Security agencies and INEC must be truly independent and headed by men of integrity that can resist external influences by interested groups.

    The people of South East must come together and chart a new political direction. What this translates into is that the Government, the Nwabuezes, the Anyaokus, and many others must in the interest of Igbo nation close ranks with the Ojukwu's, Nzeribes, Orji Kalus and some other radically minded people Igbos in order for our people to have an all embracing agenda and group goal irrespective of political leaning. Until that is done, we must miss the mark. Other ethnic nationalities have already passed this stage.

    We must learn how to engage in long-term political plans. The true leaders should drop the Sidon-look-attitude and pick up the gauntlet to give Igbos direction and leadership. We need all the quiet Igbo leaders and radicals. The synergy would provide the bullet point for Igbo leadership. Igbos should be mindful of the emergency of overnight moneymen propped up from outside to destabilize us, this could be seen as another variant of marginalization. An Igbo leader must be seen not to have compromised his Igboness for financial rewards for him to be trusted and accepted.

    As an Investor would you say the climate is friendly and what do you think can be done to cultivate the private sector investors?

    The climate is friendlier today than yesterday. There is an improvement in power supply in the last few months that is a good index. Electricity has its own multiplier effect which touches on the operations of the investor on all fronts. There is likely to be cut-down in buying generators, maintenance and running cost of power generation.

    There would be enough capital for raw materials and more production time which might optimize capacity utilization. But I must observe that the banks have not been fair to the industrialists, though this could be blamed on their deposit streak? The industries need long term loans since the productive activities have long gestation period before the returns on investment.

    One hopes that with the establishment of bank of industries and good funding, more literal and supportive loans would be availed industrialists. But honestly, I have more hope in the system now than before.

    What's your view on the Nigerian project and the Local Government Reforms?

    I believe in the Nigerian Project. The reforms of the Local Govt. is not a bad idea.

    It is not only the Local Government, the structures of Nigeria must be reformed via convocation of a conference of regions. It is expected that Nigerians should use such platform to address the issues of relationships, interests developments, co-operation, issues of state police, equitable and fair distribution of resources and power. The nation needs to be restructured to the extent that the Army, Central Bank, Postal Services, Defence etc. should be in the hands of the Feral Government.

    The States should operate like a true federation that would remove the attraction the center offers.

    Such reforms would be such that any money meant for Local Government administration is not diverted or cut by any tier of government ACHIKE UDENWA COMMISSIONS NAL MERCHANT BANK BRANCH IN OWERRI:

  • Imo State governor Chief Achike Udenwa has urged NAL Bank Plc to assist the state government in implementing its three cardinal programmes of increasing agricultural production, revitalising the manufacturing sector and reorientation of the citizenry. Represented by the deputy governor, Mr Ebere Udeagu at the commissioning of the new Area Office of the bank in Owerri, the governor noted that with its wealth of experience and professionalism, the bank should support the government and business community in the state. "I wish therefore to invite NAL to partner with the state government in building a better economy for the state", he said.

    Earlier the chairman of the bank, Alhaji Bashir Borodo said that NAL Bank has been operating in Owerri since 1978. The new branch commissioned by the deputy governor was designed to provide a more conducive environment for banking transactions. He recalled that the various social responsibility programmes in the educational sector which the bank has implemented in the state as a good corporate citizen.

    In all NAL is currently located in several key business centres across the country. All of these branches, are linked by VSAT technology and they offer online real time services. "No matter where your account is domiciled, you can have access to your money from any of our branches", said Ben Akabueze, the managing director.

    He traced the history of the bank as the premier investment bank in 1960, and noted that as a merchant bank then, its service profile was limited although the bank was renowned for expertise in areas like project finance and capital market transactions. "Indeed NAL has played key roles in establishing, financing and capitalisation of several industrial concerns which have contributed significantly to the economic development of Imo State", he said.

  • UMUAKA: The much awaited Local Government area "acronymed" Njaba South Local Government area has been approved by the Imo State House of Assembly. Annoucing the news yesterday at Owerri, The House Honourable member representing Njaba in the Imo State house of Assembly, Hon Chief Chuma Nnaji told supporters at the assembly secretariat that all the autonomous communities making up the new local government area now have a cause to smile.

    He enjoined everybody to put hands together inorder to build a virile new local government. He also urged all present to esque personal animousity,rancour and set aside enemity so as to pull our resources together in this newly found cause or ours. He assured them that he has forgiven everybody and has placed patriotism ahead of selfishness .

    It will be recalled that three weeks ago, a group of Umuaka citizens led by the Eze him self, carried out a campaign to change the name of the local Government to Akah LGA. They contended that accepting and answering the name AKAh will bring us all closer to our heritage: Many people agreed on their contention but they also argued that such arguement came too little too late.     CHIEF CHUMA NNAJI OF NJABA CONSTITUENCY ELECTED DEPUTY SPEAKER OF IMO STATE HOUSE OF ASSEMBLY

    The honourable member representing Njaba constituency in the Imo State house of assemby, Chief Chuma Nnaji has been unanimously elected to serve as the deputy speaker of the state house of assembly for the next four years. The election was conducted in the floors of the house with all 27 members supporting the honourable member's election.

    Annoucing the results to news men on thursday in the assembly secretariate, the clerk of the house of assemby described Chief Nnaji as an ebulent house member who has served his constituency and the state well with dignity and the honour of service. He maintnied that the election of Chief Nnaji will go a long way in revitalizing and shaping the image of the house in a very positive way. He also promised that the house will continue to maintain the good relationship which has since existed between it and the Government house since the last dispensation.

    Chief Nnaji as you will recall is a native of Amazano community in Njaba South Local Government Area. He was recently re-elected to represent his constituency for a second term as a house member

    IMO STATE INAUGURATES SANITATION COURT

    As a way of stopping indiscriminate dumping of refuse in Owerri, the Imo State government, Wednesday, inaugurated a sanitation court to prosecute offenders.

    This follows beautification exercise being carried out in the capital city by Governor Achike Udenwa’s administration in a bid to return the land to its former glory as the cleanest city in the East.

    Disclosing this to newsmen on Wednesday after the state executive council meeting, commissioner for Information and Culture Mr. Chris Okewulonu said that government is worried about the gradual slide of Owerri city to refuse city as a result of indiscriminate dumping of waste products in the town.

    Mr. Okewulonu who frowned at the attitude of residents towards refuse disposal lamented that even people living outside the town transport refuse into it and dump them along the roads.

    He disclosed that a man from Ubomiri was caught at Douglas road Owerri last week while off loading a pick-up load of refuse he carried all the way from his town to the capital city while another man was arrested while uprooting ornamental trees planted in the town.

    According to him, a task force has been mandated to arrest anyone dumping refuse along the road and arraign him before the sanitation court for trial.

    Okewulonu said that the court is presently sitting at Court Four in the judiciary and is headed by a magistrate appointed by the state government.

    The state executive council according to the commissioner also resolved that officers of government ministries and parastatals involved in irregularity payment of salaries be suspended.

    This, he said, is part of the present manhunt for ghost workers embarked upon by the state government to ascertain the cause of the high wage bill of the state.

    The government spokesman also stated the council has directed that the pay parade exercise introduced by Governor Udenwa to fish out ghost workers should continue for the next two months.

    He said that executive members at the meeting further approved computerisation of all the pay-roll section of various ministries as well as the personnel departments.

    On the return of fuel scarcity in Owerri, Okewulonu, a lawyer and former commissioner for Works and Transport, said that government is deeply worried over the development.

    According to him, Governor Udenwa is to embark on more raids at filling stations and has vowed to close down any station found to be hoarding fuel and selling same at black markets
