Summery and analysis of the Citizen’s Self-Defense Act of 2001

This bill, if passed would assure the right to obtain firearms for security, and to use firearms in protection of the home and self defense, and to provide enforcement of the right. It is stated in the bill that, "Police cannot protect, and are not legally liable for failing to protect, individual citizens..."( Sec.2 1) And that, "Citizens frequently must use firearms to defend themselves..." Facts are given in the findings that demonstrate the sheer number of firearm related incidents each year. "Each year, more than 2,400,000 people in the United States use a gun to defend themselves against criminals--or more than 6,500 people a day."(Sec.2 2 (A)) I goes on to say how "Law-abiding citizens...are routinely prosecuted for brandishing a firearm or using a firearm in self-defense." Several examples of such incidents are then cited. It further states "...law abiding citizens who use firearms to protect themselves, their families, and their homes against violent felons should not be subject to lawsuits by the violent felons who sought to victimize them."

This bill reaffirms the right to obtain firearms for security and their use in defense of self, family, and home. It goes on to state that "a person whose right under subsection (a) is violated in any manner may bring an action...against the United States, any state, or any person."(Sec.3 C Enforcement of Right 1)
