FIXATION 2002 (Rent setting)

[Encompasses all leases that renewed on any date between 02 April 2002 and 01 April 2003, hence including those that renewed 01 July 2002]

While Metropolitan Structures (MSI ) had first wanted increases of 5%, across the board, they eventually reduced their demands by more than half, on 3-year renewals, thanks, probably, to the 346 among you who originally refused.

It appears the R�gie du logement (Rental Board) applied instead a mere +0.40% to those among 287 electric heated or non heated MSI dwellings, that remained under "Fixation 2002". In other words, MSI had first expected from them almost ... 13 times what they knew the R�gie du logement would come up with.

Looking now at those among MSI's 2.813 gas heated dwellings that still remained under "Fixation 2002", it wasn't until May 2004 (i.e.: often some 2 years after their renewal date) that the R�gie du logement confirmed increases of approximately 2.10%, just as NITA had projected. The Rental Board first had to correct a calculation error. In other words, MSI had originally demanded "merely" 2.4 times what they knew the R�gie du logement would calculate.

In case you had refused "Fixation 2002", or arrived at a mutual agreement with MSI, did you advise NITA of the outcome? If not, kindly e-mail your results now.


FIXATION 2003 (Rent setting)

[Leases renewed between 02 April 2003 and 01 April 2004, including those at 01 July 2003]

Once again, MSI originally demanded +5%, hence close to 1.000 tenants are said to have declined. Here too, MSI cut their demands by half, in case of long-term renewals. It is, therefore, suspected "only" a few hundred units now remain under "Fixation 2003".

Theoretically, the R�gie du logement could call a joint hearing right now. The Autumn of 2004 sounds more likely, though. Meanwhile, protesters keep paying the same monthly rent.

NITA's best educated guess calls for +0.70% for gas heated people (they represent 91% of MSI units), and +1.50% for all others. Add somewhere between another $0.30/month to $3.00/month, tops, in those rare instances where so-called "major" expenses might apply, that would actually have been paid during calendar 2002 (not earlier, and definitely not later).


FIXATION 2004 (Rent setting)

[Leases renewing between 02 April 2004 and 01 April 2005, including those coming up in a few days, on 01 July 2004]

- GAS HEATED DWELLINGS ONLY: MSI are asking for +3%, which should be in line with what the R�gie du logement is expected to calculate.

- Remaining 287 units: probably more like +1.70%, from the Rental Board.

This year, again, it appears MSI do lower their expectations, on long-term deals, and might agree to some improvements and betterments. Kindly e-mail your own results to NITA, as there is no other way to keep up-to-date. Please, indicate your file number ("31-0xxxxx-xxxF").

FIXATION 2005 and FIXATION 2006

NITA understands that MSI are offering cumulative increases of 2.50% and 2.40%, respectively, in conjunction with long-term renewals. It is far too early for anyone --MSI included-- to guess if such percentages bear any resemblance to what the R�gie du logement will decide: after all, their future criteria aren't even set yet!
