Rules and Regulations of the Twenty/20 Japan Gold Cup 
AMENDMENTS:

TIME OUT RULE:
the rules of TIME OUT is
2 minuts now, not 90 second.


4 TOP TEAMS WILL PLAY SEMI FINAL.. 1 Vs 3  2 Vs 4
THE WINNERS WILL PLAY FINAL .


The major points to be reached are as follows
,


The entry fee will be 22000,  per team This is only ENTRY FEE to Join KCA.
? Each game will be scheduled, and the captains informed, during the last week of every month.
? The rules of play will be the same as international limited over rules, as set out by the ICC, expect in certain situations as stated below.
? Captains must be at the ground no later than 30 minutes before match start time to prepare ground (mark boundary, put out the stumps, etc.). Each team provides 3 stumps.
? morning games will start at 9:30 am, unless otherwise agreed in advance by the captains. In the event both captains agree to change the start time, please inform the  Umpires  no later than the day before. In case only 1 game are schedule.
? When the umpires are selected for the game ,they are responsible for any change before the game  , they report to committee within 2 days time.


?
TEAM COMING LATE:

? The late team will lose 2 over per every 15 minutes, unless captains agree otherwise in advance. the last starting time is 9:30am 2nd game at 1:00PM
? If a team is more than 30 minutes late, the game will get under way if that team has 7 or more players, unless otherwise agreed by the captains in advance. If a team has less than 7 players, that team will forfeit the game,
? unless otherwise agreed by the captains in advance.
? Players who are late may not join their team after 10 over have been completed.(fielding /batting side) Must apply for all games.
? Any protests should be lodged with the committee.
? A game must last 20 over for each side for it to count officially
.

?
Tie match will be count by  wickets:
less wickets lost team will be the winner IN CASE OF TIE.

? DRINK will be 5 minutes long,  each team shall receive one drinks break each for a period of 5 minutes at the 10 over mark. The captains may agree in consultation with the umpire before the start of the game to change break times or number of breaks (for example, on a hot day, teams may take 2 drinks breaks each if they both agree before the start of the match.

Any ball passing above a batsman shoulders in a regular standing position will be called a no ball. The square leg umpire will call.
? If in the event the square leg umpire is not a neutral umpire, the main umpire will call.

?

? Each team to provide 2 neutral umpires for specified games. Umpires will be paid transportation costs and lunch (up to 2,000 each umpire, in case 1 umpire the fee will be 1500 each team to pay for the umpire) ,umpire name must be written in the score card
The umpires decision is final. Any misconduct will be reported by the umpire who will inform the committee. The committee will carry out any disciplinary action. Please understand that the umpires are not professional and are only doing their best.
? If a team does not send at least one umpire without notifying to Match Manger  no later than the day before the game, that team will have 2 points deducted from their total points. Teams may switch days they are responsible for umpiring with other teams in advance, after consultation with, and approval from the committee.


? Scorecards are to be sent to the committee member 48 hours (12 midnight Tuesday) must be legible and signed by the captains and the umpire, after the end of the game.

? Rain affected games will be rescheduled only once. If the game is rained out a second time, the game is declared a draw and both teams receive 2 points.(DRAW GAME can be re-schedule  if there is still time to complete the rain effected game)
? Run rate decides the final 4 in the event of 2 or more teams having the same number of points at the end of the season.
? 4 points for a win, 2 for a tie or draw, and 0 for a loss. The semi-finals will be 2 vs 3, IN EACH GROUP:and winner will play final game with the top standing team, In the event that one semi-final can?t be played due to rain, the higher finishing team is declared the winne
r.

? GROUND RULES
:
ball hits the edge of the pitch is a dead ball ? Maybe a dead ball is best because it can go a long way off line for byes especially from a fast bowler.
? If the ball hits any obstacles within the field of play, it will not be deemed four runs unless so decided by the umpires before the toss. The umpires must inform the captains.
? Boundary behind the wicket keeper ,if the ball cross  the 2nd concrete that will be 4 run, if the ball get the top edge of the 2nd concrete that will be 6 run. Any dispute then umpire will have the last decision.
PLAYERS
? A player cannot play for more than one team.  If a player plays for a new team without an official transfer the team shall be declared a loser and points allocated accordingly.
? A player must officially transfer only with written approval from the committee which will be confirmed by an e-mail for the Match Manager from all captains.        
? The committee may refuse to approve any transfer and will consult with the player and prior team captain to determine a genuine reason for transfer.
? The transfer of player will NOT ALLOWED for Semi Final & Final
? Team will  not be Register in the KCA (JGC), if same Name of player is register in Other teams
.


? UMPIRES: kindly note that we will try our level best to keep all the game in proper cricket manners in/out the field ,so , we need a very big help from the umpires,
? The umpire job is to make sure ,
? 1-Contact both team captains before the game via E:Mail or telephone.
? 2-make sure the ground is ready before the start of the game,
? 3-make sure the game shall completed in a real cricket manners & FRIENDLY style.
? 4-make sure the score card is properly filled ,all the name are in block letters or must  be readable ,after checking the score card , must be sign by both captain and umpires.
? 5-make sure the umpires get paid before/after the game.
? 6-make sure both team players respect the umpire in/out the ground
? 7-make sure the Ground is clean after the game & marker basket is back to the place.
? 8- make sure the batting side must score the both score book ,
? 9-Umpire are requested to make a ?REPORT? of the game and send to Match manager for publish in the home page

the captains are responsible at all time for ensuring that play is conducted within the spirit of the game as well as within the law.

? FAIR & UNFAIR PLAY:
according to the laws the UMPIRE are the sole Judges of fair and unfair play .the umpire may intervene at any time and it is the responsibility of captain to take action where required.
? * the UMPIRE are authorized to intervene in case of:
? time wasting /dangerous or unfair bowling/tampering the ball & any other action that they consider to be unfair.
? * its is against the spirit of the game: to direct abusive language towards an opponent or umpire
? * to dispute an umpire's decision by word. Action or gesture is not allowed..
? * Violence: there is no place for any act of violence on the field of play.
? Captains and umpire together set the tone for the conduct of a cricket match .Every player is expected to make an important contribution to this

Abuse or dissent towards an umpire, aggressive or persistent dispute of an umpiring decision - 2 Points per offence

Any act of violence or aggressive physical contact toward another player, spectator or umpire - 2 Points per offence

Arguments or disputes between opposing team members that cause a delay of play for more than 3 minutes - 1 Points - Each Team

here are the note and important change from the AGM 2006.

1-FEE
. 22000yen for Fee Must paid by 15th,June,2007
Match Balls are not included in the Fee.


2-PLAYERS:

Any New players not on this season Original registration list wishing to play in a match must have their name registerd with the KCA no later then midnight the day before a game.
NON compliance to this RULE mean Deduction of any points gained from that Match.

2a-To be Eligible for the       semi  Final and Finals.
any team member must have played at least 1 league game for that team before the semi-finals. Or a player can also be named as 12th, man on the Score Sheet for that team.
but he must be present at the game he was nominated as 12th, man.

this must be verified and signed that the person was present by the Umpires for that game.
there are no exceptions to these rules.
NOTE:
if a team is short of eligible player for a semi-final or final they are allowed to use non eligible players for FIELDING only.
no batting or bowling is permitted by those players.

ALL  Rules & Regulations have been Aproved By the Attending Members teams
and a new ellected committee.
