After all my years of making graphics, I had wanted to know how to outline fonts. Particularly bitmap fonts. I would always try using the stroke and fill buttons in PSP, but they never would turn out right. So, with a little help of a friend, I found ways to outline my fonts on my graphics. Enjoy!
For a wide variety of bitmap fonts, visit
DaFont.com
First things first, open up or create a new image in PSP. Choose any color for your text by clicking on the color tollbar. Make sure it is the fill color and not the stroke. As shown below:

Once you've done this, you can start adding your text. Click the text tool and then click anywhere in your image. Before you type anything, make sure that you have the following settings:
Now make sure that you have the size that you want your text to be by going up to the size box and clicking on the size that suits you. After you've done this, click okay.
Move your text to where you want it. If you would like to position your text close to the edge of your image, don't forget that we will be soon be expanding it by 1 pixel, so make sure that you leave a space of at least 2. While your text selection is still floating, go up to SELECTIONS>MODIFY>EXPAND. Select "1" in the box and hit okay.

As you can see, you now have a slightly bigger selection. Now click on the FLOOD FILL tool, and click on the color you want your outline to be. Fill in your new selection completely.

And now we are going to re-do your text. So select a contrasting color to your outline for your text. Then click the TEXT tool again. Insert your originial text and position it over the new outline. Once you've got your text in the correct place, right click on your image to de-select the text. Voila! Pefrectly outlined text as shown below!!! Now remember, this is usually the best tutorial for outling bitmap fonts but you can use regular fonts as well.
