This tutorial will show you how to make the "Scanlines Effect."
First, open up the image that you want to add the effect to, mine is below:
Next, go to EFFECTS>TEXTURE EFFECTS>BLINDS
and make your settings like mine below:
And there you be! Your image should now look something like mine here:
Note: you can adjust the opacity and the color to your liking.
