Rainbow Effect

First, open up the image you want to use. Mine is below:

Add a new raster layer by going to LAYERS>NEW RASTER LAYER.
Now click on the FLOOD FILL tool. Go over to the color palette and click on GRADIENT. Make your settings like below:

Now flood fill your image. Next, go up to LAYERS>PROPERTIES and click on OVERLAY for the blend mode. Adjust the opacity to your liking. Mine is set at 50. And here's the final effect:

Note: you can also use a black & white image if you like. Here's what mine looks like with a B&W image:
