Highlight Mamma on the character select screen and press L1, C, R1, Down, Down, R1, C, L1, L1. A red balloon should appear above Sister Magpie. Move the cursor to her and you'll unlock Fwank.
Pause the game and hold L1 and R1 for about 10 seconds, and continue holding them as you input these codes.
