GRAND REGULATIONS

OF THE GRAND COMMANDERY KNIGHTS TEMPLAR

IN NEW HAMPSHIRE

 

Purpose:  To prescribe the direction and management of the Grand Commandery Knights Templar in New Hampshire and the Constituent Commanderies under its Jurisdiction.

 

ARTICLE I – GRAND COMMANDERY

 

Section 1  Jurisdiction  This Grand Commandery Knights Templar shall have jurisdiction within the territorial limits of the State of New Hampshire.

 

Section 2  Composition  The Grand Commandery shall be composed of the following:

 

a).    Sitting Grand Officers, as follows:

Grand Generalissimo

Grand Captain General

Grand Senior Warden

Grand Junior Warden         

Grand Treasurer

Assistant Grand Treasurer

Grand Recorder

Assistant Grand Recorder

Grand Warder

Grand Sentinel

Grand Organist(s)

b).    Past Grand Officers of the Grand Commandery Knights Templar in New Hampshire, provided each currently holds membership in a Constituent Commandery:

Past Grand Captain Generals

c).    Sitting Dais Officers of Constituent Commanderies, as follows:

e).  Past Commanders, who have demitted from another jurisdiction and have been elected to membership in a Constituent Commandery, provided each currently holds membership in a Constituent Commandery.

f).  Administrative Officers appointed by the Grand Commander, which may include any/all of the following:

Section 3  Titles

 

a)       The title of the Grand Commander is Right Eminent

b)       The title of the Deputy Grand Commander is Very Eminent

c)       The title of each remaining Grand Officer is Eminent, if he is a Past Commander; otherwise, his title shall be Sir Knight.

d)       By unanimous vote of this Grand Commandery, the title “EMERITUS” may be bestowed upon any Grand Officer who has served ten years or more, and whose service has been so exemplary as to merit this singular honor.

e)       Under the most persuasive of circumstances and by a unanimous vote of this Grand Commandery, the title “Honorary Past Grand Commander” may be awarded.

 

Section 4 Grand Officer Qualification Requirements

 

a)       Each Grand Officer in the Progressive Line (which consist of the Grand Commander, Deputy Grand Commander, Grand Generalissimo, Grand Captain General, Grand Senior Warden, and Grand Junior Warden) shall have served as Commander of a Constituent Commandery.

b)       Each remaining Grand Officer shall currently hold membership in a Constituent Commandery.

 

Section 5  Term of Office

 

Each Grand Commandery Officer shall hold office until his successor shall have been duly elected or appointed and installed.

 

Section 6  Selection of Grand Officers

 

a)       The following Officers shall be elected: Grand Commander, Deputy Grand Commander, Grand Generalissimo, Grand Captain General, Grand Senior Warden, Grand Junior Warden, Grand Treasurer, Assistant Grand Treasurer, Grand Recorder, and Assistant Grand Recorder.

b)       The Grand Commander Elect shall appoint the remaining Officers.

 

Section 7  Installation of Grand Officers

 

a)       Grand Officers shall be installed at the Annual Conclave, or as soon as possible thereafter.

b)       The Installing Officer shall be a Past Grand Commander, or in the absence thereof a Past Commander of a Constituent Commandery. 

 

Section 8   Grand Conclaves

 

a)       The Annual Conclave shall be held at such hour and place at the Standing Committee on Time and Place shall determine, and shall announce at the preceding Annual Conclave.  Should any extenuating circumstances prohibit the use of this date, the Standing Committee on Time and Place shall provide alternate arrangements.

b)       A Special Conclave may be called by the Grand Commander, whenever he so desires, and shall be called upon the written request of a majority of the Constituent Commanderies.  Each item of business to be transacted at a Special Conclave shall have been enumerated in the summons.

c). This Grand Commandery shall hold an annual business meeting at such hour, place and time as

the Grand Commander may determine, between August 1st and September 15th of each year.  This meeting

is for the transaction of all Grand Commandery Business, with the exception of the Grand Commander’s

Annual Report, Jurisprudence Report, and Doings of Grand Officers Report.    Amendment Oct 4th 2003

 

Section 9  Powers and Duties of Grand Commandery

 

a)       Follow traditional Masonic Rules of Order in all deliberations.

b)       Exercise exclusive power to constitute new Commanderies within the Jurisdiction, and ordain and prescribe regulations for their government.

c)       Adopt such regulations as may be good for the Order.

d)       Decide matters of concern by vote of this Grand Commandery. Each Vote shall be decided by a simple majority of the members present, except where two-thirds is required by these Regulations.


e)       Accomplish the following actions at the Annual Conclave:

1.         Read the proceedings of the last Annual Conclave, unless dispensed with by vote.

2.        Act upon the proceedings of the last Annual Conclave.

3.        Review and act upon the annual report of each elected Officer.

4.        Review and act upon the Annual Return of each Constituent Commandery for the preceding year.

5.        Review and act upon the annual report of each Committee.

6.        Examine the financial accounts of the Grand Treasurer and Grand Recorder, determine the condition of Grand Commandery finances, and adopt such measures in relation thereto as may be necessary to increase, secure, and preserve the same, and also to ensure the utmost punctuality on the part of every accounting officer in the safe keeping and paying over the funds and property of the Grand Commandery.

7.        Examine the report of the Grand Recorder for the preceding year.

8.        By a two-thirds majority vote, grant a Charter for a new Commandery with or without the recommendation of the nearest Commandery; the fee therefor shall be not less than one hundred dollars.

9.        Revoke any existing Charter or Dispensation as may be necessary.

10.     Allow formation of new Commanderies with or without the consent of existing Commanderies.

11.     Approve or order the relocation or consolidation of Constituent Commanderies.

12.     Elect Grand Commandery Officers

13.     Establish the sum to be paid to the Grand Commandery by each Constituent Commandery for each Knight Templar created during the year ending July 1st, and also the amount of Per Capita Assessment to be paid for each current member of that Commandery. These 2 amounts shall appear in Article III (Other General Requirements), Section 4 (Per Capita Assessments, Special Assessments, and Fees).

14.      In addition, adopt such regulations, and carry out such matters and things as may provide for the good, well being, and perpetuation of Templar Masonry.

 

Section 10  Duties of Grand Commandery Officers

 

a).  Grand Commander

 

1.        Preside at all Conclaves of the Grand Commandery.

2.        Ensure that each Commandery is inspected annually.

3.        Provide watchful supervision over the Grand Commandery and Constituent Commanderies, and see that these Regulations are duly and promptly followed.

4.        Appoint all Officers not made elective, and fill all vacancies pro tempore which may occur in any of the elective offices until their successors have been elected and installed

5.        Appoint all committee members, who shall serve until the close of the next Grand Conclave, and fill any vacancy pro tempore.

6.        During any recess of the Grand Commandery, grant Letters of Dispensation to nine or more petitioners residing within this jurisdiction, and possessing the constitutional qualifications, empowering them to form and open a Commandery.  Such Dispensation shall be in force no longer than to the next Annual Conclave of the Grand Commandery.

7.        During any recess of the Grand Commandery, suspend from the functions of his office any Officer of the Grand Commandery, or of a Constituent Commandery, as he deems necessary. Such action shall not affect the standing in the order of such Officer, or of his membership in a Constituent Commandery. The Grand Commander shall report his action in full at the next Conclave of the Grand Commandery for final action.

8.        During any recess of the Grand Commandery, arrest the Charter or Dispensation of a Constituent Commandery when circumstances demand this action.  He shall immediately call a Special Conclave in regard to this matter to take final action thereon.

9.        Visit and preside in any Commandery within this jurisdiction, and give such instructions and directions as the good of the Order may require.

10.     Receive Constituent Commandery By-Laws and any modifications thereto, and refer the same to the Committee on Grand Regulations and By-Laws of Constituent Commanderies.

11.     After reviewing the recommendations by the Committee on Grand Regulations and By-Laws of Constituent Commanderies, take approval action on the By-Laws of Constituent Commanderies and/or any modifications thereto.

12.     Conform to the ritual requirements of the Grand Encampment.

13.     Issue Waivers of Jurisdiction.

14.     Grant Dispensations for the good of the Order.

15.     Thirty days prior to completion of his term provide a full accounting of his activities during his term of office to the Chairman of the Committee on Jurisprudence, with an additional copy to the Chairman of the Committee on Doings of Grand Officers, and to the Grand Recorder for inclusion in the Annual Proceedings.

16.     Endeavor to attend all Conclaves of the Grand Encampment.

17.     Appoint the following Standing Committees (see Appendix B):

(a)     Jurisprudence

(b)     Finance and Budget

(c)     Doings of Grand Officers

(d)     Grand Encampment Educational Foundation

(e)     Tactics

(f)      Membership

(g)     Public Relations and Publicity

(h)     Patriotic Activities

(i)       Grand Encampment Triennial

(j)       Grand Encampment Eye Foundation

(k)     Unfinished Business

(l)       Grievances

(m)    Commanderies and Returns

(n)     Credentials

(o)     Grand Regulations and By-Laws of Constituent Commanderies

(p)     Time and Place

18.     Appoint the following Special Committees (see Appendix B):

(a)     DeMolay

(b)     York Rite Cooperation

(c)     Easter Sunrise Service

(d)     Holy Land Pilgrimage

(e)     Such other Special Committees as he may deem appropriate

19.  Appoint a Chairman of the Grand Encampment Eye Foundation Annual Fund Drive

 

b).  Deputy Grand Commander

             

1.        In the event of the death, removal, absence from the jurisdiction, or mental or physical incompetence of the Grand Commander, perform the duties of the Grand Commander. At all other times perform such duties as may be assigned to him by the Grand Commander or the Grand Commandery.

2.        Attend all Conclaves of the Grand Commandery.

3.        Attend all Inspections of the Constituent Commanderies.

4.        Provide a report of his activities during his term of Office to the Chairman of the Committee on Doings of Grand Officers, with an additional copy to the Grand Recorder for inclusion in the Annual Proceedings.


c). Grand Generalissimo

 

1.        In case of the absence, death, removal, or disability of the Deputy Grand Commander, perform the duties of the Deputy Grand Commander. At all other times perform such duties as may be assigned to him by the Grand Commander or the Grand Commandery.

2.        Attend all Conclaves of the Grand Commandery.

3.        Attend all Inspections of the Constituent Commanderies.

4.        Provide a report of his activities during his term of Office to the Chairman of the Committee on Doings of Grand Officers, with an additional copy to the Grand Recorder for inclusion in the Annual Proceedings.

 

d).  Grand Captain General

 

1.        In case of the absence, death, removal, or disability of the Grand Generalissimo, perform the duties of the Grand Generalissimo. At all other times perform such duties as may be assigned to him by the Grand Commander or the Grand Commandery.

2.        Attend all Conclaves of the Grand Commandery.

3.        Form the lines for the reception of distinguished guests.

4.        Attend all Inspections of the Constituent Commanderies, and form the suite for reception of the Grand Commander.

5.        Provide a report of his activities during his term of office to the Chairman of the Committee on Doings of Grand Officers, with an additional copy to the Grand Recorder for inclusion in the Annual Proceedings.

 

e). Temporary Presiding Officer

 

1.        In case of inability of all of the above Dais Officers to serve by reason of calamity or otherwise, the Temporary Presiding Officer shall be the person who held the office most recently, such as the immediate Past Grand Commander.

 

f).  Grand Senior Warden and Grand Junior Warden

 

1.        Perform such duties as may be assigned to each by the Grand Commander or the Grand Commandery.

2.        Attend all Conclaves of the Grand Commandery.

3.        Attend all Inspections of the Constituent Commanderies.

4.        Provide a report of his activities during his term of office to the Chairman of the Committee on Doings of Grand Officers, with an additional copy to the Grand Recorder for inclusion in the Annual Proceedings.

 

g).  Grand Treasurer

 

1.        Receive all funds of the Grand Commandery.

2.        Manage and invest the funds to the best interest of the Grand Commandery.

3.        Pay all financial obligations of the Grand Commandery

4.        Report to the Annual Conclave of Grand Commandery an itemized listing of the receipts and expenditures, and all investments handled since the last Grand Conclave.

5.        Ensure that a surety bond in the amount of one thousand dollars covers him.

6.        Receive for his services the sum of $75.00 annually.

 

h).  Assistant Grand Treasurer

 

1.        Assist in the duties of the Grand Treasurer.

2.        Perform all the duties of the Grand Treasurer in his absence.

3.        Ensure that a surety bond in the amount of one thousand dollars covers him.

i).  Grand Recorder

 

1.        Issue notice to each member of the Grand Commandery to attend the Annual and each Special Conclave. In the notice of the each Special Conclave, identify each item of business to be brought before the Grand Commandery.

2.        Keep correct minutes of the transactions of the Grand Commandery and cause the same to be printed under the direction of the Grand Commandery

3.        Collect and receive all per capita assessments, special assessments, and fees from the Constituent Commanderies, and pay them to the Grand Treasurer.

4.        On or before the first day of July in each year, send a copy of the Grand Commandery Proceedings to the Grand Master and Grand Recorder of the Grand Encampment.

5.        Ensure that a surety bond in the amount of one thousand dollars covers him.

6.        Provide a report of Grand Commandery Membership, funds handled by him, and administrative expenses incurred since the last Annual Conclave.

7.        Transmit to the Grand Commander a copy of each By-Laws modification submitted by Constituent Commanderies for approval.

8.        Receive all communications to the Grand Commandery, and forward each to the proper Officer(s), Committee(s), and/or Organization(s) for action.  Maintain continuing status of each action through final resolution thereof.

9.        Maintain an adequate supply of rituals and tactics books and dispense the same consistent with the requirements of the Grand Encampment.

10.     Receive for his services the sum of $600.00 annually.

 

h). Assistant Grand Recorder

 

1.        Assist in the duties of the Grand Recorder

2.        Perform all the duties of the Grand Recorder in his absence

3.        Ensure that a surety bond in the amount of one thousand dollars covers him.

 

i).  Remaining Officers

 

1.        Perform duties assigned to them by the Grand Commander or the Grand, Commandery.

2.        Attend all Conclaves of the Grand Commandery

3.        Attend all Inspections of the Constituent Commanderies

 

ARTICLE II - Constituent Commanderies

Section 1. Formation

 

a)       Every Commandery shall have a Dispensation or Charter, and no Commandery shall be deemed legal without such Dispensation or Charter.

Section 2.  Composition

a)       Each Constituent Commandery shall be composed of the following:

Section 3 – Titles

 

a)       The title of the Commander is Eminent.

b)       The title of each remaining Officer shall be Sir Knight.

a)       Each Officer shall currently hold membership in that Commandery.

b)       If the sitting Commander, Generalissimo, or Captain General is elected and installed as Grand Commander, his right and powers as a Commandery Officer shall cease.  The duties of his vacated office shall devolve upon the Commandery Officer next in rank.

 

Section 5 -  Term of Office

 

a)       Each Officer shall hold office until his successor shall have been duly elected or appointed and installed.

 

Section 6 – Election of Officers

 

a)       The following Officers shall be elected: Commander, Generalissimo, Captain General, Treasurer, Assistant Treasurer, Recorder, and Assistant Recorder.

b)       The Commander Elect shall appoint the remaining Officers.

 

Section 7 – Installation of Officers

 

a)       Officers shall be installed at the Annual Conclave, or as soon as possible thereafter.

b)       The Installing Officer shall be a Past Commander.

 

Section 8 – Conclaves

 

a)       Stated Conclaves shall be held at such time and place as specified in the By-Laws, but not less than four Conclaves per year shall be held at reasonable intervals.

b)       Special Conclaves may be called by the Commander, and shall be called by written request of five members.

c)       The time and place of each Conclave shall be specified in the summons to the membership.

d)       No business shall be transacted at a Special Conclave, except for that specified in the summons.

e)       A Templar Funeral Service may be conducted without the need for the Commandery to be opened.

 

Section 9 - Powers and Duties of Commandery            

 

a)       To adopt such By-Laws as may be good for the Order.

b)       Each vote of the Commandery shall be decided by a simple majority of the members present, except where two-thirds is required by the By-Laws or by the Grand Regulations.

c)       Examine the financial accounts of the Treasurer and Recorder, determine the condition of Commandery finances, and adopt such measures in relation thereto as may be necessary to increase, secure, and preserve the same, and also to ensure the utmost punctuality on the part of every accounting Officer in the safekeeping and paying over the funds and property of the Commandery.

d)       Examine the report of the Recorder for the preceding year.

e)       Elect Commandery Officers

f)        Levy and collect such Annual Dues and Special Assessments as may be needed to pay the expenses.

g)       Petitions for the Orders or for Membership can be received and acted upon at the same Conclave.  Balloting is not required unless requested by a Sir Knight present when application is submitted.

h)       The Fee for conferring the Orders of the Commandery shall be no less sum than forty dollars.

i)         Conform to the ritual requirements of the Grand Encampment.

j)         Perform the Order of the Temple at least once during each year.

 

Section 10 – Duties of the Commandery Officers

 

a)  Commander

 

1.        Preside at all Conclaves of the Commandery.

2.        See that the By-Laws of the Commandery and the Grand Regulations are duly observed

3.        Ensure that accurate records are kept and just accounts are rendered.

4.        Ensure that regular returns are made to the Grand Commandery annually, and that Per Capita Assessments, Special Assessments, and Fees are promptly paid.

5.        Together with the Generalissimo and Captain General or their proxies, attend all Conclaves of the Grand Commandery.

 

c). Generalissimo and Captain General

 

1.        Attend all Conclaves of the Commandery.

2.        Attend all Conclaves of the Grand Commandery either in person or by proxy.

3.        In case of the absence, death, removal, or disability of the Commander, the Generalissimo shall perform the duties of the Commander; the Captain General shall perform the duties of the Generalissimo.

4.        In case of the absence, death, removal, or disability of both the Commander and the Generalissimo, the Captain General shall perform the duties of the Commander.

5.        At all other times perform such duties as may be assigned by the Commander or the Commandery.

 

d). Treasurer

 

1.        Receive all funds of the Commandery

2.        Manage and invest the funds, to the best interest of the Commandery

3.        Pay all financial obligations of the Commandery.

4.        Report to the Annual Conclave of the Commandery an itemized listing of the receipts and expenditures, and all investments handled since the last Annual Conclave.

5.        Ensure that a surety bond in the amount of one thousand dollars covers him.

 

e).  Assistant Treasurer

 

1.        Assist in the duties of the Treasurer.

2.        Perform all the duties of the Treasurer in his absence.

3.        Ensure that a surety bond in the amount of one thousand dollars covers him.

 

f).  The Recorder

 

1.        Issue notice to each member of the Commandery to attend the Stated and each Special Conclave. In the notice of each Special Conclave, identify each item of business to be brought before the Commandery.

2.        Keep correct minutes of Commandery transactions.

3.        Collect and receive all dues or assessments and revenues of his Commandery, and promptly pay them to the Treasurer.

4.        Have charge of the seal of the Commandery, and affix it to all papers requiring the same.

5.        Report annually to the Grand Recorder the roll of Officers and Members, and such other information as may be required by the Grand Commandery and may conduce to the general good of the Order. Include with this report payment of Per Capita Assessments, Special Assessments, and Fees to the Grand Commandery.

6.        Transmit to the Grand Recorder a copy of each By-Laws modification approved by the Commandery.

7.        Present his books for examination whenever required to do so by the Commandery or by the Grand Commandery.

8.        Ensure that a surety bond in the amount of one thousand dollars covers him.

 

g). Assistant Recorder

 

1.        Assist in the duties of the Treasurer

2.        Perform all the duties of the Treasurer in his absence

3.        Ensure that a surety bond in the amount of one thousand dollars covers him.

 

ARTICLE III  - Other General Requirements

Section 1 – Orders

 

a).  The progression for conferring the Orders shall be as follows:

1.        Illustrious Order of the Red Cross

2.        Order of Malta

3.        Order of the Temple 

b)       The Orders of the Commandery shall be conferred only upon those who have regularly received the Degree of Royal Arch Mason in accordance with the Jurisdiction in which it was conferred.

c)       The Order of the Temple shall be conferred only upon those that have received the degree of Select Master in accordance with the Grand Council of the Jurisdiction in which it was conferred.

 

Section 2 – Membership

 

a)       Multiple membership is authorized within this Jurisdiction, and/or in conjunction with other Grand Jurisdictions whose regulations so permit.

b)       Application for membership shall be received from any resident of this Jurisdiction.  The definition of residency is broadened to include presence in the Jurisdiction under Government assignment.

c)       When an application for membership is received from an individual who does not meet the requirements of (b) above, the circumstances shall be presented to the Grand Recorder with a request for Waiver of Jurisdiction, which must be obtained before approval action can be taken on his application.

d)       Each petition for the Orders of the Commandery shall be in a standard format obtained from the Grand Recorder.

 

  Section 3 – Vacancies

 

a)       If a vacancy shall occur in any elective office, except where succession is prescribed in these regulations, the Commandery shall request that the Grand Commander authorize a special election to fill such vacancy.

b)       If a vacancy shall occur in any appointive office, the presiding Commander shall fill the vacancy by appointment.

Section 4 – Per Capita Assessments, Special Assessments, and Fees

 

a)       Each Commandery shall pay annually to the Grand Recorder, on or before the first day of July a Per Capita Assessment in the amount of $13.00 ($10.00 for the Operating Fund and $3.00 for the Grand Conclave Operation).

b)       A one-year Special Assessment to satisfy the needs of Grand Commandery may be levied upon approval of the Grand Commandery.

c)        A fee of $5.00 shall be paid to the Grand Commandery with the Annual Return for each recipient of the Order of the Temple.

Section 5 – Uniform Dress Code

 

a)       The Dress of all Sir Knights shall be prescribed in the Tactics Book of this Jurisdiction.

b)       The requirements of the Tactics Book may be changed by a simple majority vote of the Grand Commandery.

 

Section 6 – Changes to these Grand Regulations

 

a)       The Grand Commandery may revise, amend, or alter these Grand Regulations upon a three-fourths vote of the members present at the Annual Conclave, or any Special Conclave called for that purpose.  Should a change fail to receive a three-fourths vote of the members present, it shall carry over until the next Annual Conclave, at which time it may be accepted by a two-thirds vote.

 

Section 7 – Appendices to these Grand Regulations

 

a)       The following items will be described in appropriate appendices to these Grand Regulations, which appendices may be modified by a simple majority vote of Grand Commandery.  An Appendix will be provided for each of the following areas:

A.      Life Membership

B.       Duties of Committees

C.       Tactics Book

 


APPENDIX A

LIFE MEMBERSHIP

 

(Note:  The content of this Appendix has been previously approved)

 

 

APPENDIX B

DUTIES OF GRAND COMMANDERY COMMITTEES

 

PURPOSE:  To define the duties and responsibilities of the Committees established by the Grand Regulations of the Grand Commandery Knights Templar in New Hampshire.

 

GENERAL:  At each Annual Conclave the following Committees shall render a report of their activities since the last Annual Conclave.

STANDING COMMITTEES

1.       Jurisprudence

a.        Consist of at least three members.

b.       Give opinions on Legislative, Judicial, and Executive functions of the Grand Commandery and Constituents

c.        Consider all decisions upon questions of Templar Law and such other matters as may be referred to it.

d.       Report conclusions to the Grand Commandery at the Annual Conclave or a Special Conclave called for that purpose.

2.       Finance and Budget

a.        Consist of at least three members.

b.       Oversee the financial aspects of Grand Commandery, and the activities of the Grand Treasurer.

c.        Annually audit the financial records of the Grand Treasurer and Grand Recorder.

d.       Prepare an annual budget to guide the financial affairs of Grand Commandery.  The budget should reflect the best judgment on how the funds of Grand Commandery will be received and expended during the coming Templar Year.  Ensure that the budget allows any excess of a budgeted item to be applied to any other expense occurred at the discretion of the Grand Treasurer.

3.       Doings of Grand Officers

a.        Consist of at least three members.

b.       Receive, review, and comment on activities and reports from Grand Officers.

4.        Grand Encampment Educational Foundation

a.        Consist of five members. (one member each year for a term of five years)

b.       Follow the requirements of the Foundation.

5.       Tactics

a.        Consist of three members, one of whom shall be the Inspector General.

b.       Prescribe the drill and ceremonial processions of Templar activities, consistent with the Ritual requirements of Grand Encampment.

c.        Describes the uniform dress requirements of Grand Commandery and Constituent Commanderies.

6.       Membership

a.        Consist of three members.

b.       Work with Constituent Commanderies and other York Rite Membership Committees to improve membership.

7.       Public Relations and Publicity

a.        Consist of the Editor of the New Hampshire Supplement of the Knights Templar Magazine, the Editor of the New Hampshire York Rite News, and at least one other member.

b.       Keep the membership informed of Templar activities.

c.        Endeavor to promote Templary through news media and communications among York Rite Bodies.

8.       Patriotic Activities

a.        Consist of three members.

b.       Foster and supervise activities of a Patriotic and Citizenship nature, whether in peacetime or in wartime.

c.        Present recommendations for civic responsibility by Knights Templar individually or collectively, compatible with the patriotic principles of Templary.

9.       Grand Encampment Triennial

a.        Consist of  at least six members (five of whom shall be the Grand Commander, Deputy Grand Commander, Grand Generalissimo, Grand Captain General, and the Grand Recorder).

b.       Ensure dissemination of Grand Encampment publications and information relative to the next Triennial Conclave.

c.        Support the logistics for attendance of Grand Commandery Officers at the Triennial Conclave.

d.       Widely disseminate information on Triennial Conclave activities to Grand Commandery membership in a timely manner.

10.    Grand Encampment Eye Foundation

a.        Consist of at least three members.

b.       Provide general oversight of the practical working of the Foundation.

c.        Transmit to the Grand Commandery matters of interests and recommendations for the administration of the Foundation within this Jurisdiction.

11.    Unfinished Business

a.        Consist of at least three members, one of whom should be the Grand Recorder.

b.       Examine the Proceedings of the last Annual Conclave, and all Special conclaves held since that last Annual Conclave, and call to the attention of the Grand Commandery all unresolved matters requiring resolution.

12.    Grievances

a.        Consist of at least three members.

b.       Investigate all grievances submitted to it, and report its conclusions and recommendations to the Grand Commandery.

13.    Commanderies and Returns

a.        Consist of at least three members.

b.       Examine the Annual Report of each Constituent Commandery and ensure that the statistics and calculations are accurate.

                c.    Report all deficiencies or inconsistencies to the Grand Recorder for resolution.              

14.    Credentials

a.        Consist of at least five members.

b.       Receive the Credentials of each voting member of a Constituent Commandery or his proxy at each Annual or Special Conclave.

c.        Register for attendance and voting purposes all Grand Commandery Officers, Past Grand Commanders and Past Commanders of Constituent Commanderies present at each Annual or Special Conclave.

d.       Register each Grand Representative present at the Annual Conclave.

15.    Grand Regulations and By-Laws of Constituent Commanderies

a.        Consist of at least three members.

b.       Review all modifications to the Grand Regulations, and report conclusions and recommendation to the Grand Commandery.

c.        Review all By-Laws of Constituent Commanderies and any modifications thereto that are referred to it by the Grand Commander, and return to him recommendations relative to their acceptance.

16.    Time and Place

a.        Consist of at least 5 members who shall include the Deputy Grand Commander, Grand Generalissimo, Grand Captain General and two (2) Skilled Sir Knights in the management and administration of special events and Masonic protocol.

b.       Determine the time and place and management the arrangements for each Annual Conclave.

c.        Begin planning and preparation for each Conclave at least two (2) years in advance.

d.       Exercise planning agreements with accommodation providers to insure that the lowest rates and best facilities are obtained.

e.        Announce the details of the arrangements for the Annual Conclave at the preceding Annual Conclave.

f.         Should extenuating circumstances prohibit the use of the planned arrangements provide alternate arrangements as soon as feasible, and immediately notify the Grand Recorder of all necessary details for dissemination.

g.       Carefully maintain records of commitments and activities and report the same at the Annual Conclave

 

 

SPECIAL COMMITTEES

 

1.       DeMolay

a.        Consist of at least two members.

b.       Establish and maintain liaison with the Order of DeMolay in New Hampshire.

c.        Assist in the implementation of DeMolay support and development within this Jurisdiction.

d.       Report to the Annual Conclave on the welfare of DeMolay within the Jurisdiction together with any recommendations for improvement.  Provide a copy of this report to the Grand Recorder for transmission to the Chairman of the Committee on DeMolay for the Grand Encampment.

2.       York Rite Cooperation

a.        Consist of the Grand Commander, Deputy Grand Commander, and the immediate Past Grand Commander.

b.       Act in conjunction with their counterparts in Grand Royal Arch Chapter of New Hampshire and the Grand Council Cryptic Masons of New Hampshire to form the New Hampshire York Rite Council.  


3.       Easter Sunrise Service

a.        Consist of at least three members.

b.       Receive and disseminate information on Grand Encampment Easter Sunrise Service.

c.        Support the logistics for attendance of Grand Commandery Officers and members at the Grand Encampment Easter Sunrise Service.

d.       Support local Easter Sunrise Service arrangements and activities whenever the Grand Encampment Easter Sunrise Service is not attended.

e.        Widely disseminate information on Easter Sunrise Service activities wherever held.

4.       Holy Land Pilgrimage

a.        Consist of at least three members.

b.       Ensure dissemination of Grand Encampment publications and information relative to the next Holy Land Pilgrimage.

c.        Invite nominations for participation during each upcoming Pilgrimage.

d.       Review qualifications of nominees and select one (or more) individual (s) to participate during each Pilgrimage.

e.        Support annual fund raising activities for future Pilgrimages.
