THE NVW RULE BOOK


General Rules:
Have FUN!!! Dont take anything on here too seriously, it's just fantasy hockey. So just sit back, relax and enjoy the ride. Always be curtious to other GMs, no matter how bad trade offer might be, and always have an open mind when it comes to FHL affairs.

Teams and Leagues:
As of now, there are 24 NVW teams which are split up into 2 seperate leagues. These leagues are the National Hockey League (NHL) and the World Hockey Association (WHA). These 2 leagues have been further divided into 4 divisions, the North and South Divisions in the NHL and the East and West Divisions in the WHA. Every team in each league has a historical importance to their respective leagues (ie Maple Leafs and the NHL, Jets and the WHA). A team CAN NOT relocate with out the approval of the Commish. 

Rosters:
A team can not have more than 25 players on their pro roster, and no moer than 50 on both their farm and pro rosters together. A team must have 3 goalies at all times, and 2 must be dressed on the pro roster. A minimum of 9 forwards and 4 defensemen have to dress on the pro roster at all times. A forward can move to any forward position as deemed fit by the GM. If a GM wants to move a forward to defense or vise versa, there has to be historical evidance that that player has done so in the past.

Schedule/Simming:
The NVW has adopted a semi MLB style of scheduling. There will NOT be any Inter-League games (games agaisnt the other). The schedule will be made up of 8 games (4 home, 4 away) against each team in their own league for a total of 88 regular season games. The Commish will sim 2 days per sim.

Playoffs:
The top 8 teams in each league will make the playoffs, with the division winners taking the top 2 seeds automatically. #1 would play #8, #2 would play #7 and so on...The winner of the NHL win take home the Stanley Cup and thw winner of the WHA will take hoem the Avro Cup. Those 2 ould than face each other for the World Cup, the top prize in the NVW.

Salary Cap:
The Salary Cap will be $35,000,000. If a team is over the cap at any time in the regualr season, they will recieve a warning and will have 3 days to get under upon notice of the offense. If a team fails to do so, the league will auction off the teams highest rated player, regardless of positon. If it is a tie, the younger of the players will be auctioned off. A team must also remain profitable and if a team projected balance dips below $0 at any time, the same penelty will apply.

Transactions:
Trading- Though there will not be any Inter-League games played, Inter-League trading is allowed. Teams can trade: Players, Cash, Picks, Prosepcts, and Coaches (yes, coaches). The Trade Deadline is at the 80% mark of the regualr season. I Gm can request a trade be reviewd by a comittee, selected by the GM. The committee will be made up of 4 GM and must have a 75% vote to go through.
Releasing Players- A team can release any player at any time, but will have to pay the player 75% of their remainign contract up front.
Waivers- Any player below tha ge of 25 or has played less than 21 NVW games is except from waivers and acn be sent to the farm team at any time. All others must be put on the waiver wire for 2 days befeor being sent down. Claining players on the waiver wire will be a 1st come, 1st serve basis.

Drafts:
Entry Draft- The NVW Entry Draft will come at the end of each NVW playoffs. The order will be based on the standings at the end of the regualr season with some exceptions. The World Cup winning automatically recieves the final pick. All non-playoff teams will be put in a wieghted lottery to find out the top 8 picks.
Contraction Draft- At the beginning of the 1st NVW season there will be a one round contraction draft. Any player on the unassigned list is fair game. The order will be determined by a phantom sim and based on those standings. If a pro team is forced to contract during the run of the NVW, the bottom 5 teams in the league (based on record) will have a 2 round contraction draft.
Expansion Draft- Rules for this are still in the works...

Players Not In The Sim:
The sim does not have players who were not playing in the NHL or AHl in the 1996/97 season. Any of these player would be entered into the 1998 Entry Draft, and team are not able to sign or draft hem before hand.

Scoring Sytem:
A team wiull recieve 2 points for a win, none for a loss, and 1 point for a tie. There are no extra points given out for making it to over time.
