THIS IS OUR FIRST ATTEMPT AT RUNNING A FHL LEAGUE THERE WILL BE PROBLEMS SO PLEASE HAVE PATIENCE WITH ME AND THE CO COMMISH WE ARE DOING THIS FOR FUN AND AND ANY ATTITUDE FROM GMS WILL NOT BE TOLERATED IF SOMETHING HAPPENS THAT UPSETS YOU PLEASE BRING IT TO OUR ATTENTION IN A GROWN UP MANNER BY EMAIL OR PERSONAL MESSAGE, DONT POST ON THE MESSAGE BOARD ABOUT A PROBLEM.

General Managers This league is a MSN league and it is mandatory you should be online at least every other day to discuss league matters, trades or just show you care about this league. Any email should be replied to in a prompt timely fashion if this becomes a problem you will be relieved of your duties.

1a. Trades: I do not expect you to make trades on a daily basis, or making a trade for the sake of making a trade. I have never supported that belief but if it becomes apparent you aren�t acting in the best interest of your team by not trying to get better then you shall be relieved of your duties. New rule update teams can not trade a player until he is on their roster.

IF TEAMS FAIL TO ACCUMULATE ANY POINTS DURING A WEEK THEY WILL GAIN A STRIKE ONCE A TEAM ACCUMULATES 3 STRIKES THE GM WILL BE REMOVED FROM THE LEAGUE. STRIKES CAN BE REMOVED BY EARNING ATLEAST 5 POINTS IN THE NEXT WEEK AFTER THE STRIKE WAS GIVEN.
ADDITIONAL SCOUTING ALLOWS YOU TO BUMP THE LETTER GRADE OF ONE OF YOUR PROSPECTS UP TO THE NEXT LETTER C WOULD BECOME B AND SO ON. .

1c. Finances: Every team must stay afloat financially, you will be given more than enough money to start your franchise its up to you to make sure your team stays in the positive financially speaking anyways.

1d. Respect: Every general manager will have it for everybody involved in this league. If you have a problem with another general manager deal with it privately either between the two of you or to the Commissioner or Assistant Commissioner. There will be no posting on the message board about problems or concerns about people involved in this league. If you want to have a fun rivalry with another general manager that is fully supported but it must be kept clean at all times nothing derogatory, racist or sexist will be allowed on the message board.

1e. ONE TEAM: You are only allowed one Team per person and per household. I don�t care if you have another family member or roommate only one of you will be allowed to join this league there will be no exceptions.

2. Rosters : All teams are expected to maintain full pro line-up at all times. Teams must dress a minimum of twenty players, also teams can ony doublshift a msximum of three players. There is a maximum of twenty five players on the pro roster and twenty five on the minor league roster. Goalies can play a maximum of 4200 minutes in the NWHL in the regular season, once past 4200 minutes can no longer start will be relegated to back up. OV LIMIT FOR PLAYERS ASSIGNED TO THE MINORS WILL INCREASE TO 72, GOALIES WILL REMAIN AT 74 MAX.

3. Waivers: Any player who has played 20 games or more during any season will be required to pass through waivers if sent down to the farm. At which point in time any other team will have 48 hours to register a claim on a player. If there is more then one claim for a certain player, the team with the fewest points will claim the player. Players 20 years old or younger will not have to go through waivers.

4. Salary cap: The salary cap will be 52 million and the minimum will be 20 million yes a team will have to spend at least 20 million on salaries for their team. Cap will rise to 54 million next season.

5. Free Agent bidding: The NWHL will use a player agent system for all free agent bids. I will make it clear now this will not be a highest bidder takes all league, all offers will be based on salary of course, but also the team, chance of winning, ice time, role pretty much everything will be considered when looking at all offers. The maximum salary will be eight million and minimum salary will be five hundred and fiftey thousand dollars with the maximum contract being 4 years.

5a. UFA: Unrestricted Free Agents will be players age 30 and older after the season is complete when the aging occurs. Teams will be allowed to auto resign one of their current ufa players, teams will still have to work out a contract with the player but they will atleast retain said player. Teams will be able to trade the rights of ufa players to other teams during the ufa signing period as long as the other team is aware of their ufa status. Players 35 and over will sign for 2 years max.

5b. RFA: Restricted Free Agents are players age 29 and younger after the season aging process. Teams will be able to resign 5 restricted free agents during the season and up to the free agency deadline in the off season. All teams must offer a ten percent qualifying offer to any restricted free agent before the deadline in order to keep their rights. If a team makes an offer to another teams restricted free agents they will have to give the original team compensation.

Once an Offer Sheet for a Restricted Free Agent has been received by the Prior Club, the Prior Club may not Trade or otherwise Assign its Right of First Refusal for such Restricted Free Agent. The Prior Club may not Trade that Restricted Free Agent for a period of one year from the date it exercises its Right of First Refusal. Teams must use their own draft picks for the purpose of compensation, including picks that were traded and later reacquired. They cannot use draft picks acquired from other teams (which were not originally theirs) to offer as compensation.
THE COMPENSATION OFFERED MUST BE AVAILABLE FOR THE UPCOMING DRAFT.

6. Releasing Players: If a player is released from his contract during the season the team must pay the full salary left owing to the player prorated for the current year plus any remaining years left on the contract. During the off season a player can be released for half the price, so basically half what that player is left owing.

7. Trades: You may trade players, prospects, draft picks. The maximum amount of cash that you may send to any other team in any trade is two million dollars. When a trade is completed it must be posted on the message board and confrimed by the other party for review, if a trade is found to be detrimental to the league it will be revoked.

8. Entry Draft: The Entry draft will consist of three rounds, and will be decided by lottery for where teams will pick. All NHl drafts will be broken into two drafts. Basically we will get two nwhl drafts out of one nhl drafts. Players rated number one and two by the css will head up their own draft years and every pick after them will alternate to fill out those draft years.

9. Prospect Creation: Prospects can only be created during the preseason and there will be a limit of 3 prospects created for free and each additional one after that up to a max of 5 so 8 total costs 1 million dollars each. These can not be traded. The following salaries are automatic contracts for signing prospects length of the contract will be a maximum of three years. Teams may wish to wait to activate a prospect as his nhl performance will impact his stats when first created as opposed to using hockey futures to create a player as they wont get as good a rating although certain prospects may receive a more favourable rating if they are projected as a sure thing talent (ie ovechin, crosby and phaneuf).

First round selection 950,000 a year salary
Second round selection 750,000 a year salary
Third round selection 550,000 a year salary

11. Retirement: If a player retires from the nhl the player in the nwhl will retire also. Exemptions will be if the season is still under way the player will retire at the end of the year and then only if that player would be a free agent. Said player will retire at the end of his current contract. If a player goes to Europe to play they will continue to remain the property of the NWHL team and will coninue to play in the NWHL.

12. Coaches: Can be fired and hired at any time during the season or off season. Coaches do affect team performance.

13. Position Changes: Teams will be allowed to change a forwards position to any of the center, left wing or right wing as long as they can provide a link that lists that player at that position. Defensemen and goalies will not be able to change position at any time.

14. Rerates: The Commissioner and Co-Commissioner will be doing rerates based on league performance. Farm rerates will not be turned on at all.


15. Preseason Camps: OFF SEASON TRAINING WILL REPLACE ADDITIONAL COACHES AND PRESEASON TRAINING CAMPS. TEAMS WILL BE ABLE TO SEND 5 PLAYERS AGE 29 AND YOUNGER AND RATED 79 OV AND UNDER TO OFF SEASON TRAINING PROGRAMS. EACH PROGRAM COSTS 1 MILLION DOLLARS AND NO PLAYER CAN BE SENT TO MORE THAN ONE PROGRAM.
mid season and year end training camps will now use the offseason training camps except they are free and ov limit is 72 with a stat max of 75 with a age limit of 29 teams can send 5 players to the mid season camp and 10 players to the year end camp at no cost. player cant play more than 25 games on the pro roster.

16. Stockpiling: This will not be permitted in the nwhl assiging players to the minors that are capable of playing on the pro roster said player may request a trade to another team. A team will be informed of the players displeasure and every step will be made to resolve the issue the trade request would be a last step. Forwards and defensemen rated 71ov and higher can not be assigned to the minors the only exeption to this is for the purpose of putting them on waivers. Goalies rated 75 or higher can not be assigned to the minors again unless for the purpose of putting them on waivers. always remember doesnt mean u have to trade them u are allowed to carry 25 players on the pro roster if you want to keep them for depth.

17. Captains: Each team needs to name a team capatin and two associate captains. The captain will receive a bonus of five points to his EX/LD stat and the associates will receive a bonus of two points to EX?ld. If these players are traded they will lose this bonus unless the new team renames them as captain or associate captain.
