Welcome to The Principality of New Pacific. This website provides you with information on The Principality of New Pacific and its affairs, business, tourism and culture. The Principality of New Pacific is a legitimate, functioning, and currently a non-territorial New Nation Project (micronation) that possesses immanent, virtual global sovereignty. We are located in the southern island of Mindanao, Philippines. We are not a separatist or secessionist movement but we seek to form a community that will effectively simulate a nation, until a time sovereign land can be obtained. Our goal is to build a community of like minded individuals who do not rely on an accident of birth or geography to define themselves as compatriots, but instead share a common belief in the values of libertarianism, freedom and self-determination.
Foreign policy:
*New Pacific is a sovereign nation and bears no preconceived ill-will against any other nationality or country;
*We do not believe in war, however we do maintain a credible and deterrent military defence;
*We must promote and work for good relations with our neighbours in all spheres;
*We are friends with all those who wish to be friends with us;
*We work to maintain a secure and peaceful environment in the new nation project, micronational, and established national communities;
*We work to maintain a free and open multilateral trading system;
*We are ready to trade with any state for mutual benefit and will maintain a free market economy;
Soveriegn Land Project:
New Pacific Company is raising funds to purchase a ro/ro ferry ship, or a cruise ship, that will be used as a temporary home for New Pacific citizens, and become our sovereign territory while construction work is being completed on our reef project. Until New Pacific can declare statehood, the New Pacific Capital ship will be registered under a flag of convenience, and act as an autonomous region (If not in international waters). The New Pacific Reef Project is dedicated to the goal of establishing a new country named The Principality of New Pacific. This country will be devoted to the value of freedom and become the first libertarian country. New Pacific location will first exist as a sea city in the Central Pacific Ocean. As no nation is likely to sell us the land we need, we will build an island out of concrete, steel and dredged material. New Pacific has located 3 possible reef locations, they are submerged under water between 3-6 feet. At this point, the organization behind this new country (New Pacific Co. President John Prisco), is building the necessary financial resources to pay for material needed and for a Ro Ro/ Cruise-ferry ship to be used as the living/ working area for the citizens of New Pacific, prior to the completed project.
The current administration is now located in the Philippines, on the island of Mindanao, near the city of Davao. The main source of income comes from fishing vessels, trading with local villiages, selling of handmade baskets, rugs and native jewelery, an online marketing work force, low cost labor, farming, and exporting various products found in the Philippines.
His excellency Prince John Joseph Prisco III, is the ruling Prince of New Pacific, and upholds the simple constitution that provides New Pacific citizens with libertarian freedoms. After the population reaches 300+ elections for The National Council, The Board of Directors, and The Census Tribunal will be held.
Government Branches:
Executive Branch

The Ruling Prince: The Ruling Prince, with the approval of The National Council, appoints The Contractor General, The Surgeon General, The Port Master, and The Treasury Secretary, manages all foreign affairs, maintains The Royal Marine Force, and The Royal Guard. The Ruling Prince has a veto power, which can be over ruled by a majority vote by The Census Tribunal, and a two-thirds vote by The National Council. The Ruling Prince under the request of the National Court of Appeals, has the power to pardon any crime, except murder.
Royal Guard: The Royal Guard is charged with protecting the royal families, public officials, guarding foreign dignitaries, administering of the prisons and prison workforce facilities.
Royal Marine Forces: The Royal Marine Force is charged with protecting the Sovereignty of New Pacific from foreign entities, by patrolling and enforcing laws at sea. The Royal Marine Force may support the National Security Force upon request from the Prime Minister, and approval of The Census Tribunal.
The National Cabinet:
The National Cabinet consists of, The Prime Minister, The Judge Tribune, The Council Speaker, The Surgeon General, The Contractor General, The Port Master and The Treasury Secretary. The Ruling Prince presides over The National Cabinet. The purpose of The National Cabinet is to serve as a forum for all government bodies to organize, compromise, and direct the affairs of the country. Disputes between any government bodies are put to a vote, the majority vote wins, in the case of a split vote, or if the vote is to direct the issue to the National Council, then the dispute will be resolved by The National Council.
The Prime Minister: The Prime Minister is elected by the Sovereign Citizens. The Prime Minister monitors the nations markets, commodity needs, and the food supplies, making sure that sanitation, and ample supplies are stored, in case of dire emergency. The Prime Minister also manages the countries emergency supply of energy reserves (oil, gas, coal...etc.), The Prime Minister advises the National Council on industry issues, market trends. The Prime Minister serves as Chairman on The National Board of Directors. He represents the nations industrial interest at home and abroad, and is the head of the National Security Force.
In the absence of the Ruling Prince, he may be granted such authority as may be given him by the Ruling Prince under witness from The Census Tribunal. Under emergency situations, and with the abscence of The Prince, as described by The National Council and approved by The Census Tribunal, he may act with full authority as The Ruling Prince.
The Judge Tribune: The Judge Tribune acts as the moral and social advisor to the National Cabinet, also advises on constitutional issues.
The Council Speaker: The Council Speaker acts as the representative of the people during cabinet meetings, works with the cabinet to help create, or limit laws, tariffs, and taxes, that would best serve the interests of the liberties and freedoms of the Citizenship.
The Surgeon General: The Surgeon General is charged with all the affairs of health issues of the country, and oversees all medical facilities and medical response companies, and organizations.
The Contractor General: The Contractor General oversees all building and maintenance of harbors, public buildings and ships, machinery, vehicles and roads. The Contractor General is also charged with fire protection of the country.
The Port Master: The Port Master is charged with inspecting all foreign vessels entering harbors or airports, he is charged with immigration and customs affairs, boat registrations, public boating awareness and safety, all loading dock operations, sea and air traffic routing, and handling of hazardous materials.
The Treasury Secretary: The Treasury Minister administers the public money, collects any taxes, tariffs, oversees buying and selling of public stocks or fund raising projects. The Treasury Minister observes the management of each Public Corporation industries financial dealings, ensuring the integrity of the managing of monies for all Sovereign Citizen stock holders, the Royal family interests, and the distributions of funds approved by the Sovereign Citizens. Any negative reports are brought before the Census Tribunal. The Treasury Minister advises the National Council on budgets issues.
Legislative Branches:
National Council: Members of The National Council are elected 1 from every 50 persons, until the population reaches 1,000. The National Council proposes laws, taxes, tariffs and yearly budget spending. A Council Speaker is elected by The National Council, who presides over the Council and is able to cast a second vote in a split decision vote.
National Board of Directors: Every industry has a director elected from people working in said industries. The National Board of Directors Chairman is the Prime Minister. The National Board of Directors will elect a Vice Chairman from among the members of the National Board of Directors. The National Board of Directors will review all new laws proposed by The National Council for approval, to guaruntee any new laws, taxes, or levies do not negatively affect the countries industries. After a majority "yes" vote, for all reviewed proposed laws, they are then directed to the Ruling Prince for final approval. In the case of a split vote by The National Board of Directors, The Census Tribunal can cast 1 vote. If the Census Tribunal is a split vote, then the Prime Minister may cast another 1 vote.
Judicial Branches:
The Census Tribunal: The Census Tribunes will elect a Judge Tribune from among the current Census Tribunes. Census Tribunes serve a four year term, and each will serve as Judge tribune for one year. The Census Tribunal, vote on laws, and proposed laws that may be unconstitutional. The Census Tribunes take the census of all the citizens, both to register them in the electoral rolls, and to assist them in voting. They supervise the citizens morality, social needs, and popular opinions. They also draw up the list of candidates for the Prime Minister, The National Council and The National Board of Directors. The Census Tribunal has the authority to direct the National Security Force to expel/remove those who are unworthy to hold there elected positions. There are 4 Census Tribunes, 1 elected by The National Council, 1 elected by The National Board of Directors, 1 elected by the Sovereign Citizens, and 1 appointed by The Prime Minister.
The Peoples Court: Each area of the nation will have a Peoples Court, crimes are heard by Sovereign Citizen Judges. A Peoples Court will consist of seven Sovereign Citizen Judges, they will elect a Sovereign Citizen Speaker who will announce judgment in there behalf and preside over the group. The Ruling Prince, will appoint Royal Mediators, who will conduct all the formal processing, and conduct the formalities of the Peoples Court, maintain the security and order of the court, until all parties are heard and judgment is served. All judgements are carried out by the National Security Force.
National Court of Appeals: The National Court of Appeals entertains requests for court decisions to be reheard. The National Court of Appeals is administered by a Royal Mediator, and cases are heard by a group of 13 Sovereign Citizen Judges. All judgements are carried out by the National Security Force.
National Security Force: The National Security Force is charged with the duty of protecting the Sovereign Citizens of New Pacific, investigating crimes against the public and government, it is responsible for maintaining law and order within the territory of New Pacific. The Prime minister is the head of the organization, all affairs of the organization are directed to the office of The Prime Minister. Funding comes from The National Councils proposed budget, and is distributed by the Treasury Minister.
Sovereign Citizens: At the age of 16, any person may apply for citizenship. Every sovereign citizen has the ability to cast a "yes, or "no" vote on any proposed laws, taxes, tariffs and yearly budget spending, made by the National Council, and approved by the Board of Directors and the Prime Minister. Only after a two-thirds majority yes vote, by all counted Sovereign Citizens votes, are any proposed laws passed. Voting takes place once every three months, in an emergency situation determined by The National Council and The Census Tribunal, laws may be passed by The Ruling Prince, until a vote can be made by the Sovereign Citizens.
