Bloated officer corps (cadre concept)
�Taylorism� treats people as interchangeable parts-this equates to �best business practices� of today being applied to the personnel system (rotation of individuals in Iraq and Afghan)
Efficiency in personnel management policies may drive some to a IRS solution whereas unit manning actually provides �better value� because of the increased capability of the unit
We don�t measure effective units in our readiness system
Creates tremendous turbulence in the pursuit of generalist based practices
Accessions process relies on numbers instead of quality
