5. Each New Mexico resident employed on your production (excluding Extras) must
complete a Declaration of Residency form, a legal binding form which indicates they are
in fact a New Mexico resident and provide proof of residency, which can be one of the
following:
a. valid New Mexico driver�s license
b. or current New Mexico voter registration card
c. or copy of last year�s New Mexico personal income tax return

A Declaration of Residency form is required for the payroll of every New Mexico resident you
include for the tax rebate except for Extras/Background Talent and you must get proof of
residency (valid New Mexico driver�s license, current New Mexico voter registration card, or
copy of last year�s New Mexico personal income tax return). Please make certain that the
employee completely fills out his/her Declaration of Residency form, and include a copy of that form and a copy of their proof of residency in your tax rebate package.

I read it this way, since the film companies do not get any tax incentives on the background actors of a film they can use this to their advantage to pay us less. Since in a sense we are a drain to the production financially. In my opinion that might be true in the financial sense but in the artistic sense and the sell ability of the film. We make it believable and real. Again I open this up for discussion. Remember even if you are SAG and you are doing background work this applies to you as well. Since Non-Union and SAG Background are in the same boat.

Wages are as follows your base rate (for example $64/8 meaning that you get $8 an hour. The industry standard is Time and 1/2 after 8 hrs, and double time after 12. Love N Dancing is Paying $64/Day meaning that on average it is 12-15 hr days and you are only getting $64 Flat Rate for your day.Plus you have to wait 30 days to get paid. You are considered a vendor.
In Your Dreams are paying: $50 dollars a day.
The War Boys: are not paying background actors & most of their crew.
Fool's Gold are not paying background actors
Lives of Angels are not paying background actors
and there are others paying below minimum wage.

According to working sources in Los Angeles the minimum wage for Background Actors is $9.00
Don't let them tell you that the wage is lower and that is the industry standard.
