The Commission may shall permit the construction and operation of electrical generating facilities upon a finding that such generating facility and associated facilities including transmission lines and equipment (i) will have no material adverse effect upon reliability of electric service provided by any regulated public utility and (ii) are not otherwise contrary to the public interest. In review of its a petition for a certificate to construct and operate a generating facility described in this subsection, the Commission shall give consideration to the effect of the facility and associated facilities, including transmission lines and equipment, on the environment and establish such conditions as may be desirable or necessary to minimize adverse environmental impact as provided in § 56-46.1. In its consideration of whether a generating facility and associated facilities are contrary to the public interest, in order to avoid duplication of governmental activities, the Commission shall be bound by the permits and approvals of federal, state, and local agencies charged by law with responsibility for issuing permits or approvals regulating environmental impact and mitigation of adverse environmental impact or for other specific public interest issues such as building codes, transportation plans and public safety.

January, 28, 2002 - Last night, 11:00 o'clock news, a piece about the S.C.C., having authority stripped away from them, by the Senate Commerce and Labor Committee, headed by Senator Tommy Norment, of James City County, The Republican sponsor of the bill, which, according to the reporter will result in unlimited numbers of power plants to be built in Virginia.

Norment considers himself the father of Virginia deregulation, telling everyone he's the only one who understands the new laws because of their complexity and the uncertainty of there promised results. He and his committee have been crafting legislation, as the move toward deregulation has progressed, removing any potential obstacles, such as the S.C.C., who might have provided environmental protection benefits to the citizens of this Commonwealth. Norment has removed the threat of cumulative impact to the utility industry with the crafting and passing of this latest law. It's a huge win for the polluters of the environment, the utility companies and big business. It's a huge blow to the environment and the citizens of Virginia! He's leaving the responsibility in the hands of the D.E.Q., who's record in the past has been dismal when it comes to protecting Virginia's environment, and allows power plant pollution evaluation on a individual plant by plant basis, not collectively. Norment's latest law has succeeded in protecting the interests of the utility companies and preserves their opportunity for unlimited numbers of new power plants to be built in Virginia! Is he a believer or a deceiver?

How can they complain?      

We live in the second fastest growing county in Virginia. What was idyllic farmland and rolling rural pastures of beauty and wide open spaces, some filled with trees which assist in protecting the environment and the air we breath, has slowly been and continues to be transformed before our very eyes. There are those who question why this is happening in Fluvanna County. There are those who blame the growth on all the so-called outsiders moving into this neck of the woods. Our, "their", schools are bursting at the seams, we don't have adequate water in the county, we have no appreciable industrial revenue base to support our needs for a balanced and reasonable tax base. The county infrastructure is woefully inadequate and antiquated. But, we wouldn't need all this if people hadn't moved here and placed this burden upon us. How can we stop this invasion? What can we do to reverse this situation? Analyze why this happened? Cause and effect? Is it reversible? Is it far beyond repair?     What factors caused such a big interest in Fluvanna County? Was it the open country, the lack of crowding, general peace and quiet, no heavy traffic, its beauty? Or was it something else? Could it have been outsiders who came to this county and saw opportunity. Could these people have been developers? Was it cheap land easily rezoned for building houses? Low cost of living, very affordable taxes, reasonable commuting distances to Richmond and Charlottesville?     Regardless of whatever the exact reasons, Fulvanna County was ideal for developers and develop they did and continue to do. They will continue developing until the motivating factors no longer remain. No more available land or tough zoning restrictions, or a major economic recession which slows down the housing sector, a major slowdown in the growth of Richmond and Charlottesville.     The citizens of the county are victims of their own disinterest in their destiny. Apathy, not wanting to get involved, let the other guy do it, whatever the excuses may be, have produced the result.     Along come all the expenses associated with development, burdens placed on the taxpayers in the county, county government infrastructure, schools, safety issues, police and fire and rescue, and so on. None of which will go away but will become increasingly more burdensome.     Lack of foresight and just bad planning, not recognizing a need for a good clean healthy industrial revenue base to offset individual taxation or the inability by those few involved in the government of this county to manage the problem, have resulted in desperate measures which appear to the politicians as being lifesavers. Power plants have become the salvation of Fluvanna County. It was the only means of revenue offered. It was the counties salvation at any cost or at least they think it is.    But, in the meantime, our governors of development, our members of the Board of Supervisors and the Planning Commission, continue to foster development for their individual and collective benefit. The buddy system is alive and well in Fluvanna County. As for growth, who's complaining?  

Diving for cover!  

The airways are filled with Republican party spin makers siting the Bush administration having done nothing to help Enron and Ken Lay. Everybody is hiding, sidestepping, or under a rock while they attempt to protect Bush/Cheney/Ashcroft/The head of the S.E.C./ and every other Republican politician who was on the take. They are even trying to include Democrats, saying they were as just as guilty having accepted contributions from Lay and Enron. They are attempting to deflect criticism making this look like nothing illegal or shady ever happened. Ethically, it stinks! Unfortunately, it's all accepted practice in Washington and all around the country. Having listened to the "Clinton Spin" for so many years it's considered acceptable and normal everyday business. Ethically, it stinks! Our founding fathers must be rolling over in their graves! Speaking of hiding in caves, has anyone seen Dick C. lately?

Electricity Deregulation

Show me! Prove to me with fact, not rhetoric, not somebody’s vague promises, that deregulation will benefit the American consumer. I would like someone to provide a factual presentation of a working deregulation plan on a state by state basis. Of the states who have implemented a deregulation plan so far, which have been complete disasters, California is NO. 1, and which have been considered a success? Pennsylvania? No. They drove out the competition!

Using Virginia as an early participant in this experiment, and that’s what it truly is, the implied intent was deregulation would possibly foster competition between utility companies, thereby reducing the cost of electricity. We, the consumer would benefit by lower rates. Of course, in crafting the laws, between the politicians and the lobbyists and their backers, the utility companies and big businesses, somehow it appears the consumer will no longer be the benefactor of this huge scam. From the get-go, the utility companies were given a plum in the form of "Stranded Costs" recovery. Right up front, you the consumer is paying that in your monthly bill. The next feature in the law provides the utility companies the right to pass any natural-gas rate hike on to the consumer. Both these items account for the 41% increase in you electric rate since January of 2001.

Now to lull you into thinking someday, maybe, in the distant future, your rates may come down, if and when competition ever develops, certain individuals in Richmond, have at different times stated that sometime in 2007, when they let the horse out of the barn, take the rate cap off, that the so called competition they think may have developed will lower the rates and you’ll save money as a result.

What they failed to tell you is that there’s no way they can know if there will be competition, they are guessing, they don’t have any idea what natural-gas prices will be by then, that the minute they take off the rate cap that prices will not skyrocket.

This entire fantasy will be the legacy of one Senator Tommy Norment, (R) James City, Va. He's told you so! The only thing he's done is protect the interests of big business and you the consumer will pay the price. See you in 2007!

In who’s interest?

December 28, 2001 - The latest issue of the Fluvanna Review provides us with what is a certain individuals insight into the status of the water situation related to Aquasource, the private water company, owned by DQE. Interesting though, is the fact that it’s written by none other than developer Bill Anderson. For someone whose not an employee of that company, he has all the statistics and data available showing how there’s more than enough capacity to support existing and future needs for Lake Monticello, as well as a separate line for the CPV power plant yet to be hooked up. Additionally, Aquasource has submitted for an expansion just outside the lake, on 53, 600 and 618, to provide water and sewer for proposed new small businesses.

His story, obviously, is his attempt to dispel any doubts about Aquasource capabilities to provide service to the Lake as well as all the currently proposed future needs. As a developer, he has a specific interest in this topic and explains his purpose for writing the story. Normally, you would expect that a reporter for the paper would have interviewed Mr. Collier, who manages Aquasource, and quoted him rather than have someone outside the company, provide all the information, as in this case. Of course, Bill has a personal interest in this particular topic being a supporter of power plants and a developer as well. He's using the Fluvanna Review to spread his propaganda throughout the community, to give the appearance that Aquasource has unlimited capacity available for their current and future expansion.

    By the way, the Aquasource public hearing, with the S.C.C., for their application to expand is coming up in Richmond on January 9, 2002. Could that be the method to his madness?

Is it sprawl?

December 23, 2001 - With the approval of the plan for deveeloping the commercially zoned land, adjacent to Food Lion shopping center, comes further growth of Fluvanna County. Up to 20 new stores plus office space will be greeted by the residents of Lake Monticello and the county given that it’s a well thought out plan. In an area that had little or no shopping near by until the Food Lion shopping center was built and then the Guaranty Bank was added recently, along with the Texaco gasoline station, it appears that as many as 20 newly proposed stores might be overkill. Granted, the Lake population has grown rapidly and at the rate that new homes are being built, it won’t be long before the development will be built out. I just find it hard to come up with that many viable businesses which the community would support. Hopefully, the developer will build gradually, as the need arises, and not build stores that will sit vacant and become eyesores and hangouts for kids. If done correctly, it will be an asset for the community and the county. On the negative side it will also be a magnet for drawing more people to move to this area. As much as certain members of the Board of Supervisors complain about people moving into this county, the members of the Planning Commission, in approving this development, are providing the necessary incentive for more people to move into this area. We have all the right ingredients today to attract families to this area, low cost of living, attractively priced real estate, low taxes and easy commuting distance to Charlottesville and Richmond areas. As long as the job market remains healthy, demand will continue. But, along with this growth will come greater demands on our school system, fire and rescue departments, county infrastructure, and our roads, all inevitably driving up the entire counties taxes. It’s the price we will be forced to pay for growth.

What’s unfair!

 

December 13, 2001 - Listen to all the bleeding-heart liberals whining about all the unfair treatment America is giving to all the immigrants living and working in this great country.

Story upon story flood the media about how this group and that group is being treated unfairly.

All the heart rendering rhetoric, the struggles by these people, having come to this country for a better life or education, abound in the liberal media. They all claim that they are being treated unfairly for a number of reasons. These aren’t just Muslims, who say they are being singled out because of racial profiling, but immigrants from all around the world, who are Christians, Jews and any other religion on this planet. These are people who were given the opportunity to enter this country, legally or otherwise. This privilege which dated back to the 19th Century, is how this country was built. People by the millions came here to escape poverty or oppression, to start a new life based on the premise of equal opportunity. Some were more successful then others. Some became rich while others barely existed. Still, they all had something they wouldn’t have had if they remained in their country of origin, freedom and the unalienable rights given to them by the Constitution and the Bill of Rights.

Today, according to all these liberals, these people are being persecuted by our government or by the citizens of this country. Their jobs are being threatened, their education is being threatened. Some might even have to leave this country, having entered illegally. Some have broken the law while others knowingly have deceived our government. Some have entered on false passports. Others have obtained fake identification and drivers licenses. All are not truthful which affects those who are honest and law abiding citizens.

The events of September 11th have had a dramatic impact on all the people living in this great country. Many thousands have been victims of terrorist animals who would destroy our way of life and take away our freedom. There are those killed that day, their freedom taken away by these religious fanatics. There are the husbands and wife’s and children of those same victims, who’s lives have been devastated. Entire families who have suffered traumatic consequences. No longer will we be able to enjoy all the freedoms we had prior to the infamous day. All our lives have been affected.

So don’t complain, all you liberals , who’s minds have been warped by the lousy liberal establishment and there bleeding heart professors. We may not be perfect, but we are a damn sight better than anything the rest of the world has to offer.

Isn’t about time you stood up for preserving your freedoms instead of whining about democracy!

A taste for Champagne!

December 11, 2001 - As the picture becomes clearer, we begin to see how this entire scenario is being played out. No matter what the issue or circumstances are, the Board of Supervisors votes in favor of power plants. But, as seen all around the country, what was a crisis a year ago no longer exists. What was a crisis a year ago was in part just greed using a ploy to deceive the public, the government and the regulators in the name of deregulation of electricity. When the full story is finally revealed, and it will be, the public will be awakened to the fact that it was all a means to an end. That end was a scheme devised to take a benign industry and make it highly profitable business of trading electricity. Without any oversight, and using the Internet, Enron Corp. and it’s management, was able to run was appears to be a "Ponzi Scheme". Now, it’s unraveled and investors and employees have become the victims. The big guys have made millions, at their expense. It’s called greed. And it may turn out that there are other corporations out there who will collapse just as Enron has. Time will tell. In the mean time, here in Fluvanna County, what was at one time a story of our need for more power has been revealed as just a need for money. It’s been a money issue from day one. It wasn’t that we needed more electricity. It’s always been we needed more money to fund our visionaries $16 million dollar budget. When the opportunity presented itself, our county leaders jumped on it. It was their savior. No matter what the consequences, in their greed they became consumed with the counties need for power plants. It’s never been anything other than how can we find a way to fund our grand plan.

What the citizens need to watch out for is the disappearance of the power plants and the loss of revenue whatever that might have been. That burden created by the grand plan will then be placed on you, the taxpayer. What’s ironic is that with all the so-called planning by the Planning Commission, the famous Comprehensive Plan, the thousands of your taxpayers dollars used to hire three consulting firms to assist the county in it’s planning, we have members on the planning commission and on the Board of Supervisors, complaining about the extravagances in the budget. And remember, the budget doesn’t take into account any overruns. You can use the overrun on the courthouse as an example. Our visionaries are unable to see overruns! Our visionaries are mesmerized with power plants. So much for champagne taste with a beer pocketbook!

December 7, 2001 - Before I get started, I’d like to remind everyone of this day of one of our countries tragic events, Pearl Harbor. We swore that never again would we be caught sleeping, but over time we forgot, and became the victims of foreign terrorists. This lesson in history needs to be taught to every American child, in our history books, as a reminder, never ever be lulled again by Left-Wing

Liberal professors who have and are continuing to destroy the minds of our future generations. The Hawks allowed this tragedy, giving in to the Doves!

December 7, 2001 - As this story gradually evolves, we begin to see what’s behind Tenaska having established a separate company to handle their water needs in Fluvanna County. Already there’s a deal being worked on for supplying water to the Fork Union Sanitary District. The Board of Supervisors no sooner voted in favor of East Coast Transportation, Inc. request for right-of way for their water lines, they appointed Jerome Booker to some Virginia Water Board, to work on this deal, which had to have been planned even before the vote. It leaves one with the feeling that our elected representatives are feeding we citizens with facts, after the fact. They have devised a plan, along with Tenaska, and East Coast Transportation, Inc., but are keeping it a secret. By doing so, they are able to control and keep to a minimum public inquiry and possible public hearings. This technique is this administrations favorite. It’s the Mel Sheridan technique, similar to his surprise last minute appointment of Bosley Crowther to the Planning Commission. Spring it on them at the very last minute and they won’t be able to put up a fight or reverse the decision. Keeping us in the dark, with their hidden agenda, is this administrations favorite ploy!

It was at this point revealed by Supervisor Cecil Cobb that Tenaska and Jerome Booker along with the Fork Union Sanitary District were in talks to possibly receive water from the proposed Tenaska/ECTI water line.

 

Our developer visionaries!

December 2, 2001 - So much is going on in Fluvanna County you would think we have struck pay-dirt. It’s like the California gold rush! Changes of magnitude to the landscape and environment of this once rural farming community appear to be overwhelming. The county has become a developers dream. Opportunities abound. Proposals for this and that are rampant. Grandiose ideas with large proposed budgets for the county taxpayers roll off the lips of the Planning Commission, all the many consulting firms hired by the Board of Supervisors, and the developer infested government of Fluvanna County. The fiscal future of the county is in the hands of two proposed power plants. Our leaders see huge amounts of revenue from these two facilities, which in their eyes are limitless. Despite all of the recent revelations surrounding electricity deregulation, the coincidental admission by the State of California and the State of Virginia, that there isn’t a need for all the proposed power plants in each state, the collapse of Enron Corp., the largest business failure in the history of the United States, who was, by the way, the father of electricity deregulation, and sold the idea to the federal government through its friends in power back in the 90’s, our visionaries are prepared to rush forward keeping a blind eye toward reality. Call it lack of planning or lack of good planning, much of what we’ve seen so far is the vision of the land developers in this county and in the individuals who prepared the Comprehensive Plan for the county. Dependency on Tenaska and CPV for the fiscal future of this county is shaky at best. Utility companies throughout the country are scrapping plans for expansion due to the glut of new plants that have recently come on line or are in the process of being built. What was thought to be a national crisis, fostered the deregulation debacle in California, is fast disappearing and realizations are setting in throughout the country. The last thing the utility companies want is a glut of power which will result in lost profits of a very large magnitude. If the slightest evidence surfaces indicating a potential business risk, business plans will be put on hold or just scrapped in certain cases, which could possibly lead to serious lost revenue by Fluvanna County.

What’s at stake in Fluvanna County is it’s fiscal future. The county has grown rapidly and does and will have needs to support that growth, but, calm rational in choosing what’s a necessity versus what’s a luxury should be of the first order. Remember, it’s the citizens of the county who will suffer the consequences of poor planning, not the developers, who will benefit from the grandiose ideas.

A county full of favors

November 20, 2001 - It's quite apparent from reading the article on the new courthouse in the Central Virginian, at least to me it is, that one Bosley Crowther has and continues to be the recipient of political favoritism by the Fluvanna County administration, et al. I'm only beginning with the courthouse right now. Question? How does a piece of land appraised at $70,000 increase in value to $225,000 in just two years? Now, either the appraisal was incorrect, Kent Loving's responsibility, or the Board of Supervisors made a egregious error when they approved the purchase of the land for the new courthouse. Research, I'm sure will come up with the excuses used, at the time, made by the BOS at the time of their vote. This is but one of the incidents where the administration looked favorably upon Bosley Crowther.

His tactics, by which he acquired 10.4 acres of land on 600, across from the Slice Gate at the Lake, may have been legal according to the law, but morally they can be questioned. Upon acquiring the land he applied for a re-zoning and it was quickly approved by the administration, making it now a commercial piece of land. Conveniently, now enter Aquasource into the picture. They are now applying to spread into the county, all around the perimeter of Lake Monticello, and , by coincidence, including the 10.4 acres Bosley Crowther owns, on the far side of 600, not on the Lake side.

Now, prior to this most recent event, Bosley Crowther, who by the way, was the counsel for C.P.V., in their quest for a SUP to build a power plant within a mile of Lake Monticello, was appointed, "with the speed of light", to the Fluvanna County Planning Commission, ahead of numerous other potential and viable candidates, by none other than Supervisor Mel Sheridan, who had just changed his original vote on the second request by C.P.V., in favor of their S.U.P. What a coincidence or was it? I won't go into the excuses given by Mel Sheridan, except he was obviously influenced by someone or something causing him to change his vote.

So, now you have Bosley Crowther part of the administration, yeah, I know it's a voluntary position, attorney/developer, working along side Bill Anderson, developer, Ron Gale, developer and business partner of Bill Anderson, all together on the county planning commission. I failed to mention Pat Eager, a large land owner in this county and her husband, Minor, who's also a developer, although he won't admit it, also on the planning commission.

Now, add developer Len Gardner, Supervisor of Rivanna District, to the list of developers in the Fluvanna administration and what do you have? You have a county, being run by and influenced by, land developers with their own personal agenda for making money at the expense of the taxpayers.

Furthermore, what was originally a $4.7 million "Colossus", has grown into a $7 million dollar "Mega-Colossus", a huge expense to the taxpayers and it still lacks wastewater disposal, which will be an added expense as high as $2 million more or higher, by the time the big-time spenders get done.

All the fancy rhetoric by the legal community, they love it, doesn't excuse the irresponsible handling of the taxpayers money. It's quite evident that the public servants aren't serving the public, we who pay taxes in this county!

What’s happening with the economy, with numerous layoffs, and the obvious effects of the terrorist attacks, the free spending public is being seriously affected in the pocket book. The tighter their pocketbooks, the bigger the realization of the taxes they have to pay. It’s sort of a wake up call to a generation of citizens who for the past 10 years have been living high on the hog. Maybe now they’ll be watching the Fluvanna County administrators more closely when it comes to spending "their" money!

Correction!

November 13, 2001 - It was in their plan. I stand corrected. Aquasource was aware of and did include the 10.4 acre, re-zoned to commercial, piece of property owned by Bosley Crowther, a member of the Planning Commission, in it’s proposed expansion outside the boundaries of 600,618 and 53. It appears they will not be limited to just the Lake side of the boundaries which will allow for future expansion to the proposed CPV power plant, and Nahor, where a certain friend of Len Gardner and Bill Anderson, specifically Ron Gale, also a member of the Planning Commission, owns land. It also allows them to run lines to the Fox Hollow development on the far side of 53, as well as any other development existing or proposed, possibly land across from Quaint Lea, on 53, where a new road has been cut in for the purposes of development. Actually, they will have the ability to expand further into the county. Watch for development across from the main gate of the Lake, like a strip mall. It was thought that before they would be allowed to expand outside the Lake, they first where legally required to support a fully built out Lake Monticello community. That would appear questionable. And why do the same names keep cropping up on these issues? Because they are the developer/politicians running this county or friends thereof! Intelligent development of this county, preserving its rural/agricultural attributes, would be favorable to all who live in the county. Development strictly for the sake of profit will promote sprawl and destroy it’s best attributes for the sake of a few greedy individuals. We are gradually seeing who the beneficiaries of this expansion will be. Numerous individuals on the Planning Commission as well as the Board of Supervisors and their friends, and we know who they are!

Recipe for Sprawl!

In a recent vote by the Board of Supervisors, calling for the S.C.C. to hold a public hearing, requested by Norma Hutner, regarding the proposed expansion of water and sewer by Aquasource outside the Lake, there was only one vote against. That was by Supervisor Len Gardner. Gardner's motive is to push the Aquasource expansion outside Lake Monticello, as quickly as possible, with as little observation as possible by the public. Helping his buddies and himself to water and sewer for further development, especially for Bosley Crowther, a buddy on the Planning Commission, with his 10.4 acre parcel on the far side of 600, opposite the Rescue Squad building, for the 100,000 sq. ft. building he's planning to build there. When will the citizens of Fluvanna wake up and open their eyes. Len and his business partners are the land developers, along with many of his close supporters, some who claim they're just poor farmers, or just aren't sure what they are, who's only interests are using their political position at the expense of the citizens of this county. Unplanned development of this county, with constant re-zoning favorable to the developers, inadequate planning for the safety of the community, a Comprehensive Plan that allows for unlimited numbers of power plants, and a penchant for unlimited spending are but a few of the problems facing Fluvanna County. The Planning Commission and the Board of Supervisors in Fluvanna County is loaded, packed and stuffed with land developers ( example; Mel Sheridan's appointment of Bosley Crowther to the Planning Commission ) and those who are business partners and with common business interests at heart. These people would like you to believe they are just simple public servants volunteering their time as public spirited citizens. The truth is they are but a few arrogant, egotistical, self-serving, greedy individuals who are talking advantage of the citizens of this county. Ask yourself, "Why does Len Gardner always vote in favor of Aquasource"? The further out into the county Aquasource is allowed to grow, the bigger the sprawl becomes in the county! This proposed expansion is only to serve certain land developers who own land on 600, 618 and 53. The most obvious is Bosley Crowther. His is the only known piece of land on the far side of these roads. It was originally thought that the expansion would only be on the lake side of these roads. What else isn’t yet known? Who owns the land on 600, 618 and 53 to be served by Aquasource?

Why does Aquasource want to expand unless they have been promised sufficient business to cover their cost of expansion? Let’s get the facts and the truth out for the public to see! 1. August 18 2000 Tenaska withdrawal application shows a 42 inch pipe and a request for 16 million gallons/day withdrawal

2.November 15, 2000 "secret fax" from, Tenaska and Hunton and Williams to Fluvanna that changed mel's vote that states , "Tenaska intends to draw its necessary water, approximately 7,000,000 gallons per day, from the James river..........It will do so using pipe of 24" to 30" in diameter................There is no implied obligation for Fluvanna County to assist it in acquiring any property interests to route the pipe........"

3. October 31,2001 Riparian Landowner notification from the DEQ about the Virginia Water protection individual permit for "East Coast Transport Incorporated ( a water utility company set up by Tenaska ) application to run a 12 mile pipeline . The project will result in the withdrawal of 18,000,000 gallons per day and will cross approximately 22 small streams in Fluvanna

What’s behind the changes in volume required to operate Tenaska’s 900 megawatt power plant. Is it because the Tenaska engineers don’t know how much water it will take to operate this proposed plant? Or is there a hidden motive behind these higher numbers? By law, will East Coast Transport Incorporated be required to supply all 18,000,000 gallons of water per day exclusively to Tenaska for use at the power plant only? Or will Tenaska only purchase water from East Coast, as required, on a day to day metered basis. Will East Coast have the right to store and sell any or all surplus water to anyone it chooses? Will or is East Coast going to be a supplier of water to Fluvanna County? Has this deal already been made without the public being notified? What’s the real number of gallons that Tenaska will use? Is this more of the hidden agenda in the county government? Was East Coast set up just so it will have the ability to do whatever it pleases as a private company? Just suppose Tenaska only needs 7,000,000 gallons a day. Who’s going to get the remaining 11,000,000 gallons? If the water being drawn from the James were only being used exclusively by Tenaska, then why was it necessary for them to set up a separate company just for water? There’s more to this than meets the eye? Why aren’t we citizens being told? Was this idea hatched and then agreed to behind closed doors? Is this why certain supervisors voted in favor of the Tenaska power plant because they were promised a water utility company and the county wouldn’t have to pay a cent for it? The truth will surface someday! Stay tuned!

Congratulations to Norma!

We can all be thankful for the outcome of the election in the Rivanna District. The citizens saw through the hidden agenda. I believe it sends a message to people like Len Gardner, who has used his office to further his own personal business interests. If he chooses to run again he just might experience the fate of his business partner, which will be no loss to Fluvanna County and the residents of Lake Monticello! We have need elected representatives who don't have their own personal hidden agendas and starting now, with the choice of Norma Hutner, is the first step in the right direction! Hopefully, the day is fast approaching when all of Fluvanna County's elected representatives will be only those who listen and hear the people.

County and Country!

More and more political signs are appearing on the landscape. As we draw closer to the day of reckoning whoever has the most and the biggest signs will be the winner. When we citizens make our decision, as to which candidates we’ll be voting for, I’d say it’s safe to say, "We’ll not base our decision on political signs". I would have to believe that the citizens that do vote are very astute individuals, with strong concerns about the future of this county and the issues it will be facing. Now, there lies the biggest problem in Fluvanna County. The citizens that do vote, which doesn’t even come close to a majority, reflects the disinterest of the majority of the residents of this county with regard to the counties future. Recognizing that this isn’t uncommon in America, that there’s a great deal of voter apathy, whether it be State or Federal elections, somehow with the recent events, which have threatened our country and our lives, the citizens had better get interested and take control of the direction, we as a nation go. Starting at the grass roots and sending a message to all politicians is the least every citizen can do and should be the duty of every eligible voter. Remember, "Freedom is not free". That message can’t come from the weak liberal professors or the liberal newspapers or the news media in general. It has got to come from you, the voter, by choosing honest candidates and open government beginning at the local level. We can no longer be a nation of complacency living "Fat Cat" lives. Your way of life is being threatened. Now, more than ever, it’s time to protect yourself and your country by voting into office only those people who have your interests and those of a free democrat society as their priority. Seeing through candidates with hidden agendas shouldn’t take a rocket scientist. That’s why on November 6th, vote for Pat Kershaw, in the Columbia District, and Norma Hutner, in the Rivanna District. Two votes for honest open government!

Get out Tuesday and make your vote count!

Another misstep?

October 21, 2001 - Naive, I doubt it. Just another attempt, by Bill Anderson, at trying anything in his bag of dirty tricks. His most recent, using a federal official, in an advertisement, to endorse him, which is a violation of the Hatch Act? His failure to understand and follow the election registration procedure was but another misunderstanding? Is this just another example of how he operates? Is this his normal operating mode? Do it my way or don’t do it at all? How would he perform as a Supervisor? Would deception be his tactic on any issue favorable to him and his business partners? Would his decision making be a collection of costly missteps? Costing "US" the taxpayers? Don’t be fooled by his sweet talking rhetoric and advertisements!

Make your vote count on November 6th!

Water for his Bowling Alley!

October 12, 2001 - Someday the Fluvanna County Board of Supervisors will attempt to create a Water and Sewer Authority in the county, although one has been created by Tenaska to get water to their proposed new power plant, and will recommend running lines up RT15 to Zions Crossroads. There’s nothing up there on RT15, south of 250, that warrants creating a water and sewer district unless some developer is planning for some sprawl up there. Their attempt will be disguised by stating the need for an Authority to satisfy Palmyra, the new courthouse, Pleasant Grove development and any other future development centering around county’s infrastructure growth. Somehow, as part of this scheme, they will find an excuse to create a district in the Zion Crossroads vicinity. How about, for future industrial development to expand the county revenue base? No mention of the bowling alley will be made. Anyone with business interests in the area should be excluded from voting on the issue, right?

If allowed, who will be forced to be the customers of this proposed Water and Sewer Authority? Would this be for commercial business property only? Who would have control of the water and sewer rates? The Authority! Is this a self-regulated Authority? Yes! Is it beyond the control of the BOS once created? Yes! You don’t think the Authority could operate financially with just one customer, the bowling alley, do you? Will mandatory hookups be required? Yes! You’ll never get a permit for a septic tank in any districts they create. How many residents in the county will be required to give up their wells and septic tanks? Will they be prepared to pay whatever fees the authority decides to charge? How would the infrastructure be financed and how and who will pay for it? Most likely with bonds issued by the county which means you'll pay, in you taxes, for the next 30 years. If a referendum on the bonds is required and put to a countywide vote and approved, every taxpayer in the county will end up paying, even residents of Lake Monticello. Could the BOS exempt anyone living at the Lake? The Lake represents a very big percentage of the counties population. Without them, wouldn’t it put a large burden on the remaining county residents?

The citizens of Fluvanna County had better realize what’s behind Bill Anderson’s running for supervisor in the Rivanna District. Between Gardner, Sheridan, Pace and, if elected, Anderson, he’ll be guaranteed four out of six total votes on any issue brought before the Board of Supervisors. Just as they all voted in favor of power plants, for sure, they will all vote in favor of getting water up to the Bowling Alley to help their buddy at the expense of all the citizens of Fluvanna County!

It's time to clean house!

It’s time for a change!

September 29, 2001 - Where does Mel Sheridan get off making a snide remark about a citizens comment at the last board meeting. My understanding is that there's a five minute period allowed for citizens to make general comments at the board meetings. Is this just another example of continued arrogance on the part of a Fluvanna supervisor? In my opinion he owes Brenda Beazley an apology as well as the citizens of this county. His behavior is a reflection on the government of this county which belongs to the citizens of this county, not Mel Sheridan. He's just an elected representative of the people and not the county dictator! Did he order that comments must only be related to the terrorist situation? Or was it because he does have a personal interest in the subject of the general comment? His opinion regarding it not being the appropriate time for this citizens comment may be his opinion, which he's entitled to, but that doesn't mean we citizens must agree with him. This is a free country and we are all entitled to speak freely. Isn't that the purpose of the general comment portion of the meeting?

Time for a change!

Campaign tactics!

September 25, 2001 - He’s using the same tactic used by Len Gardner back during the last election. He professes his campaign will be on the issues. He’s using the same people to write their personal attack letters, that were used against Suzy Morris, in the last election, when his business partner was running for Supervisor. These same individuals attack the person, and by coincidence, are both published in the same issue, just another example of the type of campaign this individual will resort to, such as sign intimidation and inaccurate personal attack letters in the LenBill Review. He’s even had to resort to writing a letter, of all things, in another newspaper, in which he tried to explain about his "questionable" qualification as a candidate in this coming election. Did he tell you that was Jeff Haislip that got him an extension and saved his butt? Jeff first denied it verbally, that is! But, there’s evidence in a letter by Jeff, to which he now has admitted verbally, to at least one person, that he may have erred. The truth is he contacted Lorraine Thompson at the State Board of Elections and got "Billy Boy" an extension. What interest did he have in "Billy Boys" filing for candidacy? Did he show any interest in the filings of the other candidates? Did he show an interest and step forward to help Fred Dike's efforts at becoming a candidate. Fred Dike filed all his required forms and petition signatures by the required deadline (a deadline set by the State Board of Elections that clearly states must be met or a candidate's name will not be allowed on the ballot. Fred Dike's only mistake was a misunderstanding of what constituted a "qualified voter" in his district. He was not granted an extension and was told he had no recourse. Thus, he was disqualified from the race and will not be on the ballot. Gee Jeff, why didn’t you get Fred an extension? Why was Bill Anderson entitled to an extension and Fred Dike wasn’t? And above all, why wasn’t "Billy Boy’s" letter published in the LenBill Review? Maybe the Editor of the Fluvanna Review wouldn’t publish his letter. Meanwhile, he’s running his "Billy Boy" halo ads and long compassionate stories in his paper trying to impress everyone of his deep concern as a candidate. His background has taught him all the tricks of the trade. Meanwhile, behind the scenes, he resorts to having his "friends" participate in his sign removal campaign. Maybe he’s learning from the Columbia District. Who’s in charge of there sign removal campaign? And who’s running juniors campaign? Rumor has it, the old man is trying to get people to vote for his boy, resorting to the use of the Anderson "intimidation" tactic. It leaves the distinct appearance that it’s really senior whose running and the son is a puppet doing daddy’s bidding. Who’s desperately afraid of losing control of Fluvanna County? Above all, these are the people who are in favor of raising your taxes when there’s a surplus in the county kitty. These are the same people who conveniently have shut down the county web page so you can’t see the huge increases in the assessments which will result in "your" taxes skyrocketing next year on top of the .03 cent per 100 increase they have approved. These are the same people who have infested the Planning Commission with their business partners, the EDC, with their stooges.

Supervisors professing their voting decisions based on support from the Planning Commission, EDC and the Chamber of Commerce, instead of the interests of the citizens of this county, further demonstrates why they keep loading of the Planning Commission and the EDC with business partners, associates and stooges.

September 17, 2001 - Native logic says, "Don’t ever mess with my rural property rights".

Political logic says, "Don’t ever mess with rural property rights". That’s if you want to remain in office.

That explains why the planning commission and the board of supervisors avoids, like the plague, any issue or question related to cleaning up some of the "DUMPS" in the county. All it would take is one property owner being told to clean up their mess and one or more supervisors would be out of a job in the next election.

But, someone needs to explain then why small businesses in this county are messed with by the planning commission and the board of supervisors. Why are they given a hard time, about appearance, by certain individuals who are either former small business owners or current business owners or business partners, as a matter of fact? Wouldn’t you think that any business owner would support other business owners? Not so!

On the other hand, why are certain businesses given special treatment when it comes to building permits, zoning changes and other advantages with no question. Could it be that because of political connections, like your business partner is on the board of supervisors, and you and one of your other business partners are on the planning commission. Is that how you are guaranteed clear sailing on whatever you request? Is that how things work in Fluvanna County? Government run by business partners? How convenient!

You can stop this at the polls in November!

 

Protection from within!

We are at war and we must take definitive action to protect America!

Better we err on the side of our safety, not there's!

Once again the Liberals Democrats have put us in harms way! The Democrats were in power prior to W.W.II. The Liberal Isolationists were in control of Congress. When W.W.II began, after the SNEAK attack on Pearl Harbor, the government began rounding up Germans and Japanese, in this county, and either deported them, jailed them or put them in internment camps. Years later, as the liberals got back in power, we apologized and even paid large sums of money to those we locked up.

Here we are once again, put in the same position as 1941 by all the liberals in Congress and in the government. We let our guard down! Should we repeat what we did in 1941? How will we protect America from the threat from within?

It’s blatantly obvious that the FBI and the CIA were not capable of doing their jobs. Were they understaffed and under-funded? Were they sleeping on the job? Were the agencies filled with liberals? Were they run by liberals? Were there hands tied by the Liberals on Congressional Committees? Was the Clinton administration busy fighting sex scandals and not paying attention to what was going on in the country? This all didn’t just happen now, it’s something that’s been going on for years. The Clinton administration must accept responsibility for this disaster. He and his administration allowed our country to let it’s guard down and don’t anyone forget that! The Republicans in Congress aren’t blameless, either. They were hell-bent to nail Clinton and didn’t pay attention to what was happening in the country and in the world. For that matter, nobody was paying attention. I think they will now for a while until they let their guard down once again. We seem to have short memories!

Anderson logic?

September 14, 2001 - Did anybody read his column, in the most recent issue of the Fluvanna Review, about the planning commission decision regarding a request by Betty Nieding for a change to her original SUP for her small business, a barber shop, on RT 53. Her request was approved by a vote of 8 - 1. There was one stipulation, which will require Betty to put up a screen so her customers cars will not be visible to her neighbors. Bill Anderson cast the only dissenting vote. His lame excuse, was his concern about the uncontrolled number of cars parked, at any one time, at the barbershop. Did anyone speak at the hearing, like the owner across the street or anyone living within a mile, opposing her requested change? Who opposed the requested change because of to many cars parked there at any one time? I would like to get the minutes of the original SUP hearing and the latest hearing. But, since they are conveniently not available, and the county Web page isn't on line anymore, I guess that's not a good alternative. (The page you are looking for is currently unavailable)

What's Bill Anderson trying to prove? That he’s definitely against small business? Stop them at any cost? The church just up the road doesn't have screens. Anyone count the cars there? Is he concerned about the appearance of this county? Why doesn't he do something worthwhile with his life and clean up some of the very obvious "DUMPS" along RT 53. The barbershop is pristine compared to a number of garbage dumps in the vicinity of Pleasant Grove! I can name at least three for starters! Wait until his bowling alley is built. Talk about parking violations! Is he going to put up a screen so no cars can be seen from RT 15 and by his neighbors? What a hypocrite!

There must be a distinct difference between zoning in this county.

A. Rural, anything goes! Your allowed to do whatever you please, appearance wise, with absolutely no restrictions or concerns by the existing political machine running this county's government, for that matter.

B. Rural, with SUP, approved for small business, by which attempts at control by Billy Boy to stop small business are obvious, and who was appointed by Supervisor Len Gardner to the planning commission.

C. Industrial, where anything goes, like putting power plants in rural areas!

Just cut a ZTA and a SUP! There will only be 35 cars and a few oil tankers parked at the power plants, in a rural area! Are they required to put up a screen? What's the maximum number of vehicles allowed at any one time? How about that, Billy Boy? You voted in favor of the power plants! Does anyone recall him asking what the maximum number of vehicles would be at the plants, at any one time, at any planning commission hearings. Will they be more uncontrolled situations?

Another clear example of his continued attacks against small business in Fluvanna County!

You have the power to stop this at the polls on November 6th!

 

This is a necessary detraction from our local situation:

September 12, 2001 - December 7, 1941, September 11, 2001, both days synonymous of sneak attacks upon the United States. Once again we are at war! Make no mistake, this is a war but of a different kind. This is a religious war. This is a war which will have no end. It will not be fought like a conventional war of the past. This war will be continuous terrorist sneak attacks occurring each time we become complacent and let our guard down as just happened.

This is a lesson for every American. This is a lesson for all the Liberals who want to weaken America. This is exactly the same set of circumstances prior to December 7, 1941. The isolationists in Congress were in control. They refused to get America involved in war. By looking the other way they put this county in harms way and we became the victims of a sneak attack. Once again Liberals have looked the other way and our county has let its guard down. History should have taught us a lesson but apparently some politicians were sleeping when the lesson was being taught. We must become stronger and wiser and join together with one common goal. How easily we become complacent with all our comforts. Not until we are seriously threatened do we react. But when we react it must be mightily. This nation was a sleeping tiger on September 10, 2001. Now the world will see a waking tiger, just as in 1941, who rose to the threat and brought our enemies to their knees.

Now, every American should say a prayer for all those victims and their families of this tragic disaster and for all the brave heroes who have sacrificed their lives working in the rescue effort.

There, but for the grace of god, go I!

The sign is up! ANDERSON IN SMALL BUSINESSES OUT.

I did take Mrs. Anderson's advice and because I care about my business did put up a sign for both candidates. (Ha Ha)

Note these other businesses come to mind that asked for special land use permits and were shot down by "Billy Boy":

1999 my problems as a result of Bill's complaint

2000 the Proposed Video Arcade in Fork Union.Conveniently Bill's bowling alley will have a video arcade in it!

At the same time the bowling alley was approved, the Old Troy Post Office (owned by Shelby Batton Lilly) was denied a special use permit to sell antiques. What a cute business that would have been for our area. Years ago the old Troy Post Office was a store and Post Office until it closed after the new one on Rt. 15 was built. Someone changed that zoning I guess. I am not sure of how many other small businesses have been denied special land permits since Bill Anderson has been on the Planning Commission. What would be very interesting is to find out what "Billy Boy's" vote was for any small business were that approached the Planning Commission since he's been on it.

Bill really wants big business and one to put his name on would probably really make him happy! Like the branch of the library he wants put at the Lake. Will it be called Anderson's Library? The Carysbrook library is not large to begin with, if he takes half of those books and brings them over to the Lake Area, what will be left for the rest of the county? I noticed in the last Fluv. County review that the Barber Shop on Rt. 53 was granted their new special use permit at a vote of 8-1. The 1 being "Billy Boy" voting against it. Please share with others that the sign I put up is to let ALL Fluvanna residents and other businesses know that Bill Anderson does NOT support small business in Fluvanna.

Just look at how he votes when small businesses approach the Planning Commission. In addition, his wife's recent threat to me "If you really care anything about your business you'll put up signs for both candidates."

My sign is NOT in retaliation or revenge for what happened to me 3 years ago, but rather a warning for the small business owner in Fluvanna to look at the facts about Anderson and FIGHT him tooth and nail!

There are no secrets!

September 6, 2001 - How easy it is for a candidate to put on the appearance of running a clean campaign and sticking to the issues. In my mind a clean campaign is built on a foundation of honesty. If you stick to the issues and don’t attack your opponent and your opponent reciprocates then it appears your conducting a clean campaign. What goes on behind the scenes may not be the same as you read about in the newspaper, hear on the radio or see on TV. Behind the scenes tactics may very well be the exact opposite. Attempts to intimidate citizens are but one example of a candidate or someone working in the candidates campaign trying to frighten the public with the use of subtle threats.

In this county which is one of rural character, consisting of farms, little industry in it’s make up, population growth has been a major concern. This growth has created a need for expansion of the county governments facilities, additional capacity in the school system and expansion of the industrial revenue base. How this growth is managed will determine the future of Fluvanna County. The individuals given the responsibility for this task are elected officials who serve on the Board of Supervisors. Their decisions impact your lives and the lives of your families now and in the future.

What is truly important in the coming campaign is for the voters to choose the truly honest candidates and not those who will stoop to underhanded tactics such as intimidation. For if intimidation were to get someone elected what would you expect from your Board of Supervisors.

It certainly won’t be honest government.

Bailing out

September 5, 2001 - Deregulation of electricity has just been dealt a serious blow. The entire premise of deregulation is it will foster competition resulting in lower cost power for the consumer. Today, Shell announced that it’s pulling out of the Ohio and Texas power markets, further evidence of a faltering scenario for deregulation throughout the country. Lately, almost on a daily basis, stories are being published in various parts of the country pointing to the failure of deregulation in state after state. In each case higher prices have surfaced, competition has been driven out of some states, and serious doubts have been raised about deregulation. The advocates of deregulation may argue it’s to soon to see the effects but that in time, through competition, prices will eventually come down. The problem with that argument is they, the advocates, haven’t convinced the big guys like Shell and they are leaving the market. Goodbye to competition and next the death knell of deregulation in the USA. More fodder for the Boom and Bust scenario of Fluvanna County with it’s dependency on peaker power plants. At what point will the serious blow be dealt with a similar announcement from Tenaska and CPV! The future of this county, with it’s dependency on power plants, is on very shaky ground! I’m sure that our power plant advocates, Len Gardner, Bill Anderson, Buck Pace and Mel Sheridan will tell you otherwise!

Sure wish I could vote for both Hutner and Kershaw, but alas, altho' the BOS

votes away my clean air and approves not 1, but 2, power plants within about

2 1/2 mile radius of my home; not to mention raising my taxes, I only have

the opportunity to vote for 1 supervisor.

God bless Donald Weaver (my supervisor) and Cee Cobb (my children went to

school with him), may they live long and prosper. We need more people in this

county like them.

Report: End electricity price caps

Utilities seek change in Va.'s deregulation law

Higher wholesale electricity prices and changeable wholesale prices raise the cost for competitive suppliers and they leave the market, Rose said.

Possibly Tenaska and CPV? But they will be selling outside of Virginia! They’ll look to sell in states with no caps!

The commission warns, however, that high wholesale prices may keep those competitors out of the state.

Pennsylvania is held up by some as the model of deregulation. But, according to Rose, during the 12 months that ended in July, the number of competitive offers below the residential price charged by the old utility fell from 28 to two. States such as Massachusetts, New Jersey and California have also seen sharp declines in competition.

The survival of deregulation depends on competition.

People underestimated how much control of the market existing generating companies would have after deregulation, Rose said. ( a la Dominion ) That ability to affect prices has to do partly with the way the electricity system is different from other industries that have deregulated, he said. For instance, both suppliers of electricity and those who use it are unable to easily and quickly react to changes in the marketplace.

Only when demand for electricity drops, caused by a recession, really cool summer, warm winter or conservation by the consumer because of the high prices or building excess new capacity or any combination thereof, will there be a surplus of capacity ultimately forcing prices to drop dramatically.

The citizens of Virginia couldn't stop all the new power plants from being approved because the politicians see a windfall of revenue which has blinded them. So, let's go forward and build every new plant approved in Virginia and throughout the country. Let's create the huge surplus of electric power as quickly as possible. Then watch prices fall precipitously. And it won’t be the result of deregulation. That's when you'll see the new plants abandoned and the companies filing for protection under Chapter 11. Watch them disappear into the night!

But, this story is really just about an attempt by the utility companies to get the price caps removed. Exact same scenario as California. They had caps and there were unsuccessful attempts to have them removed by the utility companies, too. Today, in California, they’re selling surplus electricity at a loss.

Could that agenda be "Kickback x 3"? Lawton attempted to reassure the commission. "As far as a secret agenda, I’m not aware of any."

three different consultants, Wiley & Wilson, K.W. Poore, and Anderson & Associates, are working on various aspects of new regulations governing zoning and development in the county. Why does this county require three different consulting firms to work on zoning and development regulations?

Is this another example of the free spending credit card government in Palmyra?

Among other things, they ( planning commission ) frequently have not been invited to attend the meetings the consultants have held with various groups in the county.

Keep them in the dark! The planning commission is complaining about the way the entire process is being handled. Who's in charge? Is this Lawton's responsibility? The planning commission suspects some foul play, maybe?

Are the Supervisors being kept in the dark, too? Or are they in control?

Is this a case of loosely handled and poorly managed government contracts!

Who's managing the three consulting firms? Are these fixed price contracts? Is there a deadline in each contract?

Are your tax dollars being wasted here!

Deregulated Power Markets Are Costly

WASHINGTON (Reuters) - Consumers in states that have restructured their electricity markets are paying higher rates for power and getting worse service than those living in states that have not deregulated, according to a report released on Thursday.

``Consumers have been subjected to rate hikes and lack of competition not just in California but also in New York, Pennsylvania and other states that have restructured,'' said Mark Cooper, director of research for the Consumer Federation of America.

+ Twenty-two states are currently restructuring their electricity markets and consumers in early starters like Massachusetts and Montana have seen prices increase dramatically.

Until policy-makers address the underlying problems in electricity markets, the group recommended any state that has not deregulated or is in the process of doing so should slow those efforts or stop them altogether.

Gosh, they didn’t mention Virginia. My electric rate is up 41% since January. How’s yours?

You can thank Senator Tommy Norment for Deregulation in Virginia. He’s the best friend of big business and the big utilities!

Redistricting

August 30, 2001- Politics can be very disturbing when it comes to redistricting. There’s a common thread that exists throughout the Democratic and Republican parties each time a census is taken. The party in power, at the time, does everything in their power to divide the spoils obviously in their favor. No regard what-so-ever is given to the citizens impacted by changes resulting from the newly formed districts or the moving of district lines.It’s strictly to the victor goes the spoils. But how about you or I who become a helpless victim of the changes. Today your in the Rivanna District and the next day your in the Cunningham District. Today you vote at the firehouse by Slice Gate and the next day you vote in Fork Union. You live in a gated community called Lake Monticello and that’s where your interests are. Your a community member paying dues and taxes. Your a member of LMOA. But now you no longer will have a voice in the district which makes up Lake Monticello. You have been disenfranchised by somebody drawing a line on a map. Your neighbor next door is in Rivanna District and your now in Cunningham District. How can that be? You have absolutely no interests in the Cunningham District but still have major interests in the Rivanna District. You want to be able to vote on issues in your community but somebody has taken that voting privilege away from you. It’s the next thing to taking your right to vote away from you. All because to the victor go the spoils! This is the result of the work of Len Gardner and the creation of a single district with two supervisors. It’s the result of someone penciling a line on a map. It isn’t fair and needs to be corrected.

WHAT’S WRONG HERE?

August 29, 2001- Every candidate running for office in Fluvanna County in November is required to abide by the State Board of Elections rules for qualification. If you read and understand their rules each category required to be filed has a specific deadline for filing. August 21, 2001, 7:00 PM, was the deadline for this years election, to be held in November. All but one of the prospective candidates understood and met the requirements. That one was Bill Anderson.

As of yesterday morning, August 28, 2001, no "Statement of Economic Interest" was on file either with the County Registrar or with the County Administrators Office. In separate letters, one by Jeff Haislip, Commonwealth Attorney and the other by Alice Jones, Administrative Assistant/Clerk, Board of Supervisors, there’s conflicting information regarding his filing a "Statement of Economic Interest" . Haislip claims there’s one on file in the County Administrators Office. Alice Jones letter states there isn’t any "Statement of Economic Interest" on file in her office.

Haislip contacted Lorraine Thompson, with the State Board of Elections, and told her there was one on file with the County Administrators Office and requested an extension for filing with the county registrar. Ms. Thompson granted the extension but by no means later than tomorrow morning, noon on August 29, 2001.

It’s documented in writing folks. Oh, by the way, the only document Anderson ever filed with the County Administrators Office was a one page, green form, for Real Estate Interests and was filed when he was appointed to the Planning Commission. The form for the "Statement of Economic Interest" is a multi-page white document and never ever was filed anywhere, period. Ask Alice Jones and Roxanne Sprouse, registrar.

As of noon yesterday, Haislip conveniently got sick and wasn’t available to question on this matter.

Fluvanna County politics at it’s best! The only way to fix it is vote them out of office!

I’ve been very leery of the new power plant situation in Fluvanna County. I tried to attend each of the public hearings and helped out where I could to get the word out at Lake Monticello. The turnout at some of the hearings was pathetic. Not until the power plants go up will the disinterested citizens begin to realize that we will have a couple of bad situations that are going to effect our community.

This past week a home at Lake Monticello tragically burned completely to the ground. It was stated that at least 7 fire departments from all over the county were on hand yet they were unable to save the structure. Now, if we ever have a fire or explosion at one of these power plants who will we depend upon for help.

The Fluvanna County fire chief didn’t seem to think there ever would be a problem. In fact he stated at the CPV hearing he felt that if there was ever a need to evacuate everyone from Lake Monticello that the people would leave in an orderly manner.

If 7 different fire departments were required to fight a house fire at the Lake and it burned to the ground, with hydrants available, what chance would they have trying to fight a power plant disaster out in the county with no hydrants to supply water and relying on tankers for water.

I firmly believe we were conned by certain supervisors and the chief was reading from a speech prepared by those supervisors. The latest plant to be approved will be located at the doorstep of the most populated community in the county.

Think about this please and maybe something can be done about this situation before it’s to late!

WE THE PEOPLE DO HAVE RECOURSE

The following is a quote which appeared in the Central Virginian by Attorney Rae Ely:

According to Ely, "In Virginia, boards of supervisors have wide discretion to do pretty much whatever they wish regardless of whether it’s in the best interests [of the county]. The only recourse is to put them out of office at the next election."

What better way to express your feelings about the political situation in this county than to vote your convictions in the up coming election in November. Rally around your candidate or candidates of choice by supporting them now in every way possible. Do as much as possible to dispel the apathy which is rampant in the community. A big factor in the election results in Fluvanna County is voter apathy.

Speak out about the need for honest open government. Speak out about the need for supervisors who will protect the interests of the citizens of the county and not their personal and business interests. Speak out and try to convince your friends and neighbors to get out and vote in November. If you can, contribute financially to your candidates campaign and/or volunteer to help with their campaign.

Remember, your vote is the single most powerful weapon to fight for clean forthright government with your interests in mind!

Coal Industry Thinking

August 26, 2001- Further evidence of doubt and second thoughts about the movement by the utilities to all natural gas-fired power plants comes from the National Mining Association.

"A lot of the plants in the pipeline are natural gas," Gerkin said. "But the sudden price volatility of natural gas has a lot of utilities beginning to second guess themselves about its reliability."

Now this could just be a PR move by the coal people to raise doubts about the natural gas industry and try to convince Washington of the need to continue subsidizing the coal industry.But the statement about price volatility creating doubt and causing utilities to second guess the reliability of natural gas is just another story questioning this rush throughout the county to natural gas-fired power plants. It’s only natural that the coal people would try to place doubt in the minds Congress about the nations dependency on natural gas for all its new electric generating capacity. Their argument about price volatility is legitimate. Their argument is really an effort for survival by the coal industry.

The fight for $6 billion dollars in subsidies for the coal industry is at stake. Some $3.3 billion will be used as incentive money for the utility companies to install the latest clean coal technology in existing plants. With the price volatility of natural gas and this potentially big subsidy carrot hanging out there, will the nations utilities hesitate in their rush to all new natural gas-fired power plants?

Some utilities already have. If you thought your choices were:

a. Lose money on your new natural gas-fired plants due to low electricity prices.

b. Stay with coal and collect part of the $3.3 billion dollar subsidy by upgrading existing plants.

c. Don’t build new plants and contribute to the over-supply of electricity which will result in lower prices and lost profits.

Just some more thought given to the potential Boom and Bust economy in Fluvanna County.

Reality:

"The thing that really gets to me is that, suddenly, the state has too much electricity," said Marvin Bernstein, 72, a lawyer in Santa Monica. "It's absurd. Now they're selling electricity below what they've paid for it."

    August 25, 2001- Yesterdays Wiggle story was confirmed by two additional responsible individuals who are citizens of Fluvanna County. The following is an extract from the Virginia State Board of Elections mission statement:

Qualifies or disqualifies candidates for nomination or election to federal, statewide, the General Assembly and shared constitutional offices based on verification of petitions and other required filings;

The deadline has passed, it’s been confirmed he didn’t file, which by law should disqualify him! Will the registrar, Roxanne Browning Sprous notify him he’s been disqualified or will the State Board of Elections have to step in and take action? Stay tuned!

The Fluvanna Political Wiggle

August 24, 2001- Who’s a legitimate candidate and who isn’t? Inquire about the candidates for the up coming November elections. Call and speak to the people responsible for insuring that honest elections of legitimate candidates will be held this November. Call the Board of Elections and ask Registrar Roxanne Browing about the following:

Anyone else who is on any commissions and has a statement filed still needed to file their Statement of Economic interest with the Registrar in their voting district when they file.......... Bill Anderson hasn't done this according to Roxanne and the deadline has passed.

If this is fact, then Bill Anderson isn’t a legitimate candidate for the Rivanna District supervisor position in this coming November election. Next, watch for the announcement from the Board of Elections which will somehow allow Anderson to do The Fluvanna Political Wiggle and he and his political friends in high places in the Fluvanna Government will once again put something over on the citizens of this county.

Stay tuned for this one folks! Will his statement mysteriously appear in the file? Will they say they made a mistake and it was in the file all the time? What will the story be? There will be a story. You can bet on it!

Boom and Bust

August 22, 2001- Anyone who has followed the passionate controversy over new natural gas-fired peaker plants in Fluvanna County and it’s surrounding counties, Louisa and Buckingham, may be in for a shock. In a recent New York Times story about all the proposed new plants throughout the country, it appears that electricity has or will become a commodity much the same as gasoline and fuel oil. In the panic created by the California power crisis everybody and his brother decided they should be in the peaker plant business with potentially huge profits and have been rushing to get approval for new plants. But, now it’s become apparent that there’s an over abundance of newly proposed plants beyond the countries needs and also there's the inability of the natural gas industry to supply the gas for all these proposed plants.

There’s also a lack of transmission line capacity. As a consequence a number of utilities have scrapped their plans to build new plants and others are reviewing their options. Lower prices for electricity will prove these new peaker plants to be unprofitable to operate forcing some of the companies to cancel their plans. Should the number of new plants planned be constructed there would be a 50% increase in capacity in the country, well beyond demand, thereby driving prices down due to the huge surplus. Plants would be forced to shut down for purely economic reasons. A boom and bust scenario!

Since the current Fluvanna County government has chosen, on their own, despite the overwhelming opposition of the citizens of the county, to make this county almost totally reliant on peaker power plants for it’s economic base, and since the board of supervisors has already planned the spending of the proposed revenue from the approved new plants in the county, in their ridiculous new budget, it would appear their choice for a county revenue base is now potentially in danger of evaporating due the old supply and demand scenario. Is this a credit card government who has lost site of reality and responsible fiscal management? They were falling all over themselves in their rush to grab the golden ring but now that golden ring could quickly become dust. And Fluvanna County will go from boom to bust! All the excuses about not being able to induce other industry into this county won’t hold up anymore. The blame for failure will belong to the individuals in the government, on the planning commission and the E.D.C., in particular. What’s even more interesting is the fact that everyone serving on the EDC and the Planning Commission are political appointees, political cronies of the Supervisors on the County Board. Not one professional amongst them who knows the first thing about how to get business and industry interested in Fluvanna County! It also explains why all these people support people like Mel Sheridan, Buck Pace and Len Gardner on the power plant issues. They’re all their appointed political cronies!

A classic example is Len Gardner’s statement about why he voted in favor of CPV. He said, " The Planning Commission and the EDC were all in favor of the new plant". That’s why he voted in favor of CPV. All the political cronies, the buddies of Buck, Mel and Len.

A now for the big question. Will Tenaska and CPV change their minds and cancel their proposed new plants? That answer will be determined by the price of electricity and nothing else!

All they need to do is look to California as an example. All the panic and all the crisis has faded away. No rolling blackouts this summer and in-fact surplus electricity is being sold at a loss. Can’t you just picture Tenaska and CPV selling their power at a loss! Stay tuned!

We currently have 2 power plants in the area, Bremo and Gordonsville. If all goes as planned we will have 5 more- 2 in Fluvanna,1 in Buckingham,1 more in Gordonsville, and 1 at Gum Spring. 7 Power Plants within I think a 30 mile radius. That’s leaving out Lake Anna Nuclear Power Plant!

Welcome to the Secaucus of the South!

Keep in mind in November, when it’s time to vote, that Bill Anderson and Mel Sheridan are big proponents for power plants in Fluvanna County and favored putting one plant right in Lake Monticello's backyard. To top it off Anderson lives at the Lake! Mel could care less, he lives on the other side of the county far away from the new plant site!

July 19, 2001- Combining politics and the press is a dangerous and sometimes a misleading means of control of power. When you have individuals who have control over the printed word and at the same time hold political positions of responsibility there’s a natural tendency to impose political leanings on the community. There’s also the possibility of intentionally trying to influence the readers on issues of particular interest to the writers, both political and financial.

In the case of the Fluvanna Review, most if not all of the editorials written by Len Gardner and Bill Anderson are written with one purpose in mind and that’s to try to get the reader to believe their side of the issues in the county. Now, Gardner is a county supervisor, a position to which he was elected. Anderson is on the planning commission, a voluntary position, which makes recommendations to the Board of Supervisors. Also, rumor has it that Anderson may run for the new opening in the Rivanna District, created by his business partner, Len Gardner. Yes, they are business partners and have been for a number of years. So, not only do they have common interests in the Fluvanna Review, they have common business interests and common interests in Fluvanna County politics. Both belong to the Fluvanna County Republican party. So, now you potentially will have Gardner and Anderson serving on the board of supervisors representing the same district.

Unfortunately, there’s no other newspaper in the county that represents the county. The Central Virginian is available but doesn’t have any meaningful circulation in Fluvanna County. The Daily Progress is a Charlottesville publication with little or no coverage in this county except after-the-fact stories about county meetings or purposely released stories by the county employees or supervisors which are typically intended to lead the reading public or mislead as the case may be. The Rural Virginian no longer has an editor and doesn’t even have a "Letters to the Editor" section anymore. So, we in this county are left with one newspaper.

In may humble opinion, we not only have some very bad politics going on in this county but we are victims of a one sided newspaper as well. Len Gardner is on the board of directors of the Fluvanna Review.

There’s a desperate need in this county for two things. Interest not apathy by the public and a second newspaper not run by the county politicians.

It's no wonder why the Democrats aren't in control in Fluvanna County. They don't own a newspaper!

July 19, 2001- There needs to be an organized effort by the concerned citizens of Fluvanna County, between now and the November elections. Voting will take place for supervisory positions for Rivanna and Columbia districts. This will be your opportunity to put a stop to the "Gang of Three" and the way the government is run in this county. It’s your opportunity to elect honest individuals who will represent your interests and not their own personal agendas with total disregard of the majority of the citizens.

The organized effort should be by each individual with a interest in his community to talk with their friends and neighbors to develop as much interest and involvement as possible. Getting people out to vote is the key to winning this election. Typical imperturbability by the citizens will result in defeat and more frustration with the existing governing body.

In Columbia district, the position of supervisor is currently held by Mel (Flip-Flop) Sheridan. He has demonstrated he’s capable of making position statements and then changing his mind by reversing his position. He has demonstrated that he can be influenced by money in his decision process. The recent CPV deal sweetener is one example. What the Columbia district and the county needs is someone who will take a position and stand by it. In Mel’s case you’ll never ever again be sure of his position despite what he tells you to your face.

Running against Mel Sheridan in the Columbia district in November will be Pat Kershaw. Pat well known in the political circles and in the county as a straight shooting independent who will tell it like it is. He’s not afraid to speak his mind on issues important to this county. He’s also not afraid to challenge the current administration with regard to some of the things going on in this county. He’s a strong advocate of honest open government.

In the Rivanna district, with the new supervisor opening created by redistricting, there’s at least one candidate who’s announced their running and that’s Norma Hutner. If you want someone who’s actively involved in local issues and has a wealth of experience and knowledge, she’s a retired attorney, then Norma should be your choice. For those who use the net, Norma has a web page which will provide you with her position on important issues. She’s also not involved in any private business which could distract or conflict with her interest in serving the community.

Politicians controlling the only newspaper with largest circulation in the county is a classic example of a really bad situation for the citizens of Fluvanna County. The Fluvanna Review has been and is the vehicle by which Len Gardner and Bill Anderson present their editorial opinions to the public. Gardner is the supervisor of the Rivanna District and Anderson is running for the newly created second supervisory position in the same Rivanna District. If he were to be elected in November you would then have business partners sitting on the Fluvanna Board of Supervisors. I find it hard to believe that these two individuals wouldn't have their business interests at heart when voting on issues beneficial to those interests. Anderson and his other business partner have a large interest in a new bowling alley on Rt.15 near Zion Crossroads. He is also involved in other land development business in Fluvanna County. Despite all the smooth rhetoric you may read in their newspaper you'll never ever know what their underlying motives really are. Rather than guess when it's time to vote in November it would be best not vote in favor of having business partners serving on the same board of supervisors. That way no one will be tempted to vote with their business interest as first priority. You, the citizens of Fluvanna County will have the power at the polls to determine your government in November. Who makes the rules?

I presume this story will be considered an attack upon Anderson and Gardner by certain newspapers. I recall a recent editorial in the Fluvanna Review by Anderson in which he attacked Senator John McCain for his position on campaign financing. Who makes the rules for these newspapers? I like calling a spade a spade! Editorial attacks are OK but letter to the Editor attacks aren’t?

Political Arrogance

It’s bad enough that the citizens of Fluvanna County have had to put up with the likes of Bill Anderson on the Planning Commission, now he’s running for Supervisor of the Rivanna District in an attempt to join his business partner Len Gardner on the Fluvanna County Board of Supervisors. They are partners in a real estate development business. While serving on the Planning Commission, Anderson displayed his arrogance and his contempt for the citizens of Fluvanna County during the first CPV hearings while seated upon the stage. He stared down his nose at the citizens in the audience, all the while glaring at them, not once did he pay attention to the presentation being conducted by CPV and the consulting firm hired by the county. At the second hearing the following night, at the conclusion of the hearing, Mr. Anderson displayed his holier-than-thou attitude by standing at the edge of the stage and railing at one of the citizen speakers, waving his cane at him, and threatening to beat him with his cane.(That is a memory everyone who was there will never forgety!!!) I think he meant me because I spoke of his corruptness) Now apparently the public, according to Anderson, isn’t allowed to speak out and express their opinion unless they agree with his views and therefore he feels the need to chastise them for disagreeing with his viewpoint. This type of arrogant public display I don’t believe is representative of the type of leadership required by the citizens of this community. Lake Monticello deserves much better. We don’t need people representing us who think they’re better than us.

His business interests

He and his business partners need water for their RT. 15 bowling alley venture which is dying on the vine without it. Running water from the James River for the Tenaska power plant brings water that's much closer to Palmyra and a run up RT.15 to the bowling alley site. Gardner failed in his attempt to get Aquasource interested when the new county courthouse was proposed. He was trying to get them to run a line up RT.15 at that time. For those who are uninformed, Gardner and Anderson are business partners. Anderson and Mike Clark are partners in the bowling alley.(Anderson, Clark, and Gardner are partners in a subdivison on 659 called Kent Farms in Kents StoreThere's much interest between them all to promote power plants but not from an interest in building the county revenue base, which is what they would like the public to believe, but rather what is their personal business interests and not that of the public. Anderson and Gardner have the editorial control of the Fluvanna Review to spread their slanted views on the public. Unfortunately, some of their editorials are written as though they think they are the spoken word for all the public in Fluvanna County. It’s their attempt to brainwash the public. Billy Boy has also added many extra 2 for 1 lots right down 601 in Mel's neighborhood. He has added to the sprawl conditions in the Columbia district.The Sheridan family also contracted with Anderson's partner Mike Clark and StarLite Construction to renovate an inherited home from a deceased citizen for 80,000.

There will be 4 or more power plants in construction phase over the next 4 years!(We currently have 2 in the area Bremo and Gordonsville. If all goes as planned we will have 5 more- 2 in Fluvanna,1 in Buckingham,1 more in Gordonsville, and 1 at Gum Spring. 7 F*^%$& Power Plants within I think a 30 mile radius of the Crossroads)  600- 1000 extra workers and transients needed to frequent the "James River Dry Gulch Saloon". Watch the maneuvering by the BOS to get water to the bowling alley site. In particular, watch the voting by Gardner, Pace and Sheridan. If Anderson wins in November then you can guaranty his vote in favor of getting water to his bowling alley!  And just in case you hadn't noticed they got their 1.8 million dollar building permit quite curiously from Lester and Co. knowing that the water and septic problem might still be present. He paid 6600 bucks for that permit. If you remember the big hoopla about taxes being paid on a 3.5 million buck project..... HA!
