What happened to the Tenants Associations?
What are the Local Forums?
The Local Estate Forums were set up to help represent the people of Ballymun in the regeneration and the estate management that will acompany it.
There are 5 Forums - Sanyhill/Sillogue, Balcurris/Balbutcher, Poppintree, Coultry and Shangan.  These are supposed to represent the tenants of these areas. 
When one forum was asked for a copy of its constitution, apparently following legal advice,  the constitution could not be provided!! 
We find it strange that when BRL first came here, it was chosen to virtually ignore the existing community representative structure by setting up Forums rather than working with existing Tenant Associations.  The Tenants Associations throughout the estate have done incredible work over the years to improve the conditions under which people in Ballymun live, yet they were ignored.  Why?
What is a constitution?
Basically a constitution is a document that outlines the aims of a group and the rules that govern how the group operates.  It tells you the level of representation - how many people are represented by each member of the group.  It tells you how members of a group are elected.  It should outline certain rights of the people represented by the group.
What should a Forum be?
The members of any group or forum that claims to represent a group of people should be democratically elected.
It should have a constitution voted upon by the people it represents.
It should have  a clear mission statement and set of objectives.
The election of the members should be independently organised, fair, open, transparent and above reproach.
The forum should be properly funded to be able to do its work - to carry out the aims written in its constitution. 
It should keep the people it represents informed of events and seek their views on issues. 
It should be accountable for all its actions and the public money it spends.
It should uphold the rights of individuals irrespective of race, creed, gender etc.
It should represent.
It should work.
Legal Advice?
In any field of endeavour, any game, competition, club etc., people know where they stand because they know the rules.  Telling somebody they can not see a constitution, the very one that governs how they are represented and indeed ruled, is like telling someone they must play a match without knowing the rules of the game.  This is the Mushroom Approach to public representation and it is patheic and unprofessional.
But then, it's what we've come to expect.
All we wonder is Why the Secrecy???

Send us your views on this page Elections were due in 1999 but did not take place.  Elections will take place sometime in November 2000.  Democracy is important when it is democratic.
Letters and Representations clearly show this.
