Ballymun Regeneration Limited (BRL) is the Company set up by Dubin Corporation to carry out the regeneration of Ballymun using funds from the tax payer.
BRL reports to and is under the control of Dublin Corporation. Dubin Coroartion has a Special Sub-Committee to which BRL reports. The Chairperson of the Sub-Committee is Noel Ahern Cllr., TD. and the Vice Chairperson is Eamonn O' Brien Cllr. However Noel Ahern and Eamonn O'Brien are also on the Board of Directors of BRL! We believe their direct involvement with the project conflicts with their obligation to represent the people of Ballymun and ensure that the interests of the Ballymun commuity as a whole as are upheld in the regeneration process.
BRL is required by its Company Articles to consult with ' all interested parties including the local community......'. You would at least expect this. After all, it is our lives and our community that is being regenerated. However there is no proper vision of what consutation should be. Instead there are a number of poorly represented Forums and committees which to our knowledge weren't even properly nominated or elected in full. We have made suggestions on our website regarding what consultation should be (see Consultation)
Ballymun people should have the greatest say in what happens to Ballymun. Long after the regeneration is done and BRL has packed up, we will still be living here. But look at the table above and see how many Ballymun residents are on the Board of BRL. Out of 13 Directors, only 4 are living in Ballymun. |

BRL have given the impression that local residents want the flats demolished. In fact one surevey showed that 86% of residents preferred full or partial refurbishmnet to total demolision. Despite this, no complete consultation has taken place about demolision. IN FACT the demolition of the flats was already agreed upon by the Minister for the Environment and Dublin Corporation. AND many residents want to remain in the flats. When others see the houses planned for them, they will want to stay in the flats too. (see Housing and Housing Page 2) |

BRL Spending
In 1998, BRL spent �89,716 on consultation. This works out at approximately �4.48 per person in Ballymun. For this sum, BRL could have sent a questionnaire to each resident of Ballymun and sought their views and compiled the results to design a regeneration plan we all want. However they didn't do this. There is no breakdown of this figure and therefore we don't know exactly what this money was spent on.
In comparison, �622,312 was spent on wages and salaries. Dividing this figure (just for illustration) by the number of directors and the secretary of BRL (14 people in total), a sum of �44,450 results.
�129,584 (�6.47 per person in Ballymun) was spent on Print, post, stationery and advertising. In total, BRL spent �3,059,198 on the development of the Masterplan during 1998.

In information supplied to the Environment Directorate of the European Union by BRL, it states the regeneration programme has a budget of �348 Million. This figure would include contingencies and legal fees. It does not include profits made from the sale of public land to private developers nor the profits from the development of the Business and Technology Park. BRL has easily enough money to rehouse ALL Ballymun tenants comfortably. WE WANT TO ENSURE THAT THEY DO THIS. Remember, there is MUCH more to the regeneration of Ballymun. We want the new houses built but common sense recognises that this is only a part of the regeneration. The future of Ballymun depends on the WHOLE REGENERATION of Ballymun - Housing, Social, Physical and Economic environment. If the WHOLE REGENERATION has been badly planned, then the new houses will make little difference to the standard of living of people of Ballymun and in 30 years time....... |
