BALLYMUN HOUSING TASK FORCE LIMITED
In 1997 The Minister for the Environment unilaterally appointed Ballymun Housing Task Force Ltd. as the liason group between Dublin Corporation and BRL and the community of Ballymun.  No reason appears exist or have been given for this decision.  Nobody we know in Ballymun was consulted about this to see if it was agreeable or disagreeable. 
On what basis was it decided that a group, many of whose members live outside Ballymun, could act on behalf of us?  And to do so without consulting with us?
If the total regeneration process to date is anything to go by, BHTF Ltd.  is clearly failing in its defined objective to consult on behalf of the community.
The Ballymun Housing Task Force Limited was registered as a company in July 1997.  The company was established by the following (as at 1997):
1997
Siobhan Treanor, Peter Coyne, Elaine McCormack, Jon Rock, Lucy Brock, Lisa Courtney, Treasa Smyth.
None of the above were residents of Ballymun
Also listed as directors were Jackie Forde and Donna Vavasour, both also non-residents.
16 September 1998
Micheal Cowman, Peter Davitt, Tony Hynes, Noel Martin were registered as members/directors.
None of the above were residents of Ballymun.
Joseph Maguire, William Lee, Marie McNamara, Helen Edwards were also admitted as members/directors.
The current Manager of the Housing Task Force is Brendan Boyle.
Article 2 vii of the Ballymun Housing Task Force Company Memorandum clearly states that an object of the company is to ensure
'that the Estate (Ballymun) is redeveloped with particular focus on the replacement of the existing flats with new-built dwellings'.
This shows clearly that BHTF Ltd. does not represent many people in Ballymun since there are many who want to stay in the flats.  This article also shows that BHTF Ltd. is not allowed to represent these people since to do so would go against BHTF Ltd. Company Memorandum.
On this basis alone (ignoring the others) many Ballymun people have been sidelined and disenfranchised within the regeneration process.
BHTF Ltd.is funded by Dublin Corporation.
Enquires made at the Companies Office on April 25, 2000 revealed that BHTF Ltd. did not submit annual returns or accounts since their registration in 1997.  Two sets of returns should have been made however none were.  An official at the Companies Office stated that this places BHTF Ltd. in danger of being struck off the companies register. 
We find it disturbing and unsatisfactory that a company which recieves public money has not complied with the legal conditions set out in the Companies Acts 1963-99.
