Ever wonder about Davis's stupidity? Is it some natural selection that made him dumb, or is it really an act? There is proof to reveal both, but I believe that he only acts stupid.
Some people act stupid to merely get laughs out of their friends or to brighten up situations. Who wouldn't want a completely oblivious friend who gets into trouble as much as they say "Huh?"? ^_^ It's absolutely hilarious! Another reason is so that he can escape from responsiblity. If he acts dumb and stupid, then a lot of people won't trust him to take care of things, things that he doesn't want to do. Of course, this could work the opposite way, but who's counting? Whoo!
On the other side, he could really be this dumb because his parents had a little "accident" in the car or whatnot. Or possibly, his heart takes place of his common sense. He is dumb so as his heart can be so pure and forgiving. Remember Ken and how easily Davis forgave him? The others were suspicious, but Davis was right out there, telling Ken that he would be glad to team up with the former Emperor! Only an empty brain and a full heart can do that to a certified evil genius.
