Members of the Tribunal of Nessus have many duties within the city.

First and foremost, they act as peacekeepers. Whle guards and soldiers do patrol the streets, members of the Tribunal are responsible for enforcing order. They do so by diffusing hostile situations before they go too far. This maybe as simple as instructing an individual to quit running his mouth, or as much as physically stepping in and breaking up a fight if that's what it takes.

Secondly, they act as judges. There are no trials in Nessus. A Tribune simply makes a ruling about a situation. This may result in a warning or banishment from the city itself. Tribune rulings may be protested to the Head Tribune. He is the only person that can overturn another Tribunes rulings.

Third, they act as referees for duels. For the most part combat is forbidden within the city walls however, individuals may petition a Tribune to escort them to an outer world where conflicts can be resolved with bloodshed. Tribune members may also run spars as training exercises if they see fit.

Fourth, they act as guides and helpers. A Tribune member is always willing to answer questions or point a Merc in the right direction.

Last, they act as go betweens for employers seeking Mercs. Employers sometimes recruit for themselves, but often Tribune members will gather the party for them if requested to do so.

The role of Tribune is an important one. They are the people that keep Nessus up and running. They are known for their impartiality and fairness. Without them the city would slip into chaos.
