The Pope.  The Hierophant represents a church or a religious leader of some kind.  The high priestess also represents church but in a less structured way. This can indicate someone's spirituality.  The Hierophant is conservative and traditional.  The Hierophant teaches structured, civilized society.  There are two men in the card kneeling - so you have to work your way up to his position.  He stands for the accepted code of behavior in an institution or society.  The card can represent an  organization or administration.  When reversed it can indicate problems with an organization, red-tape.  Legal or corporate problems.  A structure that is unruly or unfair.  A bad lawyer, doctor, or teacher.
