I recommend you max out Group Healing, Group Protection and Celestrial Hammer. Any spare skill poionts should be spent on Innate Magic Resistance and Innate Melee Haste.

Why Group Healing?
Its much easier to bring your party away from the brink of death in one big swoop of healing instead of individually healing them and wasting several turns.

Why Group Protection?
Group Protection raises physical and magical defence, allowing your party to take less damage than usual.

Why Celestrial Hammer?
Velm has a weak physical attack and this will allow him to cause some serious damage when he's not healing. This attack also stuns enemies.

Why Innate Melee Defense?
Velm, like Mipsy, has low health and is prone to being hurt more than the warrior type. He'll need healing or reviving alot too. With a higher defence, he won't take as much damage as usual.

Why Innate Casting Haste?
Velm is tongue tied and doesn't cast very fast. Of course, if you make this skill higher, he can heal alot more often.

The numbers that appear in the brackets next to the skill is the level it should be when you've spent the skill point, not the amount of skill points you should spend on that skill at that point.

If you follow my guide, you'll get Velm at level 36, and will have 35 skill points to spend. I recommended you spend;

Level 36 ~ 15 Group Healing (Maxed Out), 5 Group Shielding, 5 Celestial Hammer, 5 Innate Melee Defense and 5 Innate Casting Haste. Level 37 ~ Celestial Hammer (6)
Level 38 ~ Group Shielding (6)
Level 39 ~ Celestial Hammer (7)
Level 40 ~ Group Shielding (7)

So now you'll have: 15 Group Healing (Maxed Out), 7 Group Shielding, 7 Celestial Hammer, 5 Innate Melee Defense and 5 Innate Casting Haste.
