Remarks by our staff on our charter issues

The Hephaestus Project occasionally offers technically informed testimony to the boards of governments and other agencies on issues of interest to the community we serve.

2000.01.06 +: Responding to a U.S.A. Federal Communications Commission (FCC) notice of proposed rulemaking on "Implementation of Video Description of Video Programming", Proceeding FCC 99-353, November 23, 1999, MM Docket No. 99-339, Dr. R. I. Feigenblatt describes a "Scheme to leverage volunteers to produce SAP audio description of TV". Naturally, the scheme we describe can, in principle, also be adapted for annotating recorded end-product video (even after a read-only record is pressed): One candidate is a DVD movie played on a PC, accompanied by an independently produced synchronized description file.

+ Link rot repaired 2001.11.23 (Note: Get a free reader for the PDF file format here; it would be easier if the FCC used a flat ASCII or simple HTML file to make such records more accessible to the blind and VI!)
