Federal Communications Commission (FCC) notice of proposed rulemaking on "Implementation of Video Description of Video Programming", Proceeding FCC 99-353, November 23, 1999, MM Docket No. 99-339, Dr. R. I. Feigenblatt describes a "Scheme to leverage volunteers to produce SAP audio description of TV". Naturally, the scheme we describe can, in principle, also be adapted for annotating recorded end-product video (even after a read-only record is pressed): One candidate is a DVD movie played on a PC, accompanied by an independently produced synchronized description file.
