DELIVERY OF PASSPORTS TIME FRAME FOR ISSUE OF PASSPORTS EMIGRATION CLEARANCE RULES CAUTION: � A passport is issued under the Passports Act, 1967 by the CPV Division of the Ministry of External Affairs to Indian Citizens. It is an offence to knowingly furnish false information OR suppress material information, which attracts penal and other action under relevant sections of the said Act. Passport is a valuable document. All holders are required to take due care that it does not get damaged, mutilated or lost. Passports should not be sent out of any country by post. � Loss of passport should be immediately reported to the nearest Police Station and to the nearest Passport Office/Indian Mission. Passport holder shall be responsible for misuse of passport, due to non-intimation of loss to the concerned Passport Office/Indian Mission. Passport is a Government property and should be surrendered when demanded in writing, by any Passport Issuing Authority. *********************************************************************************** HOW TO APPLY FOR A NEW PASSPORT ? top where to apply? top The passport is issued from 28 locations across the country and 160 Indian missions abroad. The passport can be applied in the passport office, having your present address area in its jurisdiction. To find the more information regarding the office where you have to apply, Click Here how to apply? top The Passport application form can either be downloaded from the website or can be purchased from the Passport Office or Head Post Office by paying Rupees Ten. All the columns in the application are to be filled up carefully and legibly (preferably in capital letters) and the photographs are to be stuck on the application form in the boxes provided. Please mark "Not Applicable" across any column in the form that doesn't apply to you. Do not leave any column unfilled. The completely filled in application form with photographs are to be submitted along with photocopies of the necessary documents. Submitting the completely filled-in Passport Application Form: The application may be submitted to the Passport Office concerned (where you are resident when applying) � Either in person OR � Through a representative carrying an authority (Specimen at Annexure L) OR � By registered post in which case all the photocopies of the documents should be attested by a Gazetted Officer. *PHOTOGRAPHS* top a) Seven Identical photographs in 'black and white' or in color of 35 x 35 mm showing frontal view of full face against a light background are required. b) Photographs taken with colored or dark glasses and in uniform will not be accepted. All the photographs should be pasted on the passport application form in the boxes provided. The applicant should sign across the pasted photographs in such a way that half the signature appears on the photograph and the remaining on the application form. The signature across the photographs should be the same as the specimen signature given by the applicant in the form. The applicant should not sign across three photographs, two of which are pasted on Page 5 of the application and one on the Passport Application Registration Form. *DOCUMENTS * top Photocopies of all the documents should be attested by the applicant (provided, the application is not being sent by registered post, wherein, they should be attested by a Gazetted Officer). The Original Documents should, however, also be produced for verification by the officer in the passport office who will verify the authenticity of the photocopies and return the originals back to you. DON'T FORGET TO TAKE UR ORIGINAL DOCUMENTS BACK. 1) While applying for fresh passport, attach 2 copies of the following documents a) Proof of Residence: Applicants Ration card OR any of the following documents: appointment letter of reputed companies on letter head / water tax bill / telephone bill / electricity bill / running bank account statement / Income tax assessment order of last three years / Election commission I.D. card; clearly indicating/certifying the residential address; A certificate must be obtained from the Tehsildar or Gram Panchayat / Sarpanch as proof of residence if residing in a village b) Proof of date of Birth (attach one of the following) i) Birth Certificate issued by a Municipal Authority or district office of the Registrar of Births & Deaths ii) Date of Birth Certificate or Nationality certificate from school last attended by the applicant or any other recognized educational institution OR Affidavit sworn before a Magistrate / Notary stating nationality and date/place of birth, as per specimen in 'Annexure F' N.B. In the case of Applicants born on or after 26.01.1989 only Birth Certificate issued by a Municipal Authority or the Office of the Registrar of Births & Deaths is acceptable. c) Citizenship document if applicant is a citizen of India by Registration or Naturalization. d) If the applicant has not stayed continuously at the present address for the last one year, please photocopy the "personal particulars form" and enclose and additional set (in duplicate with photographs) for each additional place of residence. e) No Objection Certificate (NOC): Government / Public Sector / Statutory body employees should submit "No Objection Certificate (NOC)" in original (Annexure E) f) If the applicant is eligible for "ECNR" attach attested copy of the supporting document. g) If the applicant was repatriated at government cost, enclose documents to show that expenditure incurred by the government on his/her repatriation has been fully refunded to the government of India, Ministry of External affairs. h) If the applicant was deported to India, give details of Emergency certificate / Passport *FEE & MODE OF PAYMENT* top The following is the all-inclusive fee to be paid along with the application form, either by cash or by a Bank Draft in favor of The Passport Officer. In case of payment via a Bank Draft, the full name of the applicant and the application number are to be written on the other side of the draft. 1. Fresh Passport (36 pages) of 10 years validity - Rs. 300 2. Fresh Passport (60 pages) of 10 years validity - Rs. 500 3. Fresh Passport for minors (below 15 years of age) of 5 years validity-Rs. 300 4. Passport against lost/ damaged passport - Rs.2500/- Miscellaneous Services 1. Additional Booklet (36 pages) Rs. 300/- 2. Additional Booklet (60 pages) Rs. 500/- 3. Changes of address/ Police clearance certificate/ Deletion of particular of children/ ECNR/ Additional endorsements Rs 100/-. *List of Applicants eligible for Emigration Check Not Required (ECNR) Stamp* top 1. a) Persons going abroad in managerial capacity in Hotels/Restaurants, Tea-Houses or other places of public resort etc. possessing specialized degrees in these fields. b) All Gazetted Government servants c) All Income-tax payers (including agricultural Income tax-payees) in their individual capacity. Proof of assessment to income tax and actual payment of income tax for last three years to be insisted upon, and not merely payment of advance tax. However in most cases as an assessment order is not issued separately by the income tax dept, Income tax returns which are stamped by Income tax authority can be accepted. d) All professional degree holders, such as Doctors, holding MBBS degree in Ayurveda, Homoeopathy, accredited journalists, engineers, charted accountants, cost accountants, lecturers, teachers, scientists, advocates etc. e) Spouses and dependant children upto the age of 24 years of category of persons listed from (b) to (d) f) All persons who have been staying abroad for more than three years (the period of three years could be either at a stretch or broken) and spouses and dependant children upto the age of 24 years of such persons. An affidavit to this effect is required to be submitted (specimen at Annexure I) g) Seamen who are in the possession of CDC or Sea cadets Desk Cadets: I. Who have passed final examination of three year B.Sc. Nautical sciences courses at T.S. Chanakya, Mumbai; and II. Who have undergone 3 months Pre-sea training at any of the government approved Training institutes such as T.S. Chanakya, T.S. Rehman, T.S. Jawahar, MTI (SCI) and NIPM, Chennai, after production of Identity cards issued by Shipping Master, Mumbai / Calcutta / Chennai. h) All Holders of diplomatic / Official Passports i) Dependent children of parents whose passports are classified as ECNR. In the case of such children ECNR classification to be restricted until they attain 24 years of age. j) Persons holding Permanent Immigration visas, such as the visas of UK, USA and Australia k) Persons holding graduate or Higher Degrees (If final certificate is not available, then provisional certificate plus mark sheet to be attached) l) Persons holding three year Diploma equivalent to degree from recognized institutions like polytechnics. m) Nurses possessing qualifications recognized under the Nursing Council Act, 1947. n) All persons above the age of 60 years. 2. No emigration clearance is required for visiting Bangladesh, Pakistan and all countries in Europe (except CIS states), North America, Australia, Japan and New Zealand. 3. No emigration clearance is required for persons possessing certificates of vocational training from Government/government recognized institutions. ****************************************************************************** HOW TO RENEW AN EXPIRING PASSPORT ? HOW TO APPLY FOR A PASSPORT AFTER THE OLD PASSPORT HAS EXPIRED ? When to renew an expiring passport? top You can apply one year before the passport expires or within 2 years after the passport expires to get it renewed. Where to apply for re-issue? top The expired passport can be re-issued from 28 locations across the country (Passport Offices) and also from 160 Indian missions abroad. The passport application can be submitted in the passport office, having your present address area in its jurisdiction. To find the more information regarding the office where you have to apply, Click Here Application Form top The Passport application form can either be downloaded from the website or can be purchased from the Passport Office or Head Post Office by paying Rupees Ten. You are entitled to an automatic re-issue of a passport, without prior police verification in case of expiry of your passport. Required Documents top � A fresh application form duly filled in with photographs stuck in the boxes given. � Previous passport with self-attested photocopies of first four and last four pages � Proof of residence only if the present address is different from that given in the previous passport. (Verification Certificate or any other document - not required). v Applicants Ration card OR any of the following documents: appointment letter of reputed companies on letter head / water tax bill / telephone bill / electricity bill / running bank account statement / Income tax assessment order of last three years / Election commission I.D. card; clearly indicating/certifying the residential address; A certificate must be obtained from the Tehsildar or Gram Panchayat / Sarpanch as proof of residence if residing in a village � If the applicant has not stayed continuously at the present address for the last one year, please photocopy the "personal particulars form" and enclose and additional set (in duplicate with photographs) for each additional place of residence. � No Objection Certificate (NOC): Government / Public Sector / Statutory body employees should submit "No Objection Certificate (NOC)" in original (Annexure E) � If the applicant is eligible for "ECNR" attach attested copy of the supporting document. ****************************************************************************** HOW TO APPLY FOR AN ADDITIONAL BOOKLET? top ****************************************************************************** HOW TO APPLY FOR A DUPLICATE PASSPORT? What should you do when you lose your passport? top As soon as you realize that you have lost your passport, inform the nearest police station and obtain a copy of the First Information Report (FIR). Also inform the Passport Office or Indian Mission, which issued that passport. Passport is a valuable document and in case it gets misused, you can be held responsible, if you have not informed the office. You can apply for the duplicate passport with the following documents � Application for lost passport � Copy of the FIR � Affidavit (specimen at Annexure 'B' of the passport form) � Copy of lost passport, if available � Fee for re-issue of a lost passport i.e. Rs 2500/- How to apply for a replacement if your passport is damaged? top If your passport gets damaged, you are entitled to get it replaced. Apply for a duplicate passport with the following documents: � Application for a damaged passport � Damaged passport � Affidavit (specimen at Annexure 'B' of the application form) � Fee for re-issue of a damaged passport i.e. Rs. 2500/- ****************************************************************************** HOW TO APPLY FOR CHANGE OF NAME / ADDRESS? top Procedure to change your name in your passport top Please submit the following additional certificated along with the application form for change of name in your passport. 1) Following marriage, remarriage or divorce a) A woman applying for the first time for a passport in her married name OR for change of name / surname in existing passport on account of marriage must furnish I. Photocopy of Husband's passport, if any, and II. An attested copy of marriage certificate issued by Registrar of Marriages OR an affidavit from husband and wife along with a joint photograph (Annexure J) b) Divorcees applying for change of name OR for deletion of spouses name in existing passport must furnish I. Divorce deed duly authenticated by court OR II. Deed poll / sworn affidavit (Annexure A) c) Remarried applicants applying for change of name / spouse's name must furnish I. Divorce deed / death certificate as the case may be in respect to the first spouse, and II. Documents as at (a) above relating to second marriage 2) In other circumstances for change of name, the applicant (male & female) should furnish I. Deed poll / sworn affidavit (Annexure A) II. Paper cuttings of two daily newspapers (one daily newspaper should be of the area of applicant's permanent address and another of the present address or nearby area) Procedure to change your address in your passport top 1. If you already have a passport and want to change the address recorded in it, approach your nearest passport office and apply for the same on Miscellaneous Services application from with a fee of Rs 100 and proof of new address. 2. If you have applied for a passport but before the same is issued, you have shifted your residence their, you should inform in writing to the Passport Office within whose jurisdiction your new address falls about your application for a Passport submitted to the previous Passport Office (with application numbers etc.) for transfer of your file to the new Passport Office. Along with proof of your new address. No fee required to be paid in this case. ****************************************************************************** HOW TO APPLY FOR A NEW PASSPORT FOR A MINOR? top Applying for a passport for a minor? A number of foreign Diplomatic Missions are refusing to grant visas if minor's name is included in the parents' passport. Children of all ages must apply for separate passports. However, those below 15 years will be given a 5-year validity passport or passport upto 15 years of age. The consent of both parents is necessary for issue of passport of minors (below 15 years). Hence both parents are required to affix their signatures under the declaration in column 19 of the Passport Application form and at column 22 affix the minor's signature or thumb impression. In case where the parent(s) is/are resident outside India, such consent from the parent(s) in the form of a sworn affidavit, duly attested by the Indian Mission abroad, is acceptable. At least one parent of the minor child must hold a valid Indian passport, failing which the passport to minor applicant shall be issued only after clear police report. In the case of single parents affidavit (Annexure K) is required to be submitted. In the case of parents who are separated but not formally divorced, an affidavit (Annexure H) is required to be submitted. When applying for a Minor's passport attach the following documents along with the application a) If parents are not legal guardians, Affidavit by legal guardian (Annexure C) AND b) Affidavit by two responsible persons who know the legal guardian as well as minor (Annexure D) c) Attested photocopy of passport, if any, of both parents incorporating their present marital status ****************************************************************************** OUT OF TURN ISSUE OF PASSPORT UNDER THE TATKAAL SCHEME top An applicant desiring to obtain his passport out of turn in view of any emergency should submit necessary documentation along with Tatkaal fee substantiating the urgency. In case the applicant wishes to obtain his passport in less then 5 weeks from the date of submission of the application form, a verification certificate as per the specimen at Annexure G should also be submitted along with the documentation of urgency and that Tatkaal fee. The Passport Officer shall retain the right to verify in writing the authenticity of the Verification Certificate from the official who has issued it. All applicants seeking a passport out of turn under the Tatkaal scheme are advised to meet the Passport Officer concerned after submitting their applications with the documentation and fee as specified. Police Verification shall be done in call cases of issue of passport. Who can apply for a passport under the TATKAAL SCHEME top i. Patients requiring to go abroad for medical treatment or consultation; ii. Close relatives of a person residing abroad who is seriously ill or is in maternity confinement; iii. In case of death abroad of a close relative of the applicant (spouse, father, mother, children, children's spouses, grand children, brothers and their spouses, and sisters and their spouse); iv. Businessmen wishing to travel abroad urgently for trade conference, trade fairs / exhibitions, export / import or seminars; v. Students requiring a passport for appearing in examinations such as SAT, TOEFL, GRE, USMLE; vi. Students going abroad to join foreign universities vii. Spouse, parents, parents-in-law, children, brothers, sisters, brothers-in-law, sisters-in-law of individuals working abroad; viii. Winners of promotional awards and scheme where foreign travel is a prize/incentive; ix. Spouses of officials/passport holders going abroad and availing of companion ticket; x. Pilgrims and journeys for religious purposes; xi. For marriage or honeymoon after marriage; xii. Individuals wishing to go abroad to attend marriage of relatives such as children, grand children, brother, sister, niece or nephew; xiii. For employment, project work, interviews, training, conferences, seminars and any other work in their professional capacity e.g. journalists, employees of public/private sector, air-ship crew, charity workers, film persons; xiv. Cultural troupe for performances abroad; xv. Individual as well as groups on study tour; xvi. All infants/minors accompanying their parent(s)/guardian; xvii. Businessmen and their spouses for incentive tours and Dealers' Conference xviii. Sport persons and accompanying officials, managers, trainers, doctors etc. going abroad to participate in an international event or for training; xix. Employees and their dependents who get free passage tickets; and xx. Other classes approved by Chief Passport Officer on case-to-case basis. Fees for issue of Out of Turn - Tatkaal Passport top The Tatkaal fee is in addition to the applicable passport fee and payable either in cash or DD in favor of Passport Officer concerned. The addition fee for out of turn Tatkaal Passport would be as follows: Fresh Passport 1. Within 10 days of the date of Application Rs. 1,500 + Passport fee as applicable 2. Within 11-35 days of date of Application Rs.1,000 + Passport fee as applicable Duplicate Passport 1. Within 10 days of the date of Application Rs. 2,500 + Passport fee as applicable 2. Within 11-35 days of date of Application Rs. 1,500 + Passport fee as applicable Re-issue cases after expiry of 10 years validity 1. Within 10 days of the date of Application Rs. 1,500 + Passport fee as applicable 2. Within 11-35 days of date of Application Rs. 1,000 + Passport fee as applicable Additional booklet 1. Within 10 days of the date of Application Rs. 1,500 + Passport fee as applicable How to apply for passport under the TATKAAL Scheme:- top The filled in Passport Application form with the photographs affixed in the boxes provided is to be submitted in the Passport Office along with photocopies of the documents (the way it is done as per the general scheme). The Original Documents should also be produced for verification by the officer in the passport office who will verify the authenticity of the photocopies and return the originals back to you. You will be asked to pay the fee of Rs. 300/- and you will be given a receipt In case the applicant wishes to obtain his passport in less then 5 weeks from the date of submission of the application form, you will have to meet the passport officer after submitting your application form along with the following: 1. An application requesting issue of passport under the Tatkaal scheme 2. Receipt of submission of the Passport application form 3. Documentation of Urgency (The call letter for either GRE or TOEFL exam is proof enough) 4. Verification Certificate 5. Out of Turn Tatkaal Passport Fee Once the Passport officer is convinced of the urgency, you will be asked to pay the extra fee. And you will be asked to collect your passport the next day!! Having gone through this process myself, I have to agree with their motto "file and smile". ****************************************************************************** Delivery of Passports top Passports are normally delivered only to the applicant or despatched by registered post to the applicant's present address as given in the application form; In case of an emergency, the applicant may approach the Passport Office for counter delivery. Such passports can then be delivered at the counter only to the applicant. Time frame for issue of Passports top � If all your documents are in order, you should get your fresh passport in 5 weeks subject to clear police verification report. � If you already hold a passport then your next passport should be re-issued in two weeks provided holding passport of same jurisdiction. � In case of damaged/ lost passports (except in case of habitual losers), provided you apply to the same office, which issued your original passport, you should get passport in about 5 weeks. � If you have applied for a duplicate passport to an office other than the one, which issue the passport you have lost or damaged, you should get your passport in 6 weeks. � If you have applied for an additional booklet for a passport issued by the same passport office then you should get your passport within two weeks. � For issue of passports to minors (less than 15 years) passport would be issued in two weeks. However, in case of emergency, your can apply for fresh or duplicate Passport under the Tatkaal Scheme. Emigration Clearance Rules top Even if you do not have the ECNR stamp, you can visit Bangladesh, Pakistan and all countries in Europe (except the Commonwealth of Independent States), North America, Japan Australia and New Zealand without emigration clearance. In any case, Protector of Emigrants can grant emigration clearance to certain categories of skilled/semi-skilled workers for a period of six months if application is made through authorized recruiting agent and there is a valid employment visa. In case, the person concerned is leaving the country for non-employment purposes, he can obtain suspension from emigration clearance for the specified country and for the specified period from Protector of Emigrants
