Fund raisers can be a real pain sometimes. They are alot of work and it's sometimes hard to get all the kid's to participate. Most of these are fun as well as profitable.Good luck and Happy Fund Raising.
BAKE-IN
Six weeks before Christmas, start taking orders for your bake sale. You can make fudge, Christmas cookies, truffles, peanut butter cookies,  chocolate covered pretzels and anything else you choose..  Plan to take orders from both your church and neighborhoods.  Then have a bake-in (a lock-in where you bake all night) the weekend before Christmas.  The kids can make everything (with a little help from some adults).Then deliver everything the next two days.Your youth will enjoy this and it can be a big money maker if you can keep them from eating all the profits.  .
Bail or Jail
During a church function, such as a dinner, kidnap the peacher (with prior consent) and hold him for ransom! You can also make a mock jail and have people pay to put people in "jail" and have others pay to get them out
PIE AUCTION
The parents or any volunteers would bring pies to a social after a church function.  Each pie is then auctioned off to the highest bidder.  If you have a favorite pie and there is only one of them the price gets quite high. 
DO YOU HEAR WHAT I HERE?
A few days before Christmas assemble your youth group and go caroling door-to-door through out your neighborhood. The key to this is to have the kids sing REALLY off-key. Designate a spokesperson to explain to the "lucky" listeners that for a small donation you will STOP singing. This should be lots of laughs.
CHILI SUPPER
A Chili Supper can be an effective fundraisers, especially if you host it in the fall of the year, after a church event.
SLAVE AUCTION
Schedule a "slave auction" with the members of your youth group being auctioned off to the highest bidder for a days work,ie raking leaves, washing windows, baby sitting, etc.
MOTHERS DAY OUT
Host a "mother's day out" the two Saturday afternoons before Christmas. This will give Mom's a chance to shop or wrap presents and your group a chance to make a little extra cash. (Make sure you have plenty of adult supervision.) Be sure to advertise to your community and set firm time restraints.
ALL WRAPPED UP
Set up a gift-wrap station where church members can drop their Christmas gifts to be wrapped.Works well to have gifts dropped after church on Sunday morning and picked up Sunday night.
HARK! THE HERALD "ANGELS" SING
Have your youth offer to deliver "singing Christmas cards" or Valentine cards for a small set price.
